1.0 GENERAL
1.1) PURPOSE
The purpose of method of statement is to describe all the work activities associated with the
construction of fuel hydrants at Gates B1 & B2. It shall be ensure throughout the construction of
fuel hydrants work including workmanship and compliance of the job was being undertaken as
per project specification of quality standard.
1.2) SCOPE
This method of statement describes the methods to be followed by Contractor for Construction
of fuel hydrants at Gate B1 & B2 (Kuwait International Airport), Kuwait.
The scope of work includes:
Extension of the existing hydrant system from 'End Pit A' shall to approximately 120 m
to cater aviation fuel for Gates B1 and B2. Emergency stop switches shall also be
provided for the extended portions along with necessary hook‐up with existing system.
Construction of new 16" pipeline and shall be tied‐in to the existing 20" pipeline in 'End
Pit A' and it shall be extended to approximately 120m. Four number of hydrant stands
shall be provided on this pipeline. Each gate shall be provided with two hydrants stand,
which enables to feed the aircraft from both the sides of the wings, if required.
All high points shall be provided with high point vents and all low points shall be
provided with low point drain.
Installation of new ESD push buttons at Gate B1 and B2, shall be connected in series
with existing ESD push button of Gate 1.
Modification of existing End Pit‐A for the installation new 16" hydrant pipeline
along with new valves and associated piping work.

2.0 RESPONSIBILITY
2.1) Project Manager
The Project Manager ensure compliance of all works with Company instructions and to
satisfy quality and safety requirements of project specifications, maintaining high standard
of workmanship within pre‐determined time frames.

2.2) Design Engineers for civil, piping and electrical
The design engineers of the respective fields shall be responsible for the design and plan of the
civil, piping and electrical system that can support the process operations work.
2.3) Mechanical Engineer
The Mechanical Engineer shall be responsible for carrying out the mechanical job as per this
procedure / project specification and ensure availability of work permits. He is also responsible
for carrying out tool box talk including preparation of Risk Assessment and induction for workers
about Risk assessment.
2.4) Civil Engineer
The Civil Engineer shall be responsible for carrying out the civil job as per this procedure /
project specification and ensure availability of work permits. He is also responsible for carrying
out tool box talk including preparation of Risk Assessment and induction for workers about Risk
assessment.
2.5) Inspection / Q.C Engineer
The QC engineer shall be responsible for quality related activities, including notification of
Company inspection if any according to the approved ITP. He is also responsible for the
preparation of check lists and inspection reports. QC Engineer are responsible for final QC
dossiers.
2.6) Electrical & Instrument Engineer
Electrical and Instrument Engineer shall be responsible for designing, developing, installing,
managing and maintaining equipment which is used to monitor and
control engineering systems, machinery and processes.
2.7) Safety Engineer
Safety Engineer shall be responsible to oversee and enforce the safety regulations and ensure
that all personnel involve in the work abide. He shall be responsible to prepare prior to the start
of the work safety plan that must be implemented and observed during the construction of the
pipe rack pre‐casting works. He is also responsible for conducting continuous safety inspection

and stop any work deemed unsafely and a risk to personal, taking action to be rectified the unsafe
conditions and report to project manager.
2.8) Planning Engineer
The Planning Engineer shall be responsible to ensure that the outlined deadlines are met by
daily/weekly/monthly reviews and highlighting the progress, constraints and key points.
2.9) Mandoub for gate passes from DGCA/KAFCO
The Mandoub shall be responsible for the issue of gate passes to the persons who are needed in
the site work activities by communicating with Company’s security personnel’s and fulfilling all
the documentation works regarding it.
2.10) Mechanical Supervisor
The Mechanical Supervisor shall report to and receive project direction from the Mechanical
Engineer. He shall be directly involved in the planning and execution of the activities involve in
the work. He shall likewise ensure the implementation of safety and quality plans and
controlling all the subcontractor’s equipment and working persons.
2.11) Piping Draughtsman
The Piping Draughtsman shall be responsible for providing support to the design engineer.
2.12) Civil Supervisor
The Civil Supervisor shall report to and receive project direction from the Civil Engineer. He shall
be directly involved in the planning and execution of the activities involve in the work. He shall
likewise ensure the implementation of safety and quality plans and controlling all the
subcontractor’s equipment and working persons.
2.13) Instrument Supervisor
The Instrument Supervisor shall report to and receive project direction from the Instrument
Engineer. He shall be directly involved in the planning and execution of the activities involve in
the work. He shall likewise ensure the implementation of safety and quality plans and
controlling all the subcontractor’s equipment and working persons.
2.14) Safety Supervisor
The safety supervisor shall ensure the requirement of safe implementation of system.

3) WORK PROCEDURE
3.1) DESIGN
Checking the design and in case of any discrepancy from codes and standards, the same
shall be highlighted and the design deliverables corrected.
3.2) REIDUAL ENGINEERING
Performing any residual engineering due to vendor or any construction issues and update
the project documents accordingly.
3.3) PROCUREMENT
Procurement of consumables and materials required for the completion of the Work, with
the exception of those items identified as free Issue.
3.4) SURVEYING
Surveying all necessary topographical and/or soils surveys to ensure correct construction
and installation of the Work. Ensuring all survey equipment shall be calibrated and
maintained throughout the Work to ensure full horizontal and vertical control of all
installations.
3.5) CIVIL WORKS
Site preparation and temporary fencing at the working location.
Modification/Construction of end pit‐A and pit cover.
Installation of Hydrant pits in accordance with the manufacturing instructions and as per the
project drawings and documents.
Installation of draw ropes in all electrical / instrument cable ducting, securing firmly in the
cable draw pits.
Installation of posts / pillars for the fixing of ESD push buttons and crash barrier system
around the pillar as per the project drawings.
Construction of reinforced and mass concrete pipe supports as required.
Excavation of all trenches for installation of bed, surround and protection and backfilling
after installation of all hydrant piping.
Excavate trenches for, install bed, surround and protection and backfilling after installation
of electrical / instrument cable ducting.

If any underground services be encountered during excavation then the same shall be
discussed with the Company and DGCA in order to determine whether they are to be
diverted, or agree how they are to be crossed.
Construction of Cable Draw Pits including supply and installation of pit covers as shown in
the drawings.
Construction of Cathodic Protection Test Stations and Test Points as per project drawings.
3.6) Mechanical/ Pipeline / Piping Work
Collection of free issue items from KAFCO new depot or old depot and transportation to the
site.

Peel‐off test preferably from edges
Suitably wrapping the inspected and repaired pipes in polythene sheet and transported
safely to site and stacking properly to avoid damage to coating and also closing properly by
end caps during the site work.
Fabrication, installation, and inspection of pipe supports within the new Valve Chambers
project drawings, specifications and support schedule.
Fabrication, inspection, installation, testing and commissioning of all hydrant pit (Hydrant
Pit‐401,402,403 & 404) assemblies at gate B1 and B2.
Fabrication, inspection, installation, testing and commissioning of drain hydrant pit
assembly.
Undertaking welding and non‐destructive testing of all steel piping as detailed in project
welding specification.

Undertaking pressure testing of all installed pipe work as detailed in project testing
specification.
Coating of all weld joints and fittings, and repair any damaged pipe/fitting coating.
Cleaning, painting (internal & external) and identification of the new piping system including
valves and accessories in the valve chambers as per project specification and Company
approval.
Planning and executing the tie‐in work in END PIT A (TP‐41) with least interruption in the on‐
going operation of existing facilities as per project drawings and project tie‐in procedure
document.
Undertaking pre‐commissioning checks.
Arrangement for seat leak and body pressure testing of all the valves supplied by Contractor
at the approved valve testing shop in Kuwait.
Adjustment of the slope of hydrant to clear such facilities with due protection for both the
new and existing facilities, if any underground facility is encountered during execution of the
scope,
Determining the vents and drains as per actual site condition based on the shop drawing as
per actual excavation. Adjustment of the length of pipes as per the site condition and based
on the location of drain, hydrant header on the apron and /or in the unpaved area.
Providing 6" 300# RF blinds (with M20 studs and nuts) with W' gate valve (nipple+ sockolet
+plug etc.) and installing on each hydrant pit box riser along with gasket for testing purpose
and handing over to KAFCO after completion of testing.
Removing 6" blinds after apron concrete is casted.
Installing the permanent ball valve and Hydrant pit valve just before the commissioning of
whole system with Jet fuel.
Purging the lines with nitrogen and maintain the nitrogen (8‐10 psi), If there is delay in
casting of apron concrete and making the suitable arrangement so that KAFCO can monitor
the nitrogen pressure from the grade level.
Maintaining the depth of cover and minimum clearance between the pipeline and the other
existing utility crossings such as cable ducts, other pipelines etc. as per the project
specifications.
Protection of all existing services from damage of any kind due to the construction activity.
3.7) Instrumentation Works
Supplying & installation Instrument Bulk materials like Instrument cables, glands, SS tag
plates, tubing's & fittings, Junction boxes, cable trays & covers, fixing accessories, cable tiles,
route markers, warning tape, stanchions for ESD PB installation, cable duct & conduits etc.
for the satisfactory functionality of equipment & Instruments.
Design and Installation of Pressure Gauge and Emergency Push buttons at Gate B1 & B2 and
in pipeline.

Identification of the existing Electrical cable trench by site surveys to lay the cables
from existing ESD Pushbuttons to new ESD pushbuttons as indicated in the
drawings.
Extension of New ESD Push buttons serially from the existing ESD PB.
3.8) Cathodic Protection Works
Protection of the new 16" pipeline (Packeg‐4) from end pit‐A to gates B1 and B2 (Approx.
120m) as per procedure described in the specification of cathodic protection.
4.0 PROTECTION AND SAFETY
Care shall be exercised to protect the surroundings, including existing structures, foundations
under services, and all operations shall be conducted so as to prevent any unnecessary
destruction, scarring, or defacing of natural surroundings in the vicinity of the work.
Any obstructions, existing structures, etc. encountered shall be provided with temporary
support/protection or removal of such obstructions as directed by Company.
Place the excavated material at a sufficient distance at least 100cm to prevent from falling
into the excavation or causing cave‐ins.
Step cut or slope cut or sloping shall be done for excavation depth is above 1.50m. If space
limitations are there, sides shall be protected from collapse by providing suitable shoring.
All barricades, lights, warning signs, blinking lights and other protective measures necessary as
safety precautions shall be maintained and will be provided during constructions.
Do not use heavy equipment close to an excavation than a distance equal to the depth of
excavation, unless authorization is obtained from Company.
All excavations above 1.2m deep are considered as confined space.
All necessary permits shall be obtained as per Company safety regulations e.g., cold, hot,
confined space, personal gas detector as well as multi gas detector shall make available as and
when required. Obtain required Excavation authorization / notification for performing
excavation from Company before commencement of work.
Trained person / entry attendant shall be provided for all confined space job as per Company
requirements.

All equipment’s to be used at site shall be in very good condition with First aid kit, fire
extinguishers, reverse alarm, spark arresters etc. and all mechanical equipment’s shall be
checked by Contractor and Company Safety personnel and certified.
All equipment operators are well trained, certified and licensed to operate in Kuwait.
Work permit risk assessment should be carried out before starting mechanical excavation.
Risk Assessment can be considered as preliminary / guide line. Risk Assessment has to be
carried out jointly with DGCA/KAFCO prior to the actual execution of the work.
Housekeeping shall be maintained all times at site.
