Concurrent delays does not bar extension of time, but it does bar monetary

compensation for daily fixed overhead costs

of the type claimed because such cost would be incurred on account of the
concurrent delays even if Engineer/PM/Client
responsible delay had not occured.

We would not have been able to carry out the works anyway because of own default,
notwithstanding with failure to obtain
fencing permit and shoring design approval/permit.
