The Corporation as the
“Proponent”
The Proponent prepares a Project
Description Report (PDR)
Proponent files PDR and Application Form
and pays the processing fee to the
Environmental Impact Assessment
Management Division (EIAMD)
EIAMD, by their EMB Case Handler (EMB
CH), reviews the application form and PDR
EMB CH has the option to conduct a site
visit
EMB CH drafts recommendation and
submit recommendation to EIA Division
Chief
EIA Division endorses recommendation to
EMB Regional Director
EMB Regional Director approves the
issuance of the CNC
EMB shall transmit the CNC document
tpothe concerned DENR office for release

Notes:
1. A Certificate of Non-Coverage certifies that based on the
submitted Project Description Report, the project is not
covered by the EIS system and is not required to secure an
ECC.
2. The Project Description Report contains the Basic
Information on Project and Proponent; Project Description
(including project location and area, project rationale,
project development plan, process and components and
description of project phases, project emissions/ effluent/
hazardous wastes/ solid wastes, manpower, project cost,
project duration and schedule); Overview/Generic
Description of the Baseline Environment/ Environmental
Management Plan; attachments of Original Sworn
Accountability Statement of Proponent and Photos or plates
of proposed project site, cumulative/residual impact areas
and surrounding communities.
3. Processing Fee: PhP 100.00
4. Processing Time: 15 days
If no decision is made within 4 days (period for
decision-making) from recommendation, the
CNC application is deemed automatically
approved and the approving authority shall
issue the CNC within five days from the lapse of
the period for decision-making
