Respected Madam/Sir,

Name : Ankit Vyas

Nationality : Indian
CDC No: MUM163920
MUI No: N 039207
Rank : Chief Officer
As per my previous mail I have contacted SCI but nobody was picking up phone for appointment to
DGM-FPD, SCI. So far I have submitted all documents including CDC with all scanned pages and My
Passport in photocopy to SCI in-mail Department.

Unfortunately I was not available to pick up call from MUI on 5th April 2019 around 1715 hrs IST.

Upon requesting for Sea-Service letter I was asked to visit SCI head office Mumbai. On 1st April 2019 I
visited SCI office upon meeting with crew manager I was told Sea-Service letter will only be issued to
personnel who have served on vessel other than managed by SCI upon submitting resignation, which I
submitted as asked by crew manager (please find the copy attached herewith). Upon submitting
resignation application I was asked to make to SCI equivalent to 90 days of payment, upon asking that I
was told that “It is rule in SCI”.

Sir as far as rules are concerned this rule is applicable to permanent SCI employee while I have been
working with on contract basis, which meaning that this rule is not applicable to me.

Herewith I am attaching on copy of initial agreement between myself and SCI and after that only articles
of agreement were signed between me and SCI, in none of which it is stated that in bound to such dues
on my part. Maybe SCI is under assumption that I also have signed bond which were offered to other
candidate and to myself as well, stating such terms in 2013-2014 year, while I was serving onboard M.V.
VISHVA VIJAY but I refused to signed such bond and any notary judicial or non-judicial stamped paper of
any kind as I preferred drawing contractual wages which were higher than wages offer in that document
this fact also makes me independent of this rule.

SCI should present such document if it in their possession where I have accepted such condition, of
which I am sure that they do not have as I have not signed such document.

Upon stating this fact I was told same is required as per INSA-MUI CBA. Now sir as per various rulings
CBA with respect to liability on seafarers behalf intent to seize after article are been signed off ashore
i.e. article has been closed meaning that it has been terminated until and unless permanent system of
employment is in force and agreed between parties.

As per Articles itself record of service is to be provided but that requirement has been neglected by SCI. I
request MUI to intervene and help me get Sea-Service letter so that I can pursue ASM examination in
New Delhi. Sir I stay in Jaipur , Rajasthan it is very difficult for me come again and again to Mumbai for
Sea-Service letter, I request Sea-Service letter to issued to me by post.
As per INSA-MUI agreement.
As per MLC
As per Gazette Notification
