1. INSTALLATION
a. Open VCM box & inspect the checklist if complete
b. Install the VCM on the top of the ballot box
c. Check if the thermal paper is properly installed and close
the printer cover
d. Install & connect the BACK-UP BATTERY to VCM DC power
port
e. Plug-in to AC outlet. Push power button
f. Wait until VCM displays the message "Please tap in the slot
the iButton"
g. Check if the Date and Time is correct. If not, correct date
and time in the “Utilities”.
h. The Chair taps ibutton and choose “Chairman” to
authenticate. Enter PIN. VCM state "Not Open"
i. LCD Screen Display "Open Voting"
2. DIAGNOSTICS
* On the Menu tap “Diagnostics”
*. Scroll down and select “RUN ALL”
· Audio (speaker, head phone)
· Cast and Return Button
· Ethernet (only for BGAN users)
· Transmission (Insert USB Modem)
· Printer (Same image? YES or No)
· Touchscreen
· Scanner (Ready to insert TEST BALLOT. Same image?
“Yes” or “No”)
· USB Port (Remove and Reinsert USB Modem. Top and
bottom.)
The machine will print Diagnostics Report. Detach the report
and place in envelope.
Click “x” to go back to Main Menu
3. OPEN VOTING
* Tap “Open Voting” and enter PIN of the Chairman
VCM will print Initialization Report (with Zero Votes.
Detach and put inits designated envelop
* VCM state is now "Open"
* Select “GO TO VOTING”, VCM will automatically print the
“Status Report”
CASTING OF VOTES
* The VCM is now ready to receive ballots
* Check if the Cast Counter is "0" before inserting the first
ballot
*Cast 10 Test Ballots (actual voter). Every ballot cast, the VCM will
print Voters Verifiable Paper Audit Trail (VVPAT)
4. CLOSE VOTING
* Tap iButton and enter Role Pin of EB Member & Poll Clerk
OR Role Pin of the Chairman
* On the main screen, Tap "CLOSE VOTING"
* Enter Role Pin of EB Member & Poll Clerk OR Role Pin of the
Chairman
* VCM request for digital signatures of 3 members
* Tap iButton and enter DIGITAL SIGNATURE PINS or ROLE PINS Change NEW ROLL of THERMAL PAPER for printing of Audit Log.

* The machine will print 8 copies Election Returns for National
and 8 copies for Local,and automatically print "Statistical
Report"
* VCM will ask to insert transmission device
* Tap "NO or SKIP" Transmission
*“SKIP” printing of 22 copies of ER for National and Local
5. RE-ZERO
* Go to main screen, Tap Utilities and select RE-ZERO
* Enter Re-Zero PIN
* The machine will print ZERO REPORT.
Detach report and place in designated envelope
* The machine will automatically be directed to shut down.
* EVERYTHING SHOULD BE WRITTEN IN THE
MINUTES, PLACE THE MINUTES INSIDE THE * BACK UP MEMORY SD CARD SHALL REMAIN

5. TRANSMISSION
* VCM will ask to insert transmission device
Insert TRANSMISSION DEVICE. Transmit results? “YES” and will
automatically transmit to MBOC, CBOC, CENTRAL & KBP
Transparency and will print "TRANSMISSION REPORT"
(Tap Retransmit Results if failed to transmit.)
* Printing of 22 copies of ER for National and Local
* Voting process has been completed - Press "Done"
* VCM will return to the main screen and now in "CLOSED" state
* To go back to main menu, Tap iButton, enter PIN of the Chairman ,
select Reports, press "Audit Log"
INPUT DATE RANGE: FROM DATE OF FTS up to MAY 13, 2019
(Time should be the actual time displayed on the VCM less 2
minutes.
6. WRITE PROTECT
* Press WRITE & PROTECT DATA, ONLY AFTER SUCCESSFUL
TRANSMISSION
* Press "OK" to Shut Down the VCM
* Remove Main Memory SD card and place in envelop labeled
TRANSMITTED and deliver to RCG of the MBOC.
DO NOT PERFORM WRITE PROTECT IF TRANSMISSION
FAILED, The EB's shall bring the VCM to the city/municipal Hall
& will again try to transmit results, if it fails again, print Audit
Log/Reports, WRITE PROTECT & remove the MAIN MEMORY
SD Card, place in an envelop labeled NOT TRANSMITTED and
deliver to RCG of the MBOC .
