PROGRAMS OF THE CEBU PROVINCIAL DETENTION AND REHABILITATION

This study focused on the livelihood programs of Cebu Provincial Detention and
Rehabilitation Center (CPDRC), Kalunasan, Cebu City. Specifically, it analyzed the
livelihood interest of the inmates, the livelihood programs provided by CPDRC, the
process of implementing the livelihood programs and its ways of assessing. It also
identified the inmates’ challenges and opportunities they considered during the
implementation of the programs. Furthermore, the top five inmates’ suggested livelihood
skills training program based on the K-12 Livelihood Education Curriculum Program of
Specialization in collaboration with the Technical Education and Skills Development
Authority (TESDA) were collected and considered.

It was revealed that male inmates were interested on industrial and technical skills
training, while female inmates were interested in income-generating training program
based on Holland’s Code of Work Environment and Environmental Typology. Different
livelihood programs were implemented, but few inmates can participate due to limited
resources and machineries. It was found out that implemented programs were not based
on formal training, orientation and survey on needs of the inmates. There were identified
challenges, however, opportunities to the inmates were clearly manifested as part of the
rehabilitative program of the government.

It is therefore recommended that the livelihood programs of the CPDRC need to


be strengthened.
