Problem Statement

Water is the most essential element on Earth, but water can be the most destructive

element to the human life when it comes to disaster. The Province of La Union have a

large flooding prone area which have a population of 741,906 inhabitants that possible

affected on flooding directly and indirectly. The Downtown of City of San Fernando La

Union have a high flooding susceptibility which includes the Barangay I(Pob.), Barangay

II(Pob.), Barangay III(Pob.), and Barangay IV(Pob.), the flooding occurs most commonly

due to heavy rainfall when drainage cannot handle the volume of rainwater, one of the

reason that drainage design doesn’t work properly is due to the improper disposal of

solid waste that can cause the obstruction of water flow on the drainage and ditches.

The existing design of drainage can accommodate the discharge of rainfall but this not

enough to control the flood when it comes to the improper disposal of solid waste that

can cause clogged on the drainage. Flood maintenance and repair costs, including

road embankment and road repavement in the past years are costs a lot of money and

this was not solve the main problem. We believe that effective cleaning solid waste is

the essential criterion to mitigate this flooding.

Objectives and Goals

1. To reduce the vulnerability to flood hazards in order to protect life, health,

property and welfare of the community.

2. To control the solid waste obstruction in every close drainage that will result to

flooding.

3. To increase the awareness of the community how improper disposal of solid

waste has a major effect on the capacity of the drainage.

4. To provide economical and environmental solution to the flood problem.

5. To increase the capacity of the designed drainage

6. Incorporate an engineering based approach in developing the alternative

solution.

7. To improve roadway capacity when rainy season.
