This letter is to recommend Mrs. Rachel Winebrenner for completion of her Master’s Degree in Administration
Program from Frostburg State University. Mrs. Winebrenner is currently a GATE Teacher at Pangborn and
Potomac Elementary Schools where I have known her in this capacity since the 2018 – 2019 school year.
During her short tenure at Pangborn, Mrs. Winebrenner has already held leadership positons within our
school community that have applied directly toward program expectations.

Serving as Mrs. Winebrenner’s mentor, I am happy to attest to her successfully fulfilling the program
requirements in an applicable fashion as a self-guided and collaborative leader. For example, she spent time
observing teachers, provided them with feedback, job shadowed the administrative team, and spent time
meeting with me on many occasions discussing school based budgeting and leadership philosophy.
Additionally, she is commended for blending experiences from other schools and related positons into
complementing the program requirements as a cumulating activity. Throughout the process, Mrs.
Winebrenner displayed professionalism, dedication, and a desire to move her career toward a path in school
based leadership.

In terms of the amount of time, effort, dedication, and most importantly application Mrs. Winebrenner
applied to her project, she has completed a worthwhile experience that should help her move toward the
career goals and aspirations she desires.
