Objective:

To understand Policies and Procedures of MUI


Halal Certification( HAS 23000:2)
DEFINITION

Policies
Basic principles that are formulated and enforced by LPPOM MUI,
to guide company in handling halal products to obtain Halal
Certificate.

Procedures
A series of steps that shall be followed by the company to obtain
Halal Certificate.
CERTIFICATION POLICIES
 Halal certification application is submitted to Majelis Ulama
Indonesia (MUI).
 All procedures and results of the certification are handled by
LPPOM MUI and MUI Fatwa Commission.
 LPPOM MUI handles document adequacy checking, audit
scheduling, audit, discussion of audit results (auditors’
meeting), issuance of audit memorandum, preparation and
delivery of official report of audit results for fatwa commission
meeting and halal certificate issuing.

 Fatwa commission meeting is a forum to discuss audit results
based on sharia perspective and to decide legal status of
audited products.

 Halal certification process shall follow the policies and


procedures.

3. HOW TO REGISTER

a) For Indonesian or multinational companies that have factories in


Indonesia or abroad (including China and Korea)  through CEROL
System (www.e-lppommui.org)
b) For Chinese Company that have factories in China  through email:

c) For Korean Company that have factories in Korea  through email:
korea.halalregistration@halalmui.org
d) For Taiwan Company that have factories in Taiwan  through email:

4. REGISTRATION BASIS
• Registration certification is submitted on the basis of product groups.
Examples of product groups : Processed meats, beverages, etc.
• The list of product groups can be found on the LPPOM MUI website
(SK11.II.2014 on Product Group Terms)

5. REGISTRATION TYPE
1. NEW :
 New company
 Certified company with a new product group
 Company that has received MUI halal certificate but has not renewed
more than 6 months after expired
 A new certificate is issued with new number (cover + attachment)
2. DEVELOPMENT:
 New products with the same group as the certified product
 New plant that produce halal certified products
 A new attachment of certificate is issued
3. RENEWAL : Extend the validity of the certificate
 A new certificate is issued with the same number as the previous
certificate number (cover + attachment)

POLICY
1. The companies must fulfill policies related to the applicant
who can apply MUI Halal certification.
2. The registered products must be products that can be certified
(not products that are clearly haram/prohibited).
3. If the factory address is in overseas country, the country must
have diplomatic relations with Indonesia.

A. Application Review

PROCEDURE
• HAS Division will assess for every application. Application review
points are:
a. The applicant
b. Registered products
c. Applicants country of origin
• Application may not be processed further when the result does not
meet certification conditions and requirements.
• If it meets condition and requirements, then it will be processed to
documents sufficiency checking.

B. Documents Sufficiency Checking

POLICY
1. The data (material, matrix, halal docs) must be
complete.
2. The material must be supported with sufficient
supporting documents, except for materials in the
positive list
3. The registered products must meet product criteria and
product group selection in accordance with the LPPOM
Director's Decree related to product grouping.

B. Documents Sufficiency Checking Procedure

PROCEDURE
• Every registration and its related documents will
be verified by LPPOM MUI.
• If incomplete  LPPOM MUI will send a pre-audit
memorandum
• Company must fulfill all memorandum on
documents sufficiency

1. Normal System
Payment is done in every registration.

2. Contract System
- Applied for companies which very often register for
product development.
- Payment shall be done per period based on contract
Note: Companies that want to know the estimated cost for Halal MUI
certification can send an email to: bendaharalppom@halalmui.org by
informing the list of products that will be certified and address of
production facilities used
THE PAYMENT OF CERTIFICATION
FEE PROCEDURE

1. Upon the completion of certification data uploading,


further the finance department of LPPOM MUI will
create a contract and enter the contract invoice to Cerol
system
2. The company has to make the payment of contract by
transfer or online payment.
3. The company has to make a confirmation on contract
payment in Cerol or email.
AUDIT SCHEDULING

1. Audit will be scheduled if:


a) all documents are verified (completed), and
b) the certification fee has been paid.
2. The audit schedule used is a schedule agreed by
LPPOM MUI and the company

AUDIT
AUDIT POLICY

1. All registrations will be verified through an audit.


2. On certain audit, such as vaccine, luwak coffee,
birdnest, recycle water or audit on slaughtering
houses, Member of Fatwa Committee will join the
audit.
3. If during onsite audit, commercial scale
production is not available, company can
demonstrate the trial production scale or small
scale or shows production of other products with
the same type of halal registering products .

4. TYPE OF AUDIT
a) On Site Audit : auditor visit the factories  to do
document verification, HAS implementation evidences,
interview or facilities observation.
b) On Desk Audit : Verification of documents or evidences
of HAS implementation that is generally done by auditors
in the LPPOM MUI office.
When LPPOM MUI will do onsite
audit?

a. The companies that apply for halal certification in the first


time
b. The companies does not extend the Halal certificate more
than 6 months after the certificate expires,
c. The development registration in the form of additional
factories/plant,
d. The development registration in the form of product additions
=> B HAS status,
e. The renewal registration => HAS certificate,
f. Unscheduled audit.
What is an unscheduled audit?

 Onsite audit conducted by LPPOM MUI to the


companies that already have Halal certificate /HAS
status /HAS certificate
 The schedule is determined by LPPOM MUI
 The purpose of this audit is to monitor the
consistency of HAS implementation in the company
 Unscheduled audit can be done with or without prior
notification
When LPPOM MUI will do ondesk
audit?

a. The development registration in the form of product


additions => A HAS status/HAS certificate,
b. The renewal registration => HAS certificate

Audit:
1. Examination and analyzing of the adequacy of HAS implementation evidence
2. Observation of production facilities , materials and products storage
3. Verification of the pre-audit comments on the Check Halal Document, Check
Material, Check Product, Check Matrix, Check Slaughter-man menus.
4. Taking product samples (if needed)
5. Filling out the audit results form.
6. Formulation of the weaknesses (if any).

• HAS Appraisal refer to the Decision of the Director of
LPPOM MUI (No. SK 24/Dir/LPPOM MUI/VII/14)

• To obtain halal certificate, the company must achieve at
least B for HAS status.
• If HAS implementation in the company fails to fulfill the
requirement, then the company shall be asked to correct
its weakness to achieve grade ‘B’.
HAS appraissal Policy

• The output of the appraisal is HAS status.


• There are 2 types of HAS status:
1. Status A (Excellent HAS implementation)
2. Status B (Fair HAS implementation)

Appraisal Characteristic :
• Qualitative (there is no score/grade)
• Based on the weakness of HAS implementation
found during the audit and corrective action after
the audit.
There are 3 types of weakness :
• Critical weakness (CR)
• Improvement needed weakness (IN)
• Minor weakness (Mn)

• Weaknesses seriously causing failure to fulfill requirements of halal
certification HAS 23000
• Completion of critical weaknesses become the minimum requirements
for MUI to issue the Halal Certificate
Improvement Needed (IN)
• Weaknesses potentially causing failure to fulfill requirements of halal
certification HAS 23000 if no improvement is made
• Enable to get status A if it is fixed immediately (within 2 weeks/14 days
calendar)
Minor (Mn)
• Weaknesses do not potentially causing failure to fulfill requirements
of halal certification HAS 23000 because there is other action covers
this weakness
• This weakness doesn’t influence appraisal but still need to be corrected

Fatwa Commission Meeting Policy

• This meeting was attended by the members of the MUI


Fatwa Commission and discussed the audit report of the
companies that already get minimum B HAS status.
• This meeting is a decision-making forum for Halal
certificates.
• If the meeting decides that the audit results are considered
sufficient, then MUI halal certificate will be issued.
• If there are still inadequacies, an audit memorandum will be
submitted to the company.
• The company must follow up on the memorandum audit
until all requirements are sufficient

Process

• Certification process will be terminated if :


1. Company cancels of the registration
2. Within 3 months the company does not give any
response to the on-going certification process.
3. Within 6 months after audit date the company unable
to meet the requirements of halal certification.
• The certification process can be continued after the company
does re-registration.

A. Halal Certificate
1. Halal certificate is issued for every product group, valid for 2
years and signed by the Chairman of MUI, Head of MUI Fatwa
Commission, and Director of LPPOM MUI.
2. Certificate number, validity of certificate, name and address of
company will be written on cover page. Certificate number,
validity of certificate, name and address of factory/plant,
product group, product type, and product name will be
written on attachment.

B. HAS Status/Certificate
1. HAS Status/certificate is issued for each factory with a validity
period of 2 years and signed by Director of LPPOM MUI.
2. HAS certificate will be issued if the factory obtains ’A’ in HAS
Status three times consecutively.
3. The Scope of HAS status/certificate applies to all lines of
production and all products which are produced in the factory
(including addition of new production line or new product
group).

4. Company which get HAS status/certificate has a right to get
reward.
5. Reward is given based on status of HAS implementation at
production facility.
6. Company with some manufacturers  HAS certificate is
given to each manufacturer without waiting all
manufacturers to comply with the requirements to obtain
HAS Certificate.
7. In details, HAS reward can be viewed on SK 13/Dir/LPPOM
MUI/III/13 about Halal Assurance System Provision.

 Will be issued  after the products states as Halal products


by fatwa committee.
 LPPOM MUI will inform the company trough email when the
certificate ready.
 Halal certificate/HAS status/HAS certificate can be obtained
at the LPPOM MUI office or sent to the company address.
 The soft files can be downloaded from Cerol.
How long the process of MUI Halal
Certification?
 Herein below is the estimation of certification process duration for overseas country:
 Upload until pre audit : 20 days (including process of contract approval).
 Pre audit until audit : 30 days.
 Audit until fatwa commission meeting : 15 days.
 Process of fatwa commission meeting until Halal Certificate issuance : 25 days.
 Total time taken for certificate process: 90 days
 The estimation of certification process duration above will be applicable if:
 In the pre audit process, there is no weakness or if there are weaknessess, correction has been made by the
company within maximum 7 days after pre audit.
 Contract payment (click paid on Contract payment menu) is conducted maximum 7 days after the Treasurer of
LPPOM MUI upload contract in Cerol.
 In the audit process, if there is no weakness or if there is weakness, but correction has been made by the
company within maximum 7 days after audit.
 Company make confirmation on audit date within maximal 5 days after company ready to be audited and audit is
conducted 25 days after the confirmation date.
 Number of production facility that shall be audited is only one or if more than one, then audit is conducted on
the same day.
Complaints and Appeals
Complaints and Appeals Procedure
A. Complaints Can be submitted during the halal certification process
Complaints and appeals can be submitted through email to:
services@halalmui.org or calling 14056 (LPPOM MUI call center) .
If the complaint is appropriate, LPPOM MUI responds to the
complaint and submits remedial action to the company.
B. Appeals  Can be submitted maximum of 28 days after the decision
Client might lodge an appeal to the Director of LPPOM MUI
accompanied by supporting documents / evidence to strengthen
the appeal trough email: services@halalmui.org.
The Director of LPPOM MUI handles the appeal.
The Director of LPPOM MUI makes an appeal decision based on
the decision of the Appeals Panel in the form of a Decree letter.
The Use of licenses, certificates and
logos of conformity
The Use of Halal logo Policy

1. The company which already having Halal Certificate for its product may
only use Halal Logo for such product according to the scope mentioned on
Certificate and only applicable to the location of the Producer’s Plant
mentioned on the Certificate.
2. The affixation of the Halal Logo shall depend on the type and nature of the
product, and the marking shall be made in such a way thereby noticeable
and readable.
3. Halal logo shall be affixed directly on the product, except it is impossible
due to the product’s size that is too small or the nature of the product; in
which case the logo shall be attached on the smallest package used in
marketing such product.
4. The Halal Logo shall be affixed on noticeable area at size in such a way
that the Halal Logo aid.

• Company may adjust the color, but not with the shape.
• Halal Logo usage shall be governed in accordance with applicable regulations.
Approval of Halal Logo usage is agreed by LPPOM MUI Director and Management
representative of the company with the approval of Certification Agreement at
Halal certification registration stage.
• In situations where the Halal Certificate and the Use of Halal Logos are suspended
or revoked, the Company shall immediately discontinue of using of the Halal Logo
on the product, packaging, label and/or document.

Revision Policy
• The revision is made if there is a mistype or any changes to the
information contained in Halal certificate/HAS status/certificate
(Company name, company address, Factory Name, Product
Name, Product Type)
• In case there is a change in product’s names, the revision is
proposed maximum, one year after the Halal Certificate is
issued.
• There is possibility LPPOM MUI do re-audit before the revision
proposal is fulfilled.
• For any revision due to company mistake, there will be
administration fee.
Revision Procedure

1. The company sends a written application letter trough email/


courier/fax to LPPOM MUI accompanied by:
a)Legal evidence (for changes in company name/company
address/factory name).
b)Proof that there are no changes in ingredients and
formulas (for product names revision)
2. LPPOM MUI reviews the application and informs the
company whether the application is acceptable or not.
3. If the application is accepted, LPPOM MUI will revise and
inform the company if the revision is complete.

• Companies can propose legalization of MUI Halal


Certificate for certain purposes, ie: for customs
clearance for imported products.
• Companies shall make application letter for
legalization of Halal Certificate to LPPOM MUI and
pay the legalization fee according to the regulation.

1. There are 3 types:
a) Notification Letter of On Going Certification Process (SKP)
b) Notification Letter of Certificate Renewal Process (SKPP)
c) Notification Letter of Halal Approval (SKH)
2. SKP will be issued:
a) if there is request from company.
b) after audit and the company has fulfilled material and facility criteria.
3. SKPP will be issued:
a) if there is request from company.
b) before the audit done  if complete date in CEROL at least 2 months before
the expiry date of Halal certificate and the certification contract has been
paid.,
c) after the audit  if complete date in CEROL less than 2 months before the
expiry date of Halal certificate
4. SKH will automatically issued after the products decided as a halal products by the
fatwa commission

A. Certificate suspension
1. Halal certificates may be suspended for a certain period of time if there are
some conditions occur as belows:
i. Evidently found critical weakness in the validity period of halal
certificate
ii. There is a misuse of Halal Certificate and / or Halal Logo that is not
overcome immediately by the company
iii. There is a violation of the License Agreement
2. After the halal certificates are suspended, companies are not allowed to
make misleading statements about their certification status.

B. Certificate Revocation
1. Certification may be revoked if the following conditions occur :
a) Company is unable to make any corrections, or corrective actions taken
insufficiently, within the time limit stipulated after the suspending
certification notification
b) Company does not want to renew the certificate
c) Company declared bancrupt
2. Company whose halal certificate is revoked is not allowed to make misleading
statements on the status of their certificates and is prohibited to use Halal
Logos on the products since the date of revocation notification.
