Nursing Personnel is a highly experienced temporary staffing agency specializing in placing qualified general and
mental health nurses, theatre scrubs, paediatric nurses and support workers within acute NHS hospitals across the
United Kingdom.

NURSING ASSIGNEMENT CODES AND QUALIFICATION

RN (registered nurse) – is a qualified practitioner holding current registration with the Nursing & Midwifery council.
Responsible for assessing patients, planning and implementing care, and maintaining records.

CSW (support worker) – is a non-qualified staff, undertakes personal care duties, reports patient’s condition to
qualified staff and provides assistance in all aspects of daily care (feeding, washing, moving, etc.).

 6 months experience or a minimum 48 shifts in the relevant area which has been gained in the last two years.
NOTE: assignment code must not be changed/added without supervisor/managers’ approval.

WEB REGISTRATION

Health care professionals can registered with Nursing Personnel on our website adding following details:
http://portal.medicpp.co.uk/Account/Register

Following the registration process a confirmation email is sent to the candidate with a payroll number and Nursing
Portal login instructions. The email will be sent to the candidate requesting them to complete the online registration
and book a face to face meeting.

After a successful interview, valid interview documents are uploaded to HIT and the candidate will be moved to from
the prospect to the Interviewed database.

Healthcare compliance is heavily regulated by NHS Frameworks in order to provide quality and safety of care
(following guidelines of the Care Quality Commission, CQC) to all NHS Trusts that are currently overseen by Monitor
and Department of Health.

INTERVIEW AND REGISTRATION FORM

Mandatory fields of online registration must be completed prior to booking the interview. Additional support regarding
interview documentation for newly registered candidates should be provided by recruitment coordinator, although all
compliance information and available forms are added to the Nursing Portal.

   BOOK AN INTERVIEW

During the face to face meeting, nurse interviewer must:

 assess candidates suitability for agency work


 scanned all documentation provided by the candidates
 sign registration forms
 use passport scanner to scan photographic identity documents
 complete an IDC (interview document checklist)

Assessment questions to verify if the candidate is suitable to work as a NHS Framework agency worker:

1. Introduction of a caller & our company, reason for calling


2. Find out what is candidates qualifications & band
3. Find out if candidate has 6 months experience in NHS hospitals or any acute hospitals within last 3 years
4. Find out if candidate can provide 2 clinical references covering last 3 years

The recruitment coordinator must open and check if all fields are updated with correct documentation.

Unverified documentation must be re-sent, re-scanned and re-uploaded. Mandatory training must be verified,
including confirmation for Skills for Health alignment. Immunizations must meet NHS Framework criteria and include
an in date Health questionnaire (valid for 3 months).

References must cover last 3 years of employment and match registration forms and CV.

RETURNING DOCUMENTATION

Original documentation received from candidates must be returned as soon as possible via recorded mail:

 passport, biometric/residence card, driving license must be send via Special Delivery (SD);
 other original documentation must be send via Recorded Delivery (RD);
 documentation send must be recorded on candidate’s notes (with posting date) if required for tracking
purposes;

NOTE: company can be charged for damages if documentation is lost/missing, the employee returning documentation
will be held accountable.

PHOTOGRAPHIC IDENTITY PROOF
Photographic identity proof is a government-issued document proving your identity and used for any legal
proceedings, as well as for employment purposes. It is used for face-to-face authentication of identity and it must be
presented with 2 x proof of addresses.

RIGHT TO WORK
It is the concept that people have a human right to work, or engage in productive employment. If the candidate is a
citizen of the United Kingdom, European Union (except Croatia) or European Economic Area, they will have a right to
work in the UK.

Candidates with foreign identity documentation will be required to provide a visa or other type of right to work proof.

UK VISA TYPES (COMMON)


 Tier 2 Sponsorship visa – must be accompanied with Sponsorship letter from employer in healthcare industry,
sponsor must agree for Nursing Personnel to employ the candidate under weekly 20 hour contract.
 Tier 4 Student visa – must be accompanied with a University letter; restricted work hours during term time
(10-20 hours weekly).

UKBA OFFICE
UKBA (previously UK border agency, until 2013) was replaced by UK Visas and Immigration (UKVI); it is responsible
for the UK visa system. We can check right to work status if candidate provides UKBA letter with biometric cards’
application reference number.

NOTE: if candidate applied for UK citizenship (naturalisation), Nursing Personnel won’t be able to employ the
candidates until new passport is issued and British citizenship is established.

Nursing and Midwifery Council (NMC) is a statutory body set up by the Parliament of the United Kingdom with a
stated aim to protect the health and wellbeing of the public. The NMC maintains a register of all nurses, midwives and
specialist community public health nurses eligible to practice within the UK. It sets and reviews standards for their
education, training, conduct and performance. The NMC also investigates allegations of impaired fitness to practice.

An NMC Statement of Entry confirms personal details of the nurse, status at time of issue, qualifications and initial
registration date.

NMC MONTHLY CHECK


NMC monthly check is done by the agency every 28 days & before the first shift (day before/same day) as per the
NHS Framework agreement. Employer confirmations allow employers to search the register and confirm nurses’ ability
to practice.

 NMC monthly check printout must be signed;


 Lapsed/failed or suspended NMC will prevent AW from booking shifts.

IMMUNIZATIONS
COPIES ACCEPTABLE

NON-EPP is a standard non-exposure prone procedures application for qualified nurses.

Measles/Rubella 2x MMR; positive antibody test

Varicella self-declaration; positive antibody test; or 2x varicella vaccinations

TB (BCG) visible scar proof; or Mantoux test

Hepatitis B immunity with Titre level more than 100 mIU/ml

EPP is exposure prone procedures application, three extra immunisation are required with Identity
Verified Stamp (IVS) for working in Accident & Emergency, Theatre (scrubs) & Midwifery wards.

HIV, Hepatitis C and Hepatitis B Surface Antigen Negative results required

HEALTH CLEARANCE £45


A fit to work certificate issued by an Occupational Health Clinic in accordance with NHS Framework regulations. All
records of an agency worker’s health clearance/immunity or immunizations received must be documented in English
and be verified – signed or stamped by a suitably qualified clinician with relevant occupational health experience.

 If the candidate provided a report which is not from the UK, the report must be in English (for non-EPP);
 All EPP candidates must provide UK reports in respect of IVS EPP blood tests. Overseas tests, even if in
English, cannot be used (Australia and New Zealand are accepted).

Nursing Personnel agency Health clearance is issued by SEQOHS accredited supplier Healthier Business UK Ltd.
Certificates issued by different NHS framework agency are not acceptable.

HEALTH QUESTIONNAIRE (VALID FOR 3 MONTHS)


COPIES ACCEPTABLE

Its purpose is to identify health problems that may make certain types of work difficult or unsafe to do, as well as
determines if adjustments are required to accommodate disability or disease.

Health questionnaire requirements:

 fully completed, signed and dated within 3 months


 candidates that stayed outside UK within previous year must include details (dates, reasons of leaving the
country, country travelled)
 candidates that stayed outside UK in TB prevalent country in previous year will be advised to have Quantiferon
test to double check their immunity.

NOTE: If Health questionnaire is submitted incomplete or candidate is missing evidence of required immunizations,
Occupational Health department will send NON-CLEARANCE letter requesting missing information.

COMMON MISTAKES:

 Immunization records are not stamped, non-traceable


 Hepatitis B missing Titre level;
 EPP immunizations are not IVS stamped;
 HQ is missing signature and date;
 HQ is missing detailed information if ticked NO for question:

The Disclosure and Barring Service (DBS, previously CRB) is a non-departmental public body of the Home Office of
the United Kingdom. Enhanced DBS check is required for all staff working in healthcare industry. It enables employer
to make safer recruitment decisions by identifying candidates who may be unsuitable for certain work, especially work
that involves children and vulnerable adults, by providing access to criminal record information through its disclosure
service.

Candidate can only apply for DBS check via employee or other licensing body.

HOW LONG IS THE DBS VALID

DBS check is carried out annually; applicants, as well as employers can use the DBS Update service to keep a
certificate up to date or carry out checks on a potential employee’s certificate.

DETECTED ENTRY ON DBS – CONVICTIONS, COUTIONS, WARNINGS

If DBS certificate reveals any convictions/warnings/cautions or any other relevant notes, recruitment team managers
will be required to disclose the information to NHS Trust leaders prior to booking candidate into shifts. HIT system will
block candidates with entries on DBS certificate against working in any contracted hospital until approval is received
and uploaded.

The candidate must also provide written statement regarding entry on DBS explaining situation at the time and
outcome of it, as well as a consent form allowing Nursing Personnel to reveal personal information on the DBS
certificate.

Steps to follow:

 send request to clinical team to approve candidate to certain NHS Trust


 Recruitment managers sends out DBS certificate, written statement and consent to NHS Trust leaders
 awaiting response from the Trust with rejection or approval
 if rejected, candidate will not be allowed to work in the Trust hospitals
 if approved, clinical team will upload written email confirmation allowing candidate to work in Trust
hospitals.

NOTE: Trust approval/rejection process can take months, therefore candidates must be informed at primary stage of
registration. The decision to allow a worker into any NHS Trust rests solely on NHS Trust leaders.

COMPANY PROCEDURE

 FOR SOMEONE ON THE DBS UPDATE SERVICE

Candidate must provide the latest original DBS certificate for scanning and verification. Customer service then use the
information on the certificate to do the DBS Update service online check.

 if successful, DBS certificate will be updated immediately;


 if unsuccessful the candidate will have to apply for a new DBS certificate.

 FOR A NEW DBS APPLICATION

For the application to be completed, candidate must have valid Identity proof and 2 proof of addresses (utility/bank
statement or bills must be issued within 3 months).

When candidate purchases DBS certificate on the Nursing Portal, an automated link is send to the candidate. After
candidate completes online application, customer services will countersign and submit application to DBS office.

Our provider, CAPITA (Security Watchdog) claim that they confirm 53% of applications back within 1 working day and
82% within 5 working days. Please allow another 5 working days for the candidate to receive the certificate by post.

DBS office will send a certificate to the applicant’s home address and the employee is required to send original
certificate to Nursing Personnel main office for scanning and verification.

In order to process DBS application candidates must provide either:

 one document from GROUP 1 and two from GROUP 2; or

REFERENCES (3 YEARS EMPLOYMENT COVER)
Clinical references must be obtained from each candidate seeking to join Nursing Personnel. As per the NHS
Framework agreements we are required to obtain a sufficient amount of references and employment certificates that
cover a period of the last 3 years.

The easiest way to find out what references will be required is checking candidates registration form >
employment history. If employment history is not provided, candidate must submit Curriculum Vitae with 10 years
employment history.

Clinical referee must hold higher nursing band than the candidate;

Referee must complete all questions in the reference form, otherwise verification is required;

Reference form must have hospital stamp, signed & dated complimentary slip or work email address

University letter applies for:

 Tier 4 Student visa – letter must be on headed university paper; signed/stamped by authorized university
signatory, as well as include start/end date and course title/qualifications gained;

Nursing Personnel workers are required to wear NP ID badge during their shifts.

NP ID badge will have following information:

IR35 legislation will eliminate the use of Limited Companies, otherwise known as Personal Service Companies (PSCs)
within public sector, including NHS.

Changes will occur from 6 April 2017, everyone employed working for Nursing Personnel will choose either to be paid
as PAYE or Umbrella Company.

DATA PROTECTION ACT OF 1998

It is an Act of Parliament of the United Kingdom of Great Britain and Northern Ireland which defines UK law on the
processing of data on identifiable living people. It is a main piece of legislation that governs the protection of personal
data in the UK. Breach of data protection can results in the following:

 Monetary penalty notices: fine of up to £500,000 for serious breaches of the DPA.
 Prosecutions: including possible prison sentences for deliberately breaching the DPA.
 Undertakings: organization have to commit to particular course of action to improve their compliance and
avoid further action from the ICO (Information Commissioner’s Office).

Nursing Personnel needs to gather and use certain information about individuals. These can include customers,
suppliers, business contacts, employees and other people the organization has a relationship with or may need to
contact, therefore we must adhere to the rules of Data Protection Act of 1998.

DISCLOSING PERSONAL INFORMATION


In certain circumstances, the Data Protection Act allows personal data to be disclosed without the consent of the data
subject. However, HR department will ensure the request is legitimate, prior to the release of information.

NOTE: Employees should seek advice from their line manager if encountered any request for personal data.

DATA USE
Personal data of no value to the company unless the business can make use of it. However, it is when personal data
is accessed and used that it can be at the greatest risk of loss, corruption or theft; therefore:

 when working with personal data, employees should ensure the screens of their computers are always locked
when left unattended;
 Personal data should not be shared informally. In particular, it should never be sent by email, as this form of
communication is not secure;
 employees should not save copies of personal data to their own computers;
 All printed documentation that include personal information must be shredded or put in the shredding bin.
