FINAL TESTING AND SEALING

1. INSTALLATION
Ø Open VCM box and inspect the checklist if complete
● Check Thermal Paper in the thermal compartment
Ø Install and plug-in BACK UP BATTERY to DC port
Ø Plug-in to AC outlet, Push power bottom
Ø Wait until VCM displays the message "Please tap in the
slot the iButton."
Ø Tap iButton and select Chairman or Members- (Profile
authentication). Enter Role PIN of Chairman or EB
Members PIN. VCM state is still "Not open"
Ø LCD screen display "Open voting"
2. RUN DIAGNOSTICS
Ø Press "Diagnostics". tap arrow down and select "Run
All" . Follow the onscreen directions of the VCM.
Ø The machine will print "DIAGNOSTICS REPORT".
Ø To go back to Main Screen, press "X" on the bottom left
side.
3. TO OPEN VOTING
Ø The Chairman or Member will then Select "OPEN
VOTING"
Ø Enter the Role PIN of the Chairman or Members then the
VCM automatically print the "Initialization Report".
Ø The VCM State is now "OPEN"
Ø Press "GO TO VOTING" and the VCM will print "Status
Report"
● CASTING OF VOTES
Ø The VCM is now ready to receive Ballots.
Ø Check if the Cast Counter is "0" before inserting the first
ballot.
Ø Cast 10 Final Testing and Sealing (FTS) ballots, Every
ballot cast, the VCM will print Voters Verifiable Paper
Audit Trail (VVPAT) or known as "Voter's Receipt".
4. TO CLOSE VOTING
Ø Tap iButton and enter Role PIN of EB Member and
EB Poll Clerk or Role PIN of Chairman
Ø MAIN SCREEN . Press or Tap "Close voting"
Ø Enter Role PIN of Poll and EB Member or Chairman.
Ø VCM request for the Digital Signatures of 3 Members.
Ø Tap iButton and enter DIGITAL SIGNATURE PINS or
Role PIN of EB Poll Clerk, EB Member and Chairman
Ø The machine will Print 8 copies of ER for NATIONAL
and 8 copies of ER for LOCAL and automatically print
"Statistical Report"
Ø VCM will ask to insert transmission device.
Ø "NO or SKIP" Transmission
Ø Proceed with the MANUAL VERIFICATION
5. TO RE-ZERO (NEVER FORGET)
Ø MAIN SCREEN . Tap "Utilities" and select Re-zero
Ø Enter the Chairman Re-zero PIN to Re-zero. Tap "YES"
if you want to proceed or delete the Ballots Cast.
Ø The machine will print "ZERO REPORT"
Ø The machine will automatically directed to"SHUT DOWN"
if Re-zero has been completed successfully. Press "OK".

Ø Voting starts from 6:00 A.M. to 6:00 P.M.
Ø The VCM is now ready to receive Ballots.
Ø Check if the Cast Counter is "0" before inserting the first
ballot.
Ø Every Ballot cast, the VCM will print Voters Verifiable Paper
Audit Trail (VVPAT) or known as "Voter's Receipt"
3. TO CLOSE VOTING
Ø Tap iButton and enter Role PIN of EB Member and EB Poll
Clerk or Role PIN of Chairman
Ø MAIN SCREEN . Press or Tap "Close voting"
Ø Enter Role PIN of Poll and EB Member or Chairman.
Ø VCM request for the Digital Signatures of Three EB Members.
Ø Tap iButton and enter DIGITAL SIGNATURE PINS or Role
PIN of EB Poll Clerk, EB Member and Chairman
Ø The machine will Print 8 copies of ER for National and 8
Copies of ER for LOCAL and automatically print "Statistical
Report"
4. TRANSMISSION
Ø The VCM will ask to insert Transmission Device & will
authomatically trasnmit to MBOC/CBOC, CENTRAL & KBP
TRANSPARENCY and will print "TRANSMISSION REPORT"
Ø Press Retransmit results if failed to transmit results.
Ø The machine will Print 22 copies of ER for National and
22 Copies of ER for LOCAL.
Ø Voting process has been completed - Press "DONE"
Ø VCM will return to the Main Screen and now in "CLOSED
STATE"
● PRINTING OF OTHER REPORTS
Ø Tap "REPORTS" from the Main Screen and select the "PRINT
AUDIT LOG", The EB Member shall "INPUT DATE/TIME
From & To", then press print Audit Log.
Ø Tap Reports if you want to print other reports. Press "X"
located on the bottom left side of the screen.
5. WRITE PROTECT
Ø Press "Write & Protect Data" , "YES" Only after
"Successful Transmission" . TRANSMITTED
Ø Press "OK" to "SHUT DOWN" the VCM.
Ø REMOVE the MAIN MEMORY SC CARD from the SLOT "A"
of the VCM, Place the SD card inside the envelope and Write
"Transmitted" for successful transmission or "Not
Transmitted" for unsuccessful transmission and seal the
envelope and deliver to the RCG of the MBOC.
Ø The back-up SD card shall not be removed from the VCM and
the cover of slot "B" shall remain locked.

● SEAL STICKER (AFTER FTS) ● SEAL STICKER (AFTER ELECTION DAY)
