    Dear Chief Koller:

    Enclosed is the District Attorney's Final Report on the fatal shooting of Agustin Andres
    Gonsalez which occurred November 15, 2018.

    I have reviewed the report and agree with the conclusion that the evidence does not
    justify criminal charges against Hayward Police Officer Phillip Wooley and Officer
    Michael Clark.

    As indicated in the report, no further action will be taken in this case.

    A copy of the report will be available to the public no earlier than five working days after
    May 13, 2019.
