1 SECTION – 1 SCHEDULE OF PRICES

1.1 General

1.1.1 Instructions for Completing the Schedules


1 This Schedule comprises typical forms for completion by the Bidder.

◦ The first form, BoQ1 sheet of the BoQ document (xls - Excel format) shall be
used for quoting the price for the design, planning, engineering, manufacture
and supply of equipment.

◦ The prices for Erection, Testing and Commissioning of the equipment shall
be quoted in the second form, BoQ2 sheet of the BoQ document (xls - Excel
format).

◦ The bidders shall indicate the rates of all taxes and duties such as Goods
and Services Tax (GST) and any other taxes in the relevant BoQ sheet as
required in Clause 4.1 of Part 4 of Conditions of Bid and Contract.

◦ The rates of different taxes & levies considered shall be mentioned by the
bidder.

1.1 Bidders shall quote for the entire package on a single source responsibility
basis on the following lines:

1.1.1 Plant & equipment, materials and other components to be supplied from
abroad shall be quoted on CIF (Indian Port) price basis in Indian Rupees
only. Bidder shall also quote the corresponding FOB Price. The cost towards
customs duty, port clearance, handling at port, inland transportation and
inland transit insurance for delivery to the project site shall be quoted
separately in Indian Rupees.

1.1.2 All other plant & equipment, materials etc... manufactured / fabricated in
India shall be quoted on ex-works price basis (including packing & forwarding
charges) in Indian Rupees and the cost towards inland transportation and

inland transit insurance shall be quoted separately in Indian Rupees.

1.1.3 The price of services for supervision, erection, testing and commissioning
etc... shall be quoted as an independent item in Indian Rupees.

1.2 The bidders shall quote their prices in the same format given in the BoQ1
and BoQ2 sheets of BoQ document and no other formats devised by the
contractor will be accepted. The split up details of the taxes and duties shall
be submitted by the Bidder separately.

1.3 The rates of different taxes and duties considered shall be mentioned by the
bidder clearly. The KSEBL will deduct all applicable taxes and duties from the
contractor’s bill and remit the same to the concerned authorities.

1.4 Service Tax, if payable on freight charges will be to the supplier's account.
However documentary proof of having paid service tax shall be produced
along with the invoice.
1.5 The Bidder shall submit the split up details of the taxes and duties separately.
1.6 The quantity mentioned for each item is only an estimate and the bidder shall
have to supply the actual quantity as per requirement within the overall
quoted rate. However, if the actual quantity is less than the estimate quantity,
payment shall be effected only for the actual quantity based on the unit rate.
1.7 Mandatory Spares: All spares required during the Defects liability period,
needs to be compulsorily provide by the Contractor and the priced list
(Volume-4 Annexure-1 Mandatory Spares) and a list with same items but
without price (Volume-3 Annexure-1 Mandatory Spares) also is to be
provided by the Contractor. It also needs to be specified that any spare other
than that specified in the list is necessitated during the defects liability period,
the same will be deemed to have been included in the mandatory list and will
have to be provided free of cost by the Contractor.
1.8 Recommended Spares: The Contractor shall provide a priced list of spares
(Volume-4 Annexure-2 Recommended Spares) with unit rates that may be
required for a two year period after the defects liability period. The Contractor
shall also provide a list with same items but without price (Volume-3

Annexure-2 Recommended Spares). Based on the list, KSEBL may issue


separate order for the needed spares, based on the rates quoted by the
Contractor.
1.9 Other items, if any, that are not specifically indicated in the BoQ Document
on sheets BoQ1 and BoQ2, and the bidder wishes to be included in the BoQ
document, may be included in the “Any Other items” head, but the detailed
priced list is to be provided using the Annexures “Volume-4 Annexure-3
Other Items – Supply” and “Volume-4 Annexure-4 Other Items – Service”,
keeping the Grand Total Amount tally with Amount column of BoQ1 and
BoQ2 sheets respectively. The Contractor should also provide corresponding
list of items above but without price using the Annexures “Volume-3
Annexure-3 Other Items – Supply” and “Volume-3 Annexure-4 Other Items –
Service”.
1.10 The last sheet of the BoQ document, (BoQ3 sheet) is the consolidation of
sheets BoQ1(Supply) & BoQ2(Service). Bidder shall fill only the Name of the
Bidder column and Quantity column. The Quantity column for quantity entry of
this sheet shall be filled as “1” (one) as this rate in no way affect the quoted price
of any of the items. This entry is for the sake of validation to be successful. The
two items in BoQ3 sheet namely Supply ( BoQ1) and Service (BoQ2) are taken
from the extract of respective sheets. The total amount column of this sheet
(BoQ3) shows the quoted price (Supply + Service) by the bidder.

1.1.2 Terms of Payment for E & M equipment

The terms of payment for the supply and services of hydro-mechanical and electro-
mechanical equipment will be as follows:
For Supply:
a) 80% of the FOR value of materials together with 100% value of taxes &
duties (including statutory variations) and freight and insurance shall be paid
on prorata basis against receipt of materials at site as certified by the
concerned Engineer-in-charge.
b) 20% of the FOR value of materials shall be paid unit-wise on completion of
erection, testing and commissioning of each unit to the satisfaction of the

engineer in charge after clearing of all punch points, if any.


For Services:
a) 80% of the erection charges together with taxes and duties (including
statutory variations) prescribed for each item shall be paid on prorata basis
on completion of erection works of such item.
b) Balance 20% of the erection charges shall be paid unit wise on completion of
erection, testing and commissioning of each unit to the satisfaction of the
engineer in charge after clearing of all punch points, if any.

2 SECTION – II SCHEDULE OF TECHNICAL PARTICULARS

2.1 Schedule-B1 Guaranteed Performance Figures


This schedule provides the guaranteed performance values for the turbine
generator units and also for all the auxiliary equipment and system, including
contract price adjustments for failure to meet the guaranteed values. The contents
comprise a series of schedules to be completed by the bidder separately for each
unit, as follows. The bidder shall fill in the values at each percentages of load
mentioned and shall calculate and furnish the weighted average efficiency.

2.1.1 Turbine

Weighted Average Efficiency at 0.9pf: %.

For every short fall of 0.1% in weighted average efficiency after taking into account
IEC tolerance, a penalty of 0.5% of ex-works contract price on pro-rata basis for
each of the turbine having short fall will be levied. If the shortfall is 2% or more, the
turbine will be rejected.

For the purpose of comparison of tenders, the quoted price shall be equalised for
the shortage in weighted average efficiency at the rate of 0.5% of the ex-works
Contract Price for each 0.1% shortfall in efficiency.

2.1.2 Generator
