Towels, Terry Cloth

1.0 SCOPE This specification states the requirements for cotton terry cloth towels for general
institutional use.

2.0 SPECIFICATIONS AND STANDARDS Specifications and standards referenced in this document
in effect on the opening of the Invitation for Bid (IFB) form a part of this specification.

3.0 REQUIREMENTS

3.1 Configuration:
The towels shall be available in six (6) sizes. The finished sizes and weights shall be as follows:

The towels shall be hemmed on each warp end with a 1/4 to 3/4 inch hem. All hems shall be
straight and of uniform width. Stitches and seams shall conform to ASTM D6193 with the hem to
be sewn using stitch type 301 or 401, and hem type EFb-1 or comparable, with 8 to 12 stitches
per inch. The hem sewn with the 301 stitch shall be backstitched at least ¼ inch, at the beginning
and the end of the stitching. For the 401 stitches, a stitching chain of ¼ to ½ inch length shall be
left at the beginning and the end of the stitching.

Both fill edges of the towel shall have either a plain selvage edge or hemmed edge, as above, 1/4
to 1/2 inch wide. Selvage edge on one side and hemmed edge on the other is not acceptable.

All sizes, except size 1, shall have a plain weave border at each warp end of the towel. The
border shall be within 6 inches from the warp end.

The towels shall be available in white or solid color as specified in the bid. The color of the thread
used shall be the same as the towels.

3.2 Material and Performance:


The fabric shall consist of warp and filling ground yarns and warp pile yarns woven with a 2 sided
terry weave, except that there shall be a plain weave border at each end of the towel.

The ground warp and filling yarns shall be either 100% cotton or a cotton/polyester blend

consisting of not more than 70% polyester. The pile yarns shall be 100% cotton.

The sewing threads shall be cotton in accordance with Federal Commercial Item # A-A-52094A,
Ticket No. 40/3, 2.2 lb. minimum breaking strength. Mercerized cotton or polyester machine
threads meeting or exceeding the above thread requirements are acceptable.

The towels shall conform to the following physical requirements when tested in accordance with
Federal Standard No. 191A methods as indicated, or equivalent ASTM International or American
Association of Textiles Chemists and Colorists (AATCC) test procedures.

Thread Count (Federal Standard No. 191A Method 5050):

Warp ground (yarns per inch): 35 minimum


Warp pile (yarns per inch): 35 minimum

Fill (Yarns per inch) 26 minimum

Breaking Strength (Federal Standard No. 191A Method 5100):


Warp (lb.): 50 minimum
Fill (lb.) 30 minimum

Shrinkage (Federal Standard No. 191A Method 7550):


Warp (Percent): 10 maximum
Fill (Percent): 5 maximum

The residual sizing, finishing starch, protein or other non-fibrous material, including chloroform
soluble and water soluble material shall not exceed two percent (2%) by weight of towel when
tested according to AATCC Method 97.

The colored towels shall be colorfast, 4.0 minimum, when tested in accordance with the AATCC
Method 61, Colorfastness to Laundering, Home, and Commercial.

3.3 Workmanship: The towels shall be free from defects that will affect their appearance or
serviceability. Examples of some of these defects are: holes, cuts, tears, spots, stains; thread
ends not removed, broken or missing ground warp or filling yarn; terry loop missing or not formed
properly, terry pile caught in side hem; objectionable odor; presence of any trash, motes, leaf, or
seed coat fragments; hem twisted, pleated or puckered; etc.

3.4 Identification: The towel shall be labeled in accordance with Code of Federal Regulations,
Title 16, 303.1 - 303.45, Rules and Regulations under the Textile Fiber Products Identification Act
promulgated by Federal Trade Commission.

The label must be sewn (or edge stitched) into the end hem away from the corner edge of the
selvage or hem side.

Hand Towels, 100 % Cotton Huck Cloth

1.0 SCOPE This specification states the requirements for cotton huck cloth hand towels intended
for general institutional use.

2.0 SPECIFICATIONS AND STANDARDS Specifications and standards referenced in this


document in effect on the opening of the Invitation for Bid (IFB) form a part of this specification.

3.0 REQUIREMENTS

3.1 Configuration:

The huck hand towels shall be available in the finished size and weight as follows:

The huck hand towels shall be hemmed on each warp end with a 1/4 to 1/2 inch hem. All hems
shall be straight and of uniform width. Stitches and seams shall conform to ASTM D6193 with
the hem to be sewn using stitch type 301 or 401, and hem type EFb-1, or comparable with 7 to 12
stitches per inch. Stitching shall be at least 1/16 inch from the turned edges and shall be either
back stitched a minimum of 1/4 inch at the beginning and end of each hem or off edge stitched.

Both fill sides of the towel shall either have a plain selvage edge or hemmed edge, as above.
Selvage edge on one side and hemmed edge on the other is not acceptable.

The towels shall be white or solid color as specified in the Bid. The color of the thread used shall
be the same as specified for the towels.

The solid color huck towels shall be colorfast, 4.0 minimum, when tested in accordance with the
American Association of Textiles Chemists and Colorists (AATCC) Method 61, Colorfastness to
Laundering, Home, and Commercial.

3.2 Materials and Performance: The towels shall be woven from cotton yarn, which has been
cleaned, carded, drawn and spun into either singles or 2 ply. The weave shall consist of plain
huck weave.

The sewing threads shall be cotton in accordance with Federal Commercial Item # A-A-52094A,
Ticket No. 40/3, 2.2 lb minimum strength. Mercerized cotton or polyester machine threads
meeting or exceeding the above thread requirements are acceptable.

The towels shall conform to the following physical requirements when tested in accordance with
Federal Standard No. 191A methods as indicated or equivalent ASTM International Standards.

3.3 Workmanship: The huck hand towels shall be free from defects that will affect their appearance
or serviceability. Examples of some of these defects are: holes, cuts, tears, spots, stains; thread
ends not removed, broken or missing ground warp or filling yarn; objectionable odor; presence of
any trash, motes, leaf, or seed coat fragments; hem twisted, pleated or puckered; etc.

Blanket, Wool Blend

1.0 SCOPE This specification describes a general use part wool blanket manufactured from
a blend of wool, nylon and rayon fibers.

2.0 SPECIFICATIONS AND STANDARDS Specifications and standards referenced in this


document in effect on the opening of the Invitation for Bid form a part of this specification
where referenced.

3.0 REQUIREMENTS

3.1 Configuration:

3.1.1 Construction: The blankets shall have a filling backed weave with one warp and two
fillings, minimum. The blankets shall have plain selvage edges on the fill sides with the
cut ends (warp ends) of the blanket finished with Stitch Class 500 with the exception of
Type 501 in accordance with ASTM D6193, with 15 stitches per inch, minimum.

The thread used for stitching shall be polyester or cotton with a polyester core. It shall be
twisted soft multiple cord, heat stable with no more than 3% shrinkage. The color of the
thread shall match the blanket.

3.1.2 Dimensions: Length, 83 – 88 inches

3.1.3 Weight: 4.25 pounds, minimum

3.1.4 Thread Count: Warp 21 threads/inch, minimum


ASTM D3775 Fill Direction 18 threads/inch, minimum

3.1.5 Breaking Strength: Warp Direction 60 pounds, minimum


ASTM D5034 Fill Direction 50 pounds, minimum

3.1.6 Shrinkage:
The blankets shall be machine washable and shall be treated in such a manner that the
residual shrinkage shall not be more than 7 percent.

3.1.7 Color:
Medium Dark (Heather) Gray.

3.2 Materials: The blankets shall be manufactured from yarns consisting of the following
fibers:

The fiber content shall be certified on the bid by the bidder.

3.3 Workmanship: The blankets shall be free from any defects that will affect their
appearance or serviceability. When placed on a flat, smooth surface, the blanket shall
lay flat. The blanket shall be a rectangle and the sides and ends shall be perpendicular
to each other with no more than 2 degrees deviation.

4.0 NOTES

4.1 Federal Wool Products Labeling Act: All blankets shall be labeled as required by the
Federal Wool Products Labeling Act of 1939, 15 U.S.C. Section 68.

Blanket, Cotton, Thermal

1.0 SCOPE This specification establishes the minimum requirements for three (3) types of
cotton thermal blankets intended for institutional use.

2.0 SPECIFICATIONS AND STANDARDS Specifications and standards referenced in this


document in effect on the opening of the Invitation for Bid form a part of this specification
where referenced.

The apparent silence or omission of any specification or detail shall mean only the best
industry practices shall prevail.

3.0 REQUIREMENTS
3.1 Size: Thermal blankets shall be available in the following sizes* and colors:

i) Type I: 66" x 90" -- White, jade or light green, pink or champagne, yellow or
cream, and blue.
ii) Type IA: 66" x 90" -- White
iii) Type II: 74" x 96" – White, jade or light green.

* Size tolerance= +3, -0 inches for both length and width measurements.

3.2 Material: Thermal blankets shall be made from two ply 100% cotton yarn that has been
thoroughly cleaned, carded, drawn and evenly spun with sufficient twist to meet the
requirements of the finished blankets.

3.3 Design: Each blanket shall be fabricated from one piece of the blanket cloth with selvage
sides. Type IA shall be woven in a square, diamond or checkerboard pattern plain weave
construction making it snag free.

3.3.1 Side Borders: The plain woven side borders shall be 1/2 inch, minimum, 6-1/2 inches
maximum in width and extend the full length of the blanket.
3.3.2 Hemmed Ends: Both ends of the blanket shall have a minimum of 1/2 inch two fold hem
using either single or double lockstitch with a minimum of 1/2-inch backstitch. All stitches
shall penetrate all three (3) layers of basic fabric and be spaced minimum eight (8) to an
inch. All stitches, seams and stitching shall comply with International Organization for
Standardization (ISO) 4915 and ISO 4916.
3.3.3 Thread: All thread used in hemming or binding shall be white or dyed cotton conforming
to Federal Specification A-A-52094, Type I or II, Ticket No. 24, 4 ply, minimum.
Comparable polyester threads, which meet the minimum breaking strength of the
aforementioned cotton thread, are acceptable. The color of the thread used shall be the

same as the color specified for the blanket.

3.3.4 The finished blankets shall conform to the following requirements:

3.3.5 Workmanship: The finished blankets shall be constructed utilizing first class
workmanship in accordance with good commercial practice. The blankets when placed
on a flat, smooth surface shall be flat with all sides and ends straight and parallel.

All blankets shall be clean and free from defects or other imperfections that will affect
their appearance or serviceability. Any description of defects in workmanship shall be
given under the most frequently used terms in accordance with ASTM D3990-Standard
Terminology Relating to Fabric Defects. Material defects affecting appearance and
serviceability shall be cause for rejection. Material defects shall include:
1. Imperfections due to yarn breakage, defects in pick, defects in warp (broken end,
broken pick, float, fuzz balls).
2. Imperfections in color due to a transfer of color from the surface of a colored fabric to
an adjacent area of the same fabric (crocking), or an unintended irregular stripe or
discoloration in a fabric due to uneven absorption of a colorant (dye streak, dye stain).
3. Cuts or breaks that occur in the selvage or improperly woven selvage (cut selvage,
loopy selvage)
4. Blankets shall not exhibit noticeable changes in appearance (holes or fraying of
material) due to fabric defects after laundering.

3.3.6 Marking: The blankets shall be labeled in accordance with Federal Trade Commission
Rules and Regulations Under the Textile Fiber Products Identification Act.
