SUBJECT: ADOPTION OF THE LADDERIZED TRAINING PROGRAM

FOR THE COMMISSION ON AUDIT

WHEREAS, cognizant of the important role that training plays in ensuring the
achievement of organizational goals, the Commission adopted the Integrated Human Resource
Training and Development Plan (IHRTDP);

WHEREAS, an evaluation of the IHRTDP clearly revealed that it needs to be optimized

and/or strengthened to be more responsive to the training needs of each COA personnel;

WHEREAS, professionalism and competence is one of the thrusts of the COA Three-
Year Strategic Plan from 2013 to 2015, it is therefore imperative that the Commission commits
itself to the development of a more comprehensive structured training program that will infuse
professionalism with knowledge and skills training which are linked with the employee's
career path in the organization;

WHEREAS, it is now the opportune time to prescribe the adoption of a structured COA
Ladderized Training Program to ensure that skills development progresses to higher levels
which match the required competency from each employee as he moves up the organization to
assume higher responsibilities;

NOW, THEREFORE, be it resolved as it is hereby resolved to adopt the COA

LADDERIZED TRAINING PROGRAM which guidelines shall be prescribed in a COA
Memorandum.
