Executive Summary: Task Force Duterte Lanao Sur Power
A. Introduction
1. TFDLSP was created on January 24, 2017 by virtue of NEA Office Order No.
2017-014 so as to manage the Lanao del Sur Electric Cooperative, Inc.
(LASURECO). As part of NEA’s step-in right to address and supervise the ailing
coop, the composition of the Board includes top performing electric coops in its
nearby regions under the chairmanship of Atty. Goldelio R. Rivera and thru its
Acting General Manager, Dr. Nordjiana L. Dipatuan-Ducol.
During the first 4 months of assumption, the Task Force reached the collection of
18 million, the highest ever in LASURECO. It also undergone a comprehensive
financial and management audit, eradicated corruption and applied preventive
measures to secure all distribution assets. Employees were paid on time and all
the benefits were given.
2. On May 23, 2017, Malacanang issued Proclamation No. 216 declaring a state
of Martial Law and Suspension of Privilege of Writ of Habeas Corpus in Mindanao
due to the Marawi siege brought about by the Maute-ISIS inspired group. A
population of 400,000 or 72,000 families, more or less, were all internally displaced
and temporarily staying either at the Evacuation Centers or Home-based at nearby
municipalities and or cities.
B. Problem
Marawi, being the capital and business district of Lanao del Sur, is the life blood of
LASURECO. The Coop is seriously affected by the armed-conflict. The Main Office
situated at Brgy. Gadongan was destroyed, including the DOS Billing System.
Heavy equipment were totally wrecked. Infrastructures within the war zone are
damaged.
As an adverse effect of the nearly 5-month siege, payments to all power suppliers
are suspended due to abrupt financial lose of more than 50 percent of the normal
and average collection. The employees suffered as salaries cannot be paid
regularly. Funds are insufficient. Mobility is limited and daily operation is imperiled.

b. Installation of 40-unit Street Lights at Brgy. Marawi, Brgy. Matampay and Brgy.
Basak Malutlut, Marawi City per direct instruction of AFP/PNP for tactical
operation;
c. Assumption of Power Supply for the entire Mindanao State University System
from NGCP as the latter cannot repair their own damage line due to stray bullets;
d. Construction and energization of line from the war zone to restore electricity in
some municipalities of 1st District, Lanao del Sur;
f. Preparation for the Coastal Town Rehabilitation Project. Bidding processes and
consultative meeting per municipality conducted. Implementation is dependent on
the actual release of subsidy fund.
