 Message from
Director General

Dear Colleagues
We are on the steady path of progress and growth. We have achieved
many visible milestones in the recent past – be it efficient human resource
management, successful completion of many projects, addition of new clients,
signing new MOUs, commencement of new works, improvement in maintenance,
Swachhata Drive and many other initiatives.
On January 30, 2019,Grand and Iconic ‘National Salt Satyagraha Memorial’
constructed by CPWD at Dandi, Gujarat has been dedicated to the Nation by the
Hon’ble Prime Minister. Foundation stones for AIIMS Jammu and Srinagar to be
developed by CPWD at a cost of 3000 crores and Film & Television Institute at
Jote, Papumpare District, Arunachal Pradesh have been laid by the Hon’ble Prime
Minister. We made excellent arrangements for Republic Day Celebrations-2019.
Floral Tableau of CPWD showcased at Rajpathhas been widely appreciated and
won Special Prize. During my recent visits, Business Meets were successfully
held at Shimla, Chandigarh, Bhubaneswar and Indore. We have been able to get
1000 crores project of RML Hospital from Ministry of Health and Family Welfare.
Being a Service Department, it becomes our candid commitment to provide
quality, efficient and responsive services that meet the requirements of Clients to
their satisfaction. I have requested all our Clients to join us during weekly video
conferencing for on the spot resolution of their issues. For generating more works,
I am making consistent efforts with substantial success.
It has been seen that individual personal interests of certain groups are derailing
the development agenda and growth trajectory of the Department. Interest of
department should be the foremost, no matter even if it entails a little bit of
personal discomfort as the growth of the Department is intertwined with the growth
of the individual. Every one of us needs to create an enabling environment for
shaping the bright future for the Department. We will flourish only if department
flourishes.
To achieve the lofty goals that we have set for ourselves for the year 2019, we must
work as a cohesive family with commitment and enthusiasm. We must take year
2019 as a ‘year of opportunity’ and go on board on a journey of further growth and
diversification, which is imperative for our sustenance and survival.
I am sure that all of us shall portray our commitment and hard work to face the
challenges of future and take the Department to the new horizon.

 A brief on National Salt Satyagrah Memorial
at Dandi, Gujarat
In commemoration of the 150th Birth
Anniversary of Mahatma Gandhi, Hon’ble
Prime Minister of India shall dedicate grand
and iconic ‘National Salt Satyagraha Memorial’
constructed by the Central Public Works
Department at Dandi, Gujarat to the Nation
on January 30, 2019. This beautiful Memorial
spread over an area of 15 acres near sea coast
at Dandi, Navsari, Gujarat, shall be a true
honour and tribute to the Father of the Nation
- Mahatma Gandhi and the 80 Marchers.
This prestigious work entrusted to CPWD by
the Ministry of Culture, Govt. of India has been
completed by the dedicated team of CPWD in
20 months’ time well within the sanctioned
amount of Rs. 72.23 crores. IIT Mumbai was
appointed as a Consultant by the Ministry of
Culture. Agency Shree Ganesh Corporation,
Navsari, Gujarat executed the work for CPWD.
SALIENT FEATURES
• Artificial Lake in plan area of about 14000
sqm. Total quantity of water with planned
1.2 m filling is 160 lakh litre.
• 180 KW (peak) Solar Power generation
through 41 nos. tree shaped structures
with 12 leaves in each tree (each leave for
370 Watts(peak) power generation.) with
off grid battery back up of 30KW.

memorial.
• Laser lights on horizontal ring supported
on RCC Columns for illumination of glass
crystal over crystal A-shape frame.
• Plantation of 450 trees (250 coconut trees
and 200 other variety).
• Horticulture works with grassing and
other small height plants in about 7 acre
land area.
• Boundary wall in RCC.
• Installation of about 700 precast driven
piles for foundation of all structures.
• Installation of 11 nos. 100 ft. deep bore
wells for filling lake and subsequent
replenishment of water in the lake. (Sub-
soil water is predominantly sea water with
extremely high TDS).
• Installation of signages and all other
required works.
TECHNICAL DETAILS
• Artificial Lake: Bottom level is kept at the
ground level and lake cretaed by raing the
existing ground by 1.7 mtr by earth filling
as the existing soil is predominantly
marine caly. Water proofing with multii
layer treatment comprising of Trisoplast,
HDPE shhets, layer of Moorum, PCC and
top with layer of basalt stone slabs as
counter weight to prevent any buoyancy
effect from bleow.
• Solar Trees: Trunk made of MS sheets with
multilayer protective layer comprising
of hot dip galvanisation, priming coat,
epoxy paint and final finish with PU
paint. Branches of 114 mm (OD) made of
SS316 grade and PV module in each leaf
supported on frame of SS 316 grade.
• A- frame with glass crystal: A shaped with
top hand shaped salt crustal monument
Frame made in Duplexsteel with inside
frame made of pipes and cladding with
25mm thick plate. Glass crystal on top
made of inside frame in SS 316 and
cladding with glass sheets.
• Horticulture and landscaping works:
• Thetotalareaoflandscapeis28090Sqm.This
landscape contains irrigation system with
pumping system and hydrants. It also
contains Tree plants, Shrub plants, Hedge
plants, Ground cover plants etc.
• Workshop: 344 Sqm facilitates the
maintenance of entire complex. Provision
for DG, RO system etc.
• Bridge & Approach road from Saifee Villa
is 6m wide in CC with Mandona stone
finish and having MS hollow tube and MS
plate girder Bridge across the Nallah.
• Pathway: It is 10627 Sqm consisting of
70mm thick reds and stone over 150 mm
thick PCC. It cover sent irem onument on
the periphery of lake from welcome centre.
• Hard scape: It is 3021 Sqm in front of
welcome centre, near workshop etc.

GENERAL
Narrative Murals
• When Bapu planned a movement,
preparations were meticulous. To prepare
for the March, teams of students of Gujarat
Vidyapeeth were sent ahead, on bicycles,
to the villages on the chosen route of
the March. Their task was to spread the
message of the Movement, the March and
the reason for a March to defy the Colonial
Government’s Salt Monopoly and unjust
tax on Salt. They were given the task of
observing the standard of cleanliness of the
public spaces of the village, population of
the village and its caste makeup, number
of Government servants living in the
village, number of literate and educated in
the village, number of people engaged in
spinning and weaving Khadi, number of
farmers, artisans and craftsmen etc.
• Murals conceived by various artists and
cast in silicon bronze for its maintenance
free longevity, are depiction of such
gatherings enroute the Salt March.
81 Marcher’s statute
• 80 Marchers of young age from different
segments of society, accompanied
Mahatma Gandhi on his Dandi Salt
Satyagraha Yatra. These are unsung heroes
of our freedom struggle. Life-size bronze
sculptures of 80 Salt Marchers sculpted
by 45 sculptors of 9 countries including
India, have been installed with Mahatma
Gandhi’s statute in the lead, as tribute to
these satyagrahi.

• 5 metre high statute of Mahatma Gandhi
sculpted by renowned sculptor Shri
Sadashiv Sathe and cast in bronze,
standing over granite rock in natural form
and finish is placed below the Salt Crystal
Tower.

• In the words of the Sculptor, Shri
SadashivSathe
“When I visualise Mahatma Gandhi’s form
in a sculpture, I suggest all his qualities
besides the physical form, namely his
intrepid Satyagraha, his firm belief in
truth, his vision, ideals and a strong will
to get justice. His face looks forward with
greater firmness, full of resolve to break
the fetters of British rule. The broad
stole that is draped on his shoulders and
covers his slender frame as seen by his
followers suggests the enormous form
that his movement of civil disobedience is
destined to assume in the near future.”
Salt Crystal Tower
• The Energy of Satyagraha as a Pyramid of
Light.
• Two hands raised up in the sky, holding at
the top a salt crystal, will form the canopy
under which 5 metre high, the main statue
of Mahatma Gandhi is placed. This 40
metre high Crystal tower with crystal made
in glass is symbol of importance of salt, a
gift of nature from the creator for human
survival. A pyramid of light will rise up
in the sky illuminating the salt crystal at
the apex with sun light levels going down
towards evening.
Solar Trees
• A Net Zero Energy project reflecting the
ethos of self-sufficiency, the guiding tenet
of Gandhi’s teachings was the basis for the
design of the Monument. 41 Solar Trees
with 12 leave shape Photo Voltaic Module
in each tree have been installed which
will generate about 180 KVA (peak) which
is more than double the electric power
required for the National Salt Satyagraha
Memorial.
Salt Making Activity
• The Salt Making facility at the National Salt
Satyagraha Memorial Complex enables
visitors to make a pinch of salt using
the electric salt-making pans developed
especially for the Memorial that can be
taken away as a souvenir in memory of the
visit. The activity celebrates the strategic
brilliance of the Mahatma, who used the
powerful metaphor of salt to lead the
nation towards independence.

 ADVANTAGES FOR CPWD
CPWD being the premier construction
agency of Govt. of India will have advantage
of deployment of certified work force as per
clause 19K of General Conditions of Contract.
The engagement of certified labour force at the
work sites will increase the output and quality

IMPLEMENTATION

Initially, most of the workers of different

work sites at BHU and VCC, Varanasi were
given briefing about the skill Development
programme of the Govt of India and the benefits
of the scheme. All workers had shown very
keen interest in doing this course.In the first
phase following trades of workers are being
covered under this training & certification
program:
1. Masonry
2. Bar Bending & Fixing Class room session by Training Provider at the
3. Shuttering Carpentry site of Varanasi Convention Centre, Varanasi.
4. Construction Painter
The workers were happy to know that they
are going to get the certificates which will
add value to their skill without any financial
burden on them. Apart from providing training
to the workers, they are also being sensitised
about the safety measures and precautions to
be taken at site.

Till now training and assessment is completed

for 385 workersto whom certification shall be
done by the end of January-2019. The training
of remaining 115 workers is in progress at
various construction sites under this zone. Interaction session by the representative

Vocational Training Centre, CPWD-OWA in collaboration
with Usha Sewing Machines, organized a workshop at Hriday
Kunj, R K Puram, New Delhi.

On the occasion
of Republic Day
CPWD-OWA
distributed food
packets.

To mark the occasion of Republic Day, the National

Flag was hoisted by the President, OWA Delhi at
Hriday Kunj. The School & Day Care children
participated enthusiastically in the drill.

On the occasion of Republic Day CPWD-OWA

Kolkata Unit visited the LIGHT HOUSE FOR
THE BLIND & distributed essential utility
items along with food packets.

On occasion of Republic day,OWA, GANDHINAGAR

Unit hoisted the National Flag in CPWD colony
with residents and children.

To mark the occasion of Republic Day CPWD-

OWA, Chandigarh, hoisted the National Flag at the
Sector-38 site.

To mark the 70th Republic Day, the

CPWD-OWA Bhubneswar took an
initiative and started with their activities.
