Anniversary of the Presidential Anti-

Corruption Commission (PACC).

The 16th President of the Republic of the Philippines, Rodrigo “digong” Roa Duterte
delivered his speech during anti-corruption commission’s 1st anniversary on March 06,
2019. President Duterte reaffirmed his vow to end graft and corrupt practices in the 1st
anniversary of the Presidential Anti-Corruption Commission (PACC) held in Malacaṅan
Palace. In his speech, he mentioned that the reason behind long process of transaction
with government offices mostly result to corruption and this corruption needs a radical
change to stop. On the issue of allowing casinos to operate, he mentioned that he was
against the building of a casino in Boracay Island. He stated that gambling patrons are at
risk because of its nature, which involves hefty sum of money that usually attract and
results to the proliferation of crimes. In his speech, he said that “I do not like gambling.
I’m not envious about people winning big money in gambling. What I do not like about
gambling is kung nasaan yan, nandiyan yung mga vultures, yung mga police yan. Yung
mga gangster, tapos kikidnapin nila, papatayin pa nila”. The Presidential Anti-Corruption
Commission (PACC) is the lead agency to mandate by President to eliminate all forms of
corruption with various government and law enforcement agencies.
After watching the speech of President Duterte, I observed that he delivered his
speech on a formal way and he clearly knows how to effectively communicate with the
audience. He clearly knows that he is there to inform his audience that he is determined
to do his words and promised of his vows. He effectively explained his topics through his
examples of experiences and realities happening in the country especially the corruption
that he emphasizes during his speech. He provides claims to some of his example and
supported with facts and essential information. He easily catches the attention of the
audience because of his communication technique where in the first impressions, his
voice is as soft as a calm person but when his anger triggered, he shouts lousy words.
Though our country has many religious sectors, I think that this words makes them feel
attack. In delivering his speech, he effectively delivered it but he lacks on hands gestures
and movements that made his speech dull at some points. Although he lacks in gestures
but he is very confident in delivering his speech. Many person does Presidential
speeches, it was their responsibility to understand its own speeches even though they
are not the one made it. They really must understand it very well in order to deliver it
correctly and effectively and for audience to know what the speaker is trying to inform.
