What is Public Administration?

 Public = Government usually.

 Definition of Public Administration :

~ “Public Administration is a detailed and systematic application of law” by Prof.


Woodrow Wilson.

Example

 Higher Education Ministry:

~A public organization.

~ Has Public Policies/goals.

~Has supporting resources/departments and staffing to organize the work.


Characteristics of Public Administration

1. Executive branch of government.


2. Management activities.
3. The public policies.
4. It serves the public, not specific individuals.

Functions Of Public Administration (POSDCoRB)

 ‘P’ stands for planning.


 ‘O’ stands for organization.
 ‘S’ stands for staffing.
 ‘D’ stands for directing.
 ‘Co’ stands for co-ordination.
 ‘R’ stands for Reporting.
 ‘B’ stands for Budgeting.
What is the Public Administration subject matter or focus to be studied?

Example of PA as a field of study

 How a policy is made and implemented.


 Human resource development.
 Impact of environmental regulation on communities and economic activities.
 The behavior and attitude of public officials as they perform their official duties.
 Leadership styles of public managers.
 The relations of government and the citizens.
Views of Public Administration , As : Both an Art and a Science

As an Art:

PA involves creativity, leadership, a good sense of the interaction in Administration.

This view is closely to the practice of PA.

As a Science:

The PA theories and concepts are built based on empirical research using systemstic methods.

These theories can be used not only to explain but also improve the art and practice of PA.

Art + Science = Effective Administration.


Importance of Public Administration

 The basis of government (contributing in social fairness)


 Important role in the life of people.
 Executing policies, regulations and programs in the country or city.
 Providing public goods and services(such as water).

Public administration Vs Private Administration

1. The Purpose:
 Private: to increase their profits through customers.
 Public: to serve the public interest.
2. Ownership:
 Private: owned by individuals.
 Public: owned by government, sometimes part of government.

3. Financial Management:
 Private : selling their products. The money will return to the owner’s pockets
(revenues).
 Public : receiving money (financial resources) from the government budget, although
agency may receive profits from people(e.g. fees charges).
Development of Public Administration

 Woodrow Wilson (1880s) (The father of Public Administration)


Wilson’s ideas:-
 Separating administration from politics.
 Generally , day after day the Public Administration has become an independent
study.
 Scientists contributed to make Public Administration A special field that is
different from politics or business.
