Recalling the United Nations Charter Article 2 (4) which prohibits nation from using force against
the territorial integrity or political independence of other states,

Further Recalling all its previous relevant resolutions, in particular resolutions 661 (1990) of 6
August 1990, 678 (1990 ) of 29 November 1990, 686 (1991) of 2 March 1991, 687 (1991) of 3 April
1991, 688 (1991) of 5 April 1991, 707 (1991) of 15 August 1991, 715 (1991) of 11 October 1991,
986 (1995) of 14 April 1995, and 1284 (1999) of 17 December 1999, and all the relevant statements
of its President,

Recalling also its resolution 1441 (2002) of 8 November 2002 and its intention to implement it fully,

Reaffirming the importance of the disarmament of Iraqi weapons of mass destruction and of eventual
confirmation of the disarmament of Iraq,

Bearing in Mind the international concerns regarding the possesion of Weapons of Mass Destruction
(WMD), the abuse of human rights, as well as terrorism,

Emphasizing the diplomatic actions as the priority to improve the situation and issues revolving Iraq,

Realizing the importance of deliberating the progress of human rights and terrorism issues in Iraq,

Reaffirming the independence, sovereignty, unity, and territorial integrity of Iraq,

Expressing its appreciation that Iraq has been demonstrating strong willingness to fully comply with
the previous resolutions and address human rights and terrorism issues,

1. Urges Iraq to comply with all of the present and previous relevant resolutions;

2. Encourages all UN member states to commit on supporting humanitarian aids through the
coordination of ECOSOC as the principle organ of United Nations responsible for coordinating
economic, social and related work of 14 UN Specialized Agencies and actively being cooperative
in overcoming the aforementioned problems to keep the peace sustained;

- The humanitarian aids include food, water, daily life supplies, and medication;

3. Requests The expansion of UNMOVIC mandate to also investigate the following issues in Iraq:

(a). Terrorism, including but not limited to the possibility of the connection that The Iraqi
Government might have with any terrorism organizations;
(b). Human rights, including but not limited to the violation of human rights principles as stated on
the Universal Declaration of Human Rights and Iraqi's govermental regulations;

4. Taking notes that the UNMOVIC reports will be utilized for the purpose of further considerations
regarding the lifting of economic sanctions gradually.

- Any WMDs found will be disarmed and secured under the UNMOVIC's regulations;

5. Recommends the economic sanctions to be lifted gradually in Iraq following the release of the
UNMOVIC official report regarding the investigations;

- Utilizes the result from the UNMOVIC's investigation report about the human rights, terrorism,
and the existence of WMD;

- The Economic Sanction on Iraq will only be lifted gradually if the investigation report presented
by UNMOVIC regarding the matters of human rights, WMD, and terrorism shows positive
improvement while considering the Iraqi's govermental regulations;

6. Requests The United Nations relevant bodies including but not limited to United Nations Human
Rights Council and NGOs including but not limited to Amnesty International to provide Iraqi
Government with human rights aid;

- UN bodies will observe the human rights conditions and propose alternative policies that needs to
be further discussed and approved by affiliated parties in order to maintain order and satisfaction;

7. Urges Iraq to comply with the recommendations from the relevant UN bodies and NGOs;

8. Further recommends a multilateral meeting between Iraq and the United Nations Security
Council to determine the mechanism of gradual lifting of economic sanctions;

- Steps, procedures, as well as mechanisms of the gradual economic sanction will be discussed
together with the UNSC, and will be established and executed under the approval of affiliated
Parties;

9. Urges the UNMOVIC to keep conducting investigations periodically after the fulfillment of its
default mandate;

10. Strongly urges the Security Council to implement serious consequences upon Iraq if it fails to
cooperate with the past and the present resolutions;

- The form of Consequences will be further discussed by the UNSC;

11. Solemnly affirms to review the implementation of this resolution within twelve months of
adoption and to consider further steps that might be necessary;

12. Endorses to remain seized of this matter.
