structures as they are seen from a public right-of-way (including alleys and the Rock River where applicable) from as

16. Filing Fee

There is a $122 filing fee for the proposed district as a whole, plus $23 per parcel within the proposed district.
For the purposes of this application, each lot with its own PIN number is considered a parcel. The fee is used to pay
for the required legal notice in the newspaper, and for recording at the Winnebago County Recorder’s Office. Checks
should be made out to the City of Rockford.

17. Design Guidelines

Exterior changes to properties within historic districts designated by the City of Rockford are subject to design review
and approval by the Rockford Historic Preservation Commission. This review is based on the Commission’s Design
Guidelines for Historic Properties in Rockford. Rockford’s historic preservation ordinance gives applicants the option of
proposing customized design guidelines for use by the Commission in reviewing work within that particular district.
Any such proposed guidelines should be submitted with the application to create the district.

The Piety Hill Historic District encompasses an intact late 19th-to early 20th-century residential
neighborhood that is a time capsule of styles from that period. The neighborhood was anchored by an
elementary school as well as the headquarters, school, and convent for the Diocese of Rockford. The
Piety Hill Historic District represents an intense period of residential development on Rockford's west
side, as middle class residents fanned out from downtown.

The Piety Hill Historic District contains 2 blocks bounded by Reynolds Street on the north, North
Church Street on the east, John Street on the south, and North Court Street on the west. The blocks
within the Piety Hill Historic District were subdivided in a typical grid pattern, with lots oriented to the
Rock River. North Church Street and North Court Street shift slightly to the west as they continue
north of Salem Street.

The historic district includes a coherent and intact collection of residential and institutional buildings
dating from the late 19th and early 20th centuries. Approximately 85% of these principal structures are
contributing to the character of the historic district, with just two structures considered non-
contributing. The homes all have consistent setbacks; sidewalks line each street and approach each
front door. There are narrow grassy parkways, mature street trees and other lush vegetation throughout.

The homes were historically built as single-family homes, although some have been converted to two-
flats since original construction. Other structures include the former Garrison School now residential
lofts, the Garrison gymnasium now residential lofts, a new townhouse complex fronting on North
Church Street and John Street and the chancery, office and home of the Catholic Bishop, St Peter
School and convent on North Church Street.

The aforementioned intensity of residential development in the district is reflected in the Garrison
School, first erected in 1887 and already in need of expansion by 1892. The 1897 Sanborn map for the
area shows solid development with the exception of a few holdout blocks.

OVERALL INTEGRITY

There is remarkable historic consistency to the district, with only a small mix of 2-family units in a
largely single-family district. The mix of institutional structures within a residential neighborhood
exemplifies the seamless integration of how each was dependent on the other.

Over the years original clapboard has been covered with artificial siding in some of the structures.
However characteristic historic form and architectural detailing remain, and in some cases it is difficult
from the street to discern whether the building displays wood, aluminum or vinyl siding. The type of
artificial siding found in the district was applied over original clapboard and is an easily reversible
upgrade - an improvement that has been made to several houses. Many original open front porches
have survived with original columns, and hand railings, despite a vigorous, city-sponsored porch
removal program in the 1970s as a response to housing stock deterioration. An advantage to this
having been a modest-income neighborhood for many years, is that other historic materials and
configurations have not been removed, notably original windows and doors. Thus historic materials
and features remain but may simply be covered up. The district is ideal for targeted rehabilitation
efforts that could fully reveal and restore original historic character. The strength of the district today is
a compact time capsule exhibiting a relatively narrow period of development with minimal modern
incursions to mar its consistent historic character.

CHANCERY

The Chancery is one of a number of buildings on the campus of the Diocese of Rockford which is
located between N. Main St and N. Court Streets (on the east and west) and Reynolds and Salem
Streets (north and south). This complex also includes the Cathedral of St. Peter, St. Peter's School,
and adjacent convent. The Chancery itself occupies three lots at the northeast corner of the
intersection of Reynolds and North Court Streets.

The neighborhood was reputed to be (“Diocese of Rockford, IL”, pg 138-40) “the highest point in
the city of Rockford. It was known as Piety Hill, and the Bishop recognized in it a most desirable
site for a church... The purchase of property was completed in the fall of 1920 when the Bishop
bought the Blaisdell residence and property at 1240 N. Church St. The whole property secured
consisted of lots 1-4 on Court and Sumner Streets and lots 15-18 on Church and Sumner with a
dwelling at 1229 N. Court Street and another at 1240 N. Church St. The cost was $36,200.”

The first building erected on the campus was dedicated in 1922 as a church, school and hall. It
was named in honor of the first Bishop of the Diocese of Rockford, Peter James Muldoon.

One of the early parishioners at St. Peter's was architect Wybe J. Vander Meer. Born in Woudsend,
Friesland (Holland district north of the Zuider Zee), he emigrated to America in 1907, stopping in
Grand Rapids, MI and Aurora, IL before settling in Rockford in 1920. He was a musician
(composer) and poet as well as an architect. In his later years, he and his family lived at 1704
National Ave, the former home and first Rockford Diocesan office under the leadership of the
Right Reverend Edward F. Hoban. Vander Meer died 7 May 1948 in Aurora, IL.

Vander Meer's architectural projects in Illinois were many, including St Mary's Church
(Pecatonica); St. Peter's and St. Anthony's Churches as well as Muldoon School and St. Stanislaus
(Rockford), St Patrick's (McHenry), St Joseph's (Apple River), and Holy Trinity (Scales Mound).

Between 1928 and 1931, the Roman Catholic Church in Rockford experienced a building boom.
Much of this was accomplished following the arrival of the Right Reverend Edward F. Hoban in
May 1928. Realizing facilities were inadequate at the first Diocesan office and home at 1704
National Ave, he selected Vander Meer as the architect and authorized construction of the new
Chancery office and official resident of the Diocesan Bishop shortly after arriving in town.
Construction began immediately and was completed in 1929. There are no other buildings on
these three lots. It is the northernmost building of the entire campus.

The Chancery is a two (plus)-story of grey limestone cut stone with a mansard roof in the Beaux
Arts (French Renaissance) style. It is one of few excellent examples remaining in the Rockford
area. It was both a home and office of the Diocese with ornamentation: quoins, balustrades,
circular dormers, window hoods with brackets, medallion and columns over the entry in the
French Renaissance style.

The tri-part facade of foundation base of horizontal reveals, the main body of plain limestone
and an upper story crowned with a balustrade is exceptional. The primary entrance is defined by
a Romanesque arch, with colonaded detail on the second floor that is capped by a gabled Greek
Revival with stone pilasters. The entry is richly ornamented in cut stone details. First floor
window hoods have bracketed projections.

CONVENT AND SCHOOL

Convent
A 2-story brick structure with horizontal banding at the watercourse and at the 1st floor window
heads. The entry consists of stone pilasters with an arched spandrel panel head with an inset
decorative carved stone. The entry is flanked by 2 pairs of window openings that are casement
windows with 4 over 4 glazing. They consist of a half round window head with a decorative
stone carved anthemion ornament. The windows are separated by a solomonic styled stone
column. The 2nd floor windows are double hung units. Over the entryway the 2nd floor window
is framed with stone pilasters on each side and is in alignment with a dormer that consist of a
pair of round top window openings with a center solomonic styled stone column. The building
has an H-shaped floor plan with intersecting gable roofs.

St. Peter School


The West entry elevation is defined by a symbolic tri-part design element with 3 pairs of doors.
Each door opening is framed in Indiana limestone with a horizontal decorative acanthus scroll in
the pediment. Each spandrel above the door openings is framed with decorative brackets. The
corners of the building are framed in brick pilasters capped by decorative stone capitals at the
3rd floor line.

The 2nd floor arch windows are framed in brick pilasters with decorative carved Indiana
limestone capitals. Above each window in the roundhead there are triangular cut stone elements
with a symbolic cross and anchor.

The 3rd floor has a centralized tri-part round top windows framed with Solomonic paired
columns with ionic capitals. Flanked on either side are limestone recessed niches with a stone
balustrade and sides of fluted pilasters. Each is capped by a broken stone pediment with a center
finial.

The eave is framed in decorative carved limestone. The front gable is crowned with a recessed
niche with a figurine and stone cross.

The north elevation is 2 1/2 stories above grade. Windows are grouped in 5 units that reflect the
classroom size. A horizontal limestone banding is located on top of the 2nd floor window head.
The side entry is defined by a small protruding dormer gable. Exterior material is brick with
minimal detailing. The gabled roof is topped with cupola crowned by a copper roof and cross.

GARRISON SCHOOL

Garrison School located at 110 N. Court Street in Rockford, Illinois consists of four
distinct, but joined structures. The original Garrison School, designed by George Bradley
and Son in 1887, is the two-story building on the west elevation. In 1892 this structure
was enlarged by doubling the width of the structure. The 1892 addition was also designed by
George Bradley. In 1920 the gymnasium, designed by the firm of Peterson and Johnson, was
added to the back of the building.

1887/1892 Building
The cream colored brick school has a limestone foundation. The hipped roof features lower
cross gables. There are five chimneys on the building, all of brick construction. There is a
three-course, stepped decorative element approximately five courses below the limestone cap.

The roofing material is asphalt shingle. There is a decorative stone frieze featuring squares that
resemble modillions that runs the perimeter of the 1887 and 1892 buildings. All of the windows
are wood frame and feature limestone sills.

West Elevation
The west façade is the primary elevation of the school. The structure features a tripartite
façade accentuated by a stepped protruding central entrance and pointed gables at the
center of each of the three sections. The comers of the entrance are defined by a decorative
brick pattern of two face brick rows on either side of an end course. The central entrance is
capped with a significant double Roman arch. There is a decorative fanlight over the double
doors of the main entrance. The glazing bars of the fanlight create angles that mimic the gables.
Across the front are alternating bays of single and paired double-hung windows. The individual
double-hung windows are capped with a subtle brick arch, while the paired windows are
capped with a straight limestone lintel. Square brick indentations create a decorative element
between the two floors. The pointed gables are edged with the same stone motif that appears on
the frieze.

South Elevation
The south façade of the school is the secondary elevation and features a central
protruding bay. The two floors of the south façade are separated by the square brick
decorative element used on the west façade as well. The central protruding bay has
paired double-hung windows on each floor and is capped by a pointed gable like the three
on the west façade. On either side of central bay are single double-hung windows, one on
each floor. These windows are capped by a brick arch, as on the west façade.

North Elevation
The north elevation of the 1887 /1892 structure features a protruding bay that is a mirror of the
south façade; a pair of double-hung windows with a limestone sill and lintel with the square
brick ornamental delineation between the floors. The bay is also capped with the pointed dormer
featuring two small windows and the square stone decorative elements. There are three small
fixed pane windows capped with a brick arch like those on the other façades.

East Elevation
The east façade of the school also features the protruding central bay, however, the fenestrtion and
decorative elements vary from the other three facades. The central bay of the east façade features a
cross-hipped roof, rather than the gables seen on the other façades. There are three double-hung
windows on the second floor of the central bay capped with the brick arch.

1920 Addition -- Gymnasium


The Colonial Revival gymnasium has some of the same decorative elements found on the original
school. The one-story brick structure has a limestone foundation and a hipped roof. The large
windows on the primary (south) facade are four-over-four topped with a fanlight and surrounded by
a decorative brick arch with limestone keystones and accents. The central entrance of the south
façade is also topped with a beautiful bracketed wood canopy and a louver transom. The entrance
is surrounded by a decorative brick arch matching the window surrounds. There is a decorative
brick course at the height of the limestone accents which runs the perimeter of the building. There
are two smaller two-over-two fixed pane windows which flank the entrance and are capped with a
bracketed pediment similar to the pediments on the gables of the school.

There are five windows matching the south façade windows evenly spaced along the southern 2/3rds
of the east façade.

The one-story boiler room is the north end of the east façade. It is of brick construction with a
limestone cap on the parapet. There is a small fixed pane window next to the door. A four-over-four
window is just north of the fixed pane window.

The Piety Hill Historic District is a locally eligible district with a portion of it in the Garrison-
Coronado-Haskell National Register District. It represents one of the most intact collections of
late 19th-and early 20th-century single-family residences and institutions on the city's west side.

First subdivided by Thomas Garrison and John S. Coleman in the mid-1850s, the area
experienced an explosion of residential development in the last fifteen years of the 19th century,
which followed on the heels of slow but steady growth in the 1870s and early 1880s. The
district is especially noteworthy for its concentration of houses built between 1890 and 1900,
which constitutes nearly half of its housing stock.

The Piety Hill Historic District is principally composed of the Queen Anne style of architecture
which is exhibited in both the residential structures and in Garrison School. Other styles
include Colonial Revival (Gym), Gable Front, and T-Form. For Piety Hill, we have Revival
(School/Convent) and French Renaissance Beaux Arts (Chancery).

The most characteristic feature of the Queen Anne houses in the District is the irregularity of
massing, with cross-gable roofs, projecting bay windows, and large open porches. Some
examples of these features within the district can be found at 1128 and 1136 North Church Street
as well as 1135 North Court Street. 412 Salem Street features projecting bay windows on both
the first and second floor, and may have once had an open porch as well.

The Garrison School was also built in the Queen Anne style in 1887. The central entrance is
located on the west façade of the school, and is capped with a significant double Roman arch.
There is a decorative fanlight over the double doors of the main entrance. The glazing bars of
the fanlight create angles that mimic the lower cross gables on the hipped roof. There is a
decorative stone frieze featuring squares that resemble modillions that run the perimeter of the
building.

The construction of Garrison School in 1887 represents a significant aspect of the history of
Rockford: the educational system of a rapidly growing Midwest city. The original 1887 building
was built to serve the students of Rockford’s growing northwest end and is the oldest surviving
school building in the city of Rockford. Garrison School not only represents the changing
educational system in the city of Rockford but is also an indication of population growth.
Designed by George Bradley and individually listed on the National Register of Historic Places,
Garrison School has been converted to residential loft apartments.

The Colonial Revival gymnasium was built in 1920 and has some of the same decorative
elements found on the 1887 Garrison School. The central entrance of the south façade is topped
with a beautiful bracketed wood canopy and a louver transom. This entrance is surrounded by a
decorative brick arch matching the window surrounds. The large windows on the south façade
are four-over-four topped with a fanlight and surrounded by a decorative brick arch with
limestone keystones and accents.

The Gymnasium set a precedent for school construction in the Rockford area. The Gymnasium
served multiple functions, including: physical education, sports, plays, social gatherings, school
assemblies, and community programs.

Garrison School was named for Thomas Garrison who came to Rockford from New Jersey in 1853.
Garrison was a real estate developer and developed an addition which bore his name just north and
east of the school along the Rock River; he passed away in 1871.

Bradley & Bradley Architects


Garrison School, the oldest existing school structure in the city of Rockford was designed by George
Bradley and Sons. This 5-generation firm is a Rockford Institution now known as
Bradley & Bradley.

There are many great structures in Rockford including institutional, commercial and residential.
C.W. Bradley designed Memorial Hall, a Greek Revival meeting hall dedicated to veterans and
dedicated by President Theodore Roosevelt. Memorial Hall was placed on the National Register in
1975. Harold Bradley designed the Rockford Armory which was placed on the National Register in
2000. The Rockford Armory is a wonderful industrial interpretation of Art Deco.

The Piety Hill Historic District contains two blocks on the west side of the Rock River, just north of
the commercial district on Rockford’s west side. The district is bounded as follows:

EXPLANATION OF BOUNDARY SELECTION

The boundaries for the Piety Hill Historic District were chosen because of the variety of the
contributing building uses therein, including educational, residential, and religious purposes. The
assemblage of such properties in a two-block section of the neighborhood typifies the fine-grained,
compact, traditional development pattern prior to World War II.

The Garrison School building and gymnasium along with seven residential properties are currently
within the boundaries of the Garrison-Coronado-Haskell Historic District. The proposed Piety Hill
Historic District not only includes these properties but also includes the following properties:

-The former Chancery of the Rockford Diocese (1243 North Court Street);
-The former Convent of the Rockford Diocese (1229 North Court Street); and
-St. Peter’s School (1231 North Court Street).

These properties are located directly adjacent to the Garrison-Coronado-Haskell National Register
District and are being threatened with demolition.
