crease in fees, adding that, the
recent  audit  report is  an  eye
opener in this regard.

not withstand the pressure of
ever- growing road users.
A  serious  effort,  espe-
cially by CDA and Police has
become a must today than ever

There  has  been  a  phe-
nomenal increase in the num-
ber of  vehicles on  the roads,
which  in  turn  has  led  to  in-

When contacted to know
the city and the way forward
to resolve them, the media-shy
Senior Superintendent of Po-
lice (Traffic) Farrukh Rasheed
complained about the non-co-
operative  attitude  of Capital
Develo pm en t  Authority
(CDA). He said there are three
tiers of road furniture but the
middle  tier (CDA)  does  not
cooperate with the police. “As
many as 9000 (numerous) let-
ters have been written to CDA
but no positive  response has
been shown by them,”  he
added.
He said that cooperation
of  CDA  is  required  to  mark
zebra  crossing,  placing  sign
boards, givin g  diversio n
through U-turns  or fish  bel-
lies and improving road
infrastructure. To  a  question
about  any  road  survey  con-
ducted  by  ITP,  he  said this
force came into being in 2005
when the  traffic flow  was
200,000 vehicles but now the
traffic  flow  has  increased to
12,00,000  vehicles  or  bikes
per  day  on various  roads  of
the  city.
He said there have been
631  personnel  in ITP at
present and an add ition al
strength of 3000 policemen is
required to run the traffic re-
lated affairs very much effec-
tively. The  SSP (Traffic) said
there  were  limited  sectors  in
Islamabad few years back but
now  the  number of  vehicles
have increased along with the
expanding sectors.
When contacted, a senior
official of CDA admitted that
Islamabad Traffic Police (ITP)
has proposed for zebra cross-
ings and diversion points, in-
stalling sign boards and remove
misleading  sign  boards  from
various  roads.  Though  force
has suggested to improve road
infrastructure at various places
but limited budget is hurdle to
implement  all  of  its  recom-
mendations.
About complaining atti-
tude  of the  SSP (Traffic),  he
said  that  officials  from  both
sides  remain  in  contact  and
matters are resolved after mu-
tual discussion. Neglecting the
cooperation and complaining
on few matters is unjustified,
he maintained.
He said that parking lots
under illegal occupation have
been vacated in various areas
and CDA  has removed  hun-
dreds  of  encroachments  in-
cluding footpaths and parking
lo ts in just E,  G  and F
sectors.  Action is still under-
way, he added.
He admitted to establish
more parking lo ts around
weekly  bazaars,  commercial
plazas,  Super  Market,  Blue
area and the district courts in
F-8 and around  the fruit and
vegetable market.
A  former  head of  ITP
was contacted for neutral ver-
sion who also focused to up-
date  road  infrastructure  ac-
cording  to current  require-
ments. He said Islamabad had

ment has also mentioned details
of actions and measures taken
against some proscribed organi-
zations which include Jaash-e-
Muhammad, Lashkar-e-Tayyaba,
Jama’at-al-Dawa and various
other groups a ssociated with
these organizations. The report
includes, comprehensive plan to
bring the madrassas to main-
strea m, effecti ve contro l and
monitoring system to prevent ter-
r or is t fi n an ci ng a n d pr ev en t
mo ne y l aunde ri ng. T he me a-
sures regarding Money Launder-
ing will also be submitted in the
meeting of FATF. Similarly, de-
tails of major changes in the
strategy of counter terrorism and

standing that elimination of poverty
are not possible unless political and
economic freedom. So, he immedi-
ately replaced his economic team
with highly qualified and experi-
enced professionals including
Hafeez Shiekh as Advisor Finance,
Dr. Raza Baqar as Governor State
Bank and Pakistan’s leading econo-
mist Shabbar Zaidi as the Chair-
man, Federal Board of Revenue. We
are confident that the current eco-
nomic team will play a positive role
in removing the economic crisis and
to bring the country on the path of
development and prosperity under
the leadership of Prime Minister
Imran Khan. We hope that all glo-
bal organizations, including IMF and
FATF will appreciate the current
government’s moderate policies and
bold actions and will not impose any
ban or restrictions on the instigation
of other countries.

Last week, the Punjab Assem-
bly passed two pieces of leg-
islation designed  to overhaul
the  system of local  govern-
ment (LG) and administration
in the province.
The  Local  Government
Act,  2019,  and the  Village
Panchayat  an d
Neigh bo urho od Cou ncils
(VPNC) Act, 2019,  received
some deliberation in the stand-
ing  committee  before  being
bludgeoned through the floor
of  the  house.  The  expedited
passage was reportedly upon
the  insistence  of  the  prime
minister,  who  after  a  tough
past few months, appears ea-
ger to  resuscitate  his  pro-re-
form credentials.
For the purposes of this
piece, I’ll limit the discussion
to  the  LG Act  2019  and the
broader environment  that  is
likely to shape its implemen-
tation (or, as the case may be,
lack thereof). The VPNC Act
requires  separate  analysis,
given that it has been designed
as  a  different  LG system,  is
expected to be non-partisan in
nature, and will only have con-
tingent  service-delivery-re-
lated links with the higher-tier
of local government envisioned
under the LG Act.
On paper,  the  new  LG
Commission must continue
In  January  2018, the  Su-
preme Court appointed
Amir Hani Muslim, a retired
Supreme  Court  judge,  the
new head of the water com-
mission  with  a  mandate  to
‘implement” the recommen-
dations  of  the previous
commission  that  the  apex
court  had  formed  in De-
cember 2016 in response to
my  constitutional  petition.
In  its  one-year  tenure,
the  Amir  Hani  commission
made  276  visits  across  the
province  and  held  117  pro-
ceedings.  The  visits  helped
the commission make ‘first-
hand assessment’, and
possibly  resolve  some  is-
sues  instantly. Quasi-judi-
cial  proceedings,  however,
were held to thrash out
complex  issues  in  a  trans-
parent  manner,  involving all
stakeholders —  bureau-
crats, technocrats,
academia, civil society, law-
yers,  politicians,  business-
men, and even laymen. The
commission  turned  into  a
forum  of  first  choice  for
many water-starved  people,
whether living  in
Tharparker ’s deserts  or
Karachi’s  posh  localities.
Almost every city,
town, and  village of  the
province received  benefits
from its interventions.
Some of the  benefits accru-
ing  to  the  general  public
are: restoration of the 1,465
out  of  1,800  dysfunctional
reverse  osmosis  plants;  re-
habilitation of 200 rural wa-
ter supply  and drainage
schemes, with 339  more
schemes  expected to be  re-
stored by June 2019; execu-
tion of  a  comprehensive
plan  to  treat  the  750  points
where sewage  mixes  with
freshwater  bodies;  forging
of  a  cost-effective  scheme
to  save Manchhar Lake
from pollution; revival of 15
out  of  33  sick  water  filter
plants, with nine more
plants  to  be  revived  by  the
year  end;  installation  of  14
incinerators  and  a  fraction

Addressing  the  opening  cer-
emony of the Belt and Road
Initiative  in  Beijing  on April
26,  Prim e  Minister Imran
Khan identified climate change
as a key challenge faced by de-
veloping countries, including
ours.  The  observation was
spot-on.  A  climate  change
profile of Pakistan shows that
the  country’s  annual  mean
temperature has increased by
0.5 degree Celsius, and likely
to increase by a further 3°C
in the next 70 years. Annual
precipitation rates have in-
creased slightly and dis-
played substantial variation.
The sea leve l, which in-
creased by 10 centimetres in
the last cen tu ry, will  in-
crease  by 60cm  by the end
of this one. It is adequately
proven that climate  change
is not a myth, but a reality.
Pakistan  is  affected  by
various climate change fallouts
caused by global and local ac-
tions. Besides common global
factors such as  carbon emis-
sions and rising oceans, issues
specific  to  Pakistan  include
droughts,  unpredictable  pre-
cipitation rates and monsoons,
acid rains, depletion of water
aquifers, spread of water-log-
ging/salinity, melting glaciers,
flash floods, and depletion of
forest cover and marine pollu-
tion.  Thus,  sizeable  damage
has  been done  as  a  conse-
quence  of  nascent develop-

Litmus tests for devolution
system introduces a range of
sound technical propositions.
It abolishes the district tier as
a representative arena of local
government,  and instead,  re-
affirms the within-district ru-
ral-urban divide through tehsil
councils and urban municipali-
ties  (metropolitan corpora-
tions, municipal corporations,
municipal  committees,  and
town committees).
The  list of  functions
given  to these  two  types  of
local governments is extensive,
with the biggest change from
the 2013  act being  in the  ur-
ban  arena.  Here  we  see  the
conditional devolution of edu-
cation, land use and building
control, and solid waste man-
agement and  sanitation from
the provincial government to
the local tier. There is also an
explicit assertion of reassign-
ing  provincial  government
agencies and authorities (like
LDA, WASA,  TEPA)  carry-
ing out devolved functions to
the local governments.
To enable these new lo-
cal governments to implement
their  wide-ranging mandate,
the act creates a provision for
the downward transfer of up

erators to  be  attached  to
tertiary-care  hospitals;  and
commissioning  of  nine  wa-
ter-testing  laboratories  by
June  2019, with  eight more
to  be  added  by  December
2020.
Likewise, industrial  ef-
fluents  had  been  a  major
source  of  pollution  for  de-
cades.  The  Sindh  Environ-
mental  Protection  Agency
had  completely  fa iled  to
enforce  its  writ  against  the
powerful  industry. The
commission’s relentless
pursuit,  however,  bore re-
sults. The  industry  —  in-
cluding  the  powerful  own-
ers  of  sugar mills  and  dis-
tilleries  —  have  given  the
time-bound  written  under-
takings  to  instal  pre-treat-
ment  plants, entailing  the
contempt  proceedings  for
defaulters, and  sanctions
under  the  SEPA Act.
Under  the  aegis  of  the
Commission, Hyderabad
has  also  seen  a surge  in
water-  and sanitation-re-
lated  activities. Hence,  four
of  the  six  dysfunctional  wa-
ter  filter plants  having the  ca-
pacity of 65 MGD now stand
rehabilitated;  the  remaining
two should be ready next year.
Also,  four  effluent  treatment
plants  are being  restored,
while  the  rehabilitation  of  a
400MGD  pre-settlement  la-
goon  in  Jamshoro  and  over-
hauling of the city’s water dis-
tribution  and sewage  systems
have seen  a new  spurt.
In Kotri, a new combined
effluent treatment, built in 2010
at  the  cost  of  Rs700  million,
had  never got  off the  ground.
As a result, industrial effluents
continued  to  pollute  the  KB
Feeder  that supplies  freshwa-
ter to  Karachi. However,  the
plant is now scheduled to start
by June 2019.
Karachi  is riddled  with
many a malady which cannot
be treated in one year. But the
city got a robust head start from
ment  processes  and locally
induced factors.
It  is  vital  to note  that
these  impacts  are  a  visible
cause of losses  in productiv-
ity,  livelihoods  and  redun-
dancy  of precious  ecological
assets. Pakistan  ranks  135th
in  terms of  per capita  green-
house gas emissions, but is the
seventh-most affected by cli-
mate-related impacts. While it
is  wise  to take  a  proactive
stance in global climate change
initiatives,  mitigating  local
causes is as important and ur-
gent. Pakistan’s coastal marine
environment is facing a catas-
trophe  —  ironically at  the
hands of its very users, through
deforestation of its mangroves
in southern Karach i  and
nearby islands, mainly due to
large real-estate developments.
Researchers have  also found
that  local  people  uproot  and
plunder  budding  plants  for
mundane utilisation such as for
firewood. Uneven land recla-
mation by ambitious develop-
ers  has  cut  the  water  flow,
leading to the mangroves’ de-
mise. Marine  ecology is  also
impacted  by  raw sewage  in-
flow. At present, 400m gallons
of sewage is pushed into the
Arabian Sea from Karachi on
a  daily  basis,  constantly  de-
grading the coastline’s micro
environment.  Oil  spills  from
ships  are  another  source  of
pollution. About  0.09m  tons
of used oil is discharged along
to 26 per cent of the province’s
gross revenue receipts, which
would amount to roughly Rs
400 billion based on last year’s
figures. This, if implemented,
is a resource devolution quan-
tum unlike any previous one
in Pakistan’s history.
The  more  experimental
aspects  of the  law are  found
in  its  attempt  to  reconfigure
the  political  relationship  be-
tween citizens, political elites, and
their administrative entity.
The  first of these is intro-
ducing  direct  elections for  LG
heads in tehsil councils or urban
municipalities.  This means that
for the first time in Pakistan’s his-
tory, (the claim is for all of South
Asia), the mayor/chairman will be
elected by the full electorate of a
particular local government juris-
diction.
Under the 2013 system, the
mayor of Lahore, having walked
in on a technocratic seat, needed
138 UC chairperson votes in the
council to become mayor. Under
Musharraf’s 2001  system,  the
nazim of Lahore needed just over
2,000 votes  (all UC chairs and
councillors) to become head of the
local government.
Under this new 2019 sys-
the  commission  and  has
opened up  vistas  for  seeking
long-term solutions  to its  wa-
ter  and  sanitation  problems.
For instance,  instead of  wast-
ing time on a congenitally de-
fective K-IV project, the com-
mission  focused  on  harness-
ing  the existing  stocks of  wa-
ter. Thus, the 260MGD Dhabeji
pumping station was made op-
erational to augment the city’s
water  supply by  100MGD.
Water-measuring  metres
were  installed  at  the  bulk-
pumping stations  to curb  the
theft/wastage  of  water,  a
whopping  190MGD. New
chlorinators and modern labo-
ratories  were  added  to  filter
plants to  improve water  qual-
ity. The  rehabilitation of  wa-
ter-filter  plants  involving  ma-
jor  civil works  has also  been
set in  motion.
Likewise,  treatment  of
sewage,  a much-neglected  is-
sue,  saw  a  revival under  the
commission.  Thus,  Sewage
Treatment Plant-III  (77MGD)
was  restored  in  June  2018.
STP-I  (100MGD) would  start
by  July  2019. STP-IV
(180MGD)  should also  oper-
ate by  December  2020.  Five
industrial  effluent  treatment
plants  are  scheduled  to  be
built in the SITE, Trans-Lyari,
F.B,  Landhi  and  Superhigh-
way areas.
The  Defence  Housing
Authority has  also  been
‘bound  down’  to  stop  re-
leasing  untreated  sewage
into the sea. More importantly,
the  KPT  has  undertaken  to
construct STP-V (100MGD) at
Mai  Kolachi  Road  in  two
years.  Commendably, the
head  of  commission  secured
this  prime  land  (135  acres)
which  had been  a  subject  of
litigation between the KPT and
the  Sindh  government.  If  all
these schemes are executed as
planned, the sea would be free
from untreated effluents in two
years. Pushed by the commis-
sion,  the  provincial  govern-
ment  has  started  procuring
lands for  constructing modern
landfill sites  in every  district,
Karachi’s  coast annually. All
of these contribute to the vari-
ous climate factors that need
to be  scientifically  analysed
for proper prevention, mitiga-
tion and adaptation plans.
The  Indus  delta’s  pre-
cious ecosystem is  another
case  in point. It  is  spread
across 0.6m hectares between
Korangi  and  Sir  Creek.  This
habitat  relies  on  freshwater
outflows from the Indus. Re-
search has shown that
35MAF water flows down the
delta, only three months in a
year. Despite  interprovincial
conflicts and claims, it is found
that the estuaries run dry for
most of the year.
The sea’s ingress and its
impact on soil quality are two
principal hazards faced by lo-
cal  communities. High  salin-
ity adversely impacts aquatic
life. Overharvesting of marine
resources, natural meandering
of creeks and grazing by live-
stock  are  some  of  the  con-
cerns.
In Pakistan, institutional
responses  towards  climate
change challenges are slow and
not promising. Planned, sus-
tained actions are immediately
needed to ensure existing crop-
ping patterns,  water conser-
vation, protection  of life and
people’s  assets,  combating
vulnerabilities to lesser income
groups and,  eventually,  cur-
tailing  social  dislocatio ns.
Meteorologists and other pro-
tem, the mayor would need to
beat out other candidates while
competing for upwards of four
million voters in the city. A suc-
cessful candidate would therefore
come in with the mandate of at
least a million voters; a significant
upgrade of their democratic cre-
dentials.
The  other  major  political
feature is introducing a closed list
proportional representation elec-
toral  system to elect ‘at  large’
councillors for the entire LG ju-
risdiction. Rather than tying indi-
viduals to particular demarcated
areas (like union councils), and
using a conventional ‘who gets
the  most votes  wins’  arrange-
ment, the new system would al-
locate council seats to parties on
the proportion of the votes they
get. If it gets going, this would be
the first time PR is used at scale
in the country, and will result in a
strengthening of parties as insti-
tutions of public representation,
given how voters will be voting
for party rosters rather than indi-
vidual candidates.
Ultimately, however, there
are two important litmus tests that
this new legislation would have
to clear for it to be deemed trans-
formative. The first is its political
including  Karachi, though  the
pace is sluggish. However, the
Sindh  Solid  Waste  Manage-
ment Board  and  its  Chinese
partner  have  improved  their
performance in Karachi. Sepa
has  also  shown  some  im-
provements  under the
commission’s  watch, but  sur-
prisingly  the  former  director
general who was  removed by
Supreme  Court  has been  re-
appointed  by  changing  the
rules
Some of the other impor-
tant  measures  taken  by  the
commission  are:  removal  of
encroachment  from  the
nullahs;  protecting the  water-
sanitation  infrastructure  from
commercialisation of industrial
plots;  regulating  water  tank-
ers,  introducing  online  ser-
vices  for complaints/  reserva-
tion  of  tankers;  providing
awami  tanks  for water-
starved  communities;  shut-
ting  illegal  hydrants;  secur-
ing  water  for areas  like
Baldia Town;  preventing
theft of  sand and gravel
from  riverbeds/  channels;
and ensuring clean water in
some  tertiary-care  hospi-
tals. The  provincial  gov-
ernment has  appreciated
the  commission’s  contribu-
tions and requested the
Supreme  Court  to  extend
its  term.  The  court  accord-
ingly  endorsed  the  request
in its order, dated Jan 14, 2019.
However,  since  then, the  fate
of the commission, and by ex-
tension, of  hundreds  of
schemes  initiated/moni-

empowering urban local gov-

metropolitan  corporations.

centralised service  delivery
mechanisms (various compa-
nies, regulators, development
authorities) are actually

K-Electric was privatized in a
rush in 2005 to a motley crowd
of  invisible  investors.  The
com pany—KESC  then—
was,  indeed,  in  deep  trouble
suffering from excessive local
political  interference  and
heavy losses and theft, which
motivated an early offloading
of  the  company,  having  as-
sumed  privatization  to  be  a
panacea.
No meaningful improve-
ment  occurred  and  KE  hap-
pens to be a larger recipient of
the dole from the federal gov-
ernment than other DISCOs.
KE’s  major  shareholder was
offloading its shares to a Chi-
nese company after accumu-
lating a lot of unpaid liabilities
under a confused arrangement
which has been  stopped due
to the  stand  taken  by some
brave bureaucrats. The current
problems of the major share-
holder of KE further compli-
cate its sale. It is again being
assumed that the buyout by a
Chinese company would be a
panacea. There are several is-
sues that need to be handled
and  rationalized  before  any
further  complications  are  in-
troduced in KE by the inclu-
sion of a powerful actor which
may further preclude or com-
plicate the options  of the  re-
quired reforms in KE. We will
discuss here the reforms and
restructuring  which are  ur-
gently required in KE’s affairs.
KE  was  an integrated
utility,  like Wapda.  After
Wapda  was  restructured,
DISCOs  were  formed  along
with a transmission company
NTDC—and  later IPPs  were
introduced to take care of the
generation function. For some
strange  reason,  probably  be-
cause  it was a public
shareholding  company,  KE
9(ormerly,  KESC)  was  not
decomposed like Wapda and
was privatized as an integrated
utility the way it is today. This
unique status of KE is creat-
ing  problems  which  we  will
describe in the following para-
graphs.
Although the federal
government continues to pay
a heavy dole out  to KE,
Karachi’s  electricity issues
have  been  offloaded  to  the
whims  of the  private  sector
which  remains  underdevel-
oped  in  this  country.  KE  is
given a concession/monopoly
for providing for all the gen-
eration,  transmission and dis-
tribution requirements  of
Karachi. First of all, let us won-
der whether it is  wise to leave
the electricity issues of a major
economic and social centre of the
country to the  whims of a pri-
vate coterie. KE is not supposed
to get any  share from the new
generation capacity that is being
added from time to time, and now
under CPEC, except for a 600
MW arrangement made some
time ago. It is a separate mat-
ter  though that  the  federal
government has all the pow-
ers  to apportion additional
capacity any time it chooses
to do so. But it has not done
so till now.
All  sorts  of  complica-
tions  are  being  created. Fur-
nace  oil  power  plants  have
been discontinued in the coun-
try as a matter of policy, since
they produce expensive elec-
tricity.  Coal  power  plants,
im ported and local,  an d
RLNGCC power plants have
been  installed  instead. How-
ever,  KE  continues and  has
been allowed to continue with
furnace oil. This  has  caused
great but unavoidable disloca-
tion to the  lo cal  refineries
which keep producing furnace
oil,  as  a  co-product  of  HSD
and  petrol. One  has  to  close
down the  whole  refinery if
furnace oil is  not  to  be  pro-
duced. As a result, furnace oil
is being produced and stored
at  various  storage  facilities.
There is a risk that storage ca-

these for the purposes of gaug-
ing intent is the Lahore Devel-

such legislatio n , it is an
at te m p t t o r e c o n f ig u r e
power dynam ics an d will
t h us h ave to experience
(and be reconfigured by) an
attendant set  of po litical
wranglin g before it takes

and refineries are restructured
in the medium term.
PSO has stopped im-
porting  furnace  oil,  but  for
som e  strange reason KE/
PSO  has been allowed to
import furnace oil again for
the coming high-demand pe-
riod. This is despite the
brimming furnace oil stored
in the country. To top it all,
KE is preparing to enter into
new PPAs with its IPPs run-
ning on furnace oil and cur-
rently supplying  electricity
to KE. This  is happening
despite a  reported surplus
and heavy payout of capac-
ity  charge  of  Rs446  billion
and an ever-mounting circu-
lar debt of Rs1.6 trillion by
now. Mo reover, a co al
po wer plan t p roje ct a p-
proved in 2015 based on
imported coal  is  being  re-
vived by KE, despite capac-
ity  surplus  and current  ac-
count deficit and a  policy
decision not  to install  new
imported coal  power  plant
anymore.  There  are  m any
power  plants  that  have  al-
ready been installed and are
to be added shortly, namely
Por t Qa sim Coal Pow er
Pla nt, Hub Powe r, a nd
PAEC nuclear power plants.
There are many other prob-
lems  due  to the  integrated
utility status  of  KE.
The  solution is  to take
away the generation and trans-
mission function from KE and
convert it  into  a  DISCO  like
others. KE’s generation facili-
ties  may  be  converted  into
IPPs  like others,  while  being
still owned by KE under sepa-
rate com pany u nits.  The
NTDC’s domain is expanded
to in clu de  Karachi  region
which comes under one merit
order  .This  issue,  if  not  re-
solved, may later fester into a
political  dispute  when  there
would be surplus in one part
of  the  country  and  deficit  in
the other,  apart from  the ex-
penses  involved in buying
unrequired (otherwise) excess
capacity for Karachi. After all,
the dole and subsidy is com-
ing out of a common kitty.
This may be an ideal time
to undertake a major restruc-
turing of KE due to its unpaid
accumulated liabilities and the
risks and problems generated
due to  the international  legal
suits being faced by its major
shareholder.  This  should  be
done before it is handed over
to a powerful Chinese inves-
tor. Karachi is a sensitive city
housing many ethnicities with
political  undertones  and KE
has  suffered  under it. A  for-
eign owner may get a handle
into the local peculiar issues.
Serious consideration should
be given before making a final
decision in this respect.
What  can be  done  im-
mediately is  to give  an  in-
formal DISCO  status  to all
the planning and supply is-
sues and for KE be consid-
ered part of the NTDC sys-
tem.  Its  transmission link-
age is enhanced and KE can
be pro vid ed a ddition al
power  share  to obviate  any
need of entering into an addi-
tional  PPA, especially  of  the
to-be-shut-down  furnace  oil
power plants.  The  merit  and
mode of  continuing with  the
older plants under a new PPA
should be examined separately
on a country-wide level and not
in the  KE context alone. The
old power  plants  have  low
thermal efficiency of under 40
percent  as  opposed  to  new
steam plants of 50 percent ef-
ficiency  and  gas plants  of  60
percent efficiency.  This fac-
tor is to be balanced against
the benefit of written-down
plants  apart  from the  gen-
eral  p olicy m ovin g away

its, and  that  its  increase  can
cause  lu ng irritatio n and
weaken body defense against
respiratory  infections.  How-
ever, the level of Carbon Mon-
oxide and percentage of Nitric
Oxide  in  the  air  was  within
NEQS’ limits.

plastic  Material  imports  into
the  country  during  first  nine
months of current fiscal year
decreased by 6.91 percent as
compared to the correspond-
ing period of last year.

- March (2018-19) compared
to  the  imports  of $1748.760
million  during  July  -  March
(2017-18)  showing  negative
growth of  6.91  percent,  ac-
cording  to  latest  data  issued
by Pakistan Bureau of Statis-
tics (PBS). In terms of quan-
tity,  Pakistan imported
1,144,407 metric tons of plas-
tic material during current year
as compared to the imports of
1,139,497 metric tons  during
corresponding  period  of  last
year  showing  an  increase  of
0.43 percent in term of quan-
tity.  Meanwhile, on  year-on-
year basis,  the  plastic  mate-
rial  imports  witnessed  nega-
tive  growth  of  23.11  percent
in March 2019  when com-
pared  to the  imports  of  the

2017-18, the circular debt had in-
creased by Rs 450 billion which
would be brought  down to Rs
293 billion during the current year
and  Rs 96  billion by  2019-20.
However, the circular debt would
be completely overcome by end
of next year.
The  prime  minister  was
told that a 25-year plan for cop-
ing demand and supply of  the
power had been formulated.
Moreover, a fresh policy for
power production through alter-
nate energy resources had been
formulated.
Under the  policy,  20  per-
cent of total electricity would be
produced from alternate resources
by 2025  which  would be en-
hanced to 30 percent by 2030. It
was told that the ministry’s drive
to curb power theft and recovery
of dues had brought in positive
outcomes. Within four months,
the additional power dues worth
Rs 48 billion had been recovered
that would touch Rs 80 billion
mark  by year end and Rs 190
billion till June 2020.
The  prime  minister  was
told that special focus was be-
ing given to handle the losses
caused by theft, technical and
transmission  issues  that  was
coming to fruition.
As a step to curb power
theft, 27,000 First Information
Reports (FIR) had been regis-
tered  against  those  involved
while 4,225 people  had been
arrested including 433 officials
of  the  power  sector.  More-
over,  another 1,467  officials
had been charge-sheeted.
During  the  briefing,  it
was informed that the produc-
tion capacity  of  the  power
system had been enhanced by
3,000 megawatt  through  ad-
dressing 15 major shortcom-
ings.
It  was  assured that  no
power load shedding would be
done  on  80  percent feeders
across the country during the
holy month of Ramadan due
to improved  distribution and
transmission system. For rest

agement plan had been formu-
lated  in  accordance  with  the
losses and where the ratio of
power theft was above 80 per-
cent. However, it has been en-
