1. The performance section does not have a defined role in analyzing or maintaining network equipment, unlike other sections under operations and maintenance which each focus on specific network elements.

Operation Performance Analyst: as the name indicate Performance
should Participate in the regional operation and maintenance process and procedures. But all regional Daily performance was analyzed and 1 final report is send to regional manager from NNOC and other. (Daily NAR, Daily 2G&3G KPI, Cluster KPI, Out of KPI justification request/checkup for all NE etc.) So, performance Section doesn’t have any role to analyze regional performance. Why? The major work for O&M department is CM&PM. All Section except Performance has day to day activities on their own respective NE. The 2 supervisor following all staffs activities and operation under their Section. Performance Staff does not have any NE to maintain (CM&PM) as a section. Why Performance be a Section under O&M? Until last year 2018, We have been informally following all Section NE report and operation; by supporting supervisor/manager activities without any benefit (Level change or allowance). We have no our own section NE for maintenance. Except following all sections NE, we have no direct role in any maintenance. But all Section has supervisor to follow up activities in their section. The New direction given by Ethiotelecom which is grouping Staff depending on the NE have exclude Performance 3 staff from any maintenance activities. Not only excluding us but also give direction to evaluate all sections work activities. የስራ ምዘናው የሚደረገው በየወሩ ለቡድን በሚሰጡ ሊለኩ በሚችሉ እቅዶች እና ውጤቶችን ሪፖርት መሰረት ሲሆን የተጠቃለለ የልኬት ስራው የሚካሄደው በማዕከል በኦፕሬሽንና ሜንቴናነስ ፐርፎርማንስ ክፍል በኩል ይሆናል፡፡ (from new incentive) Why Performance Staff excluded? How performance will evaluate the section performance, without any involvement in any maintenance? As O&M, all staff need technical work under O&M department and equal opportunity under the Department. All Section except Performance have their own NE to do operation and Maintenance work. All supervisor following their respective NE under their Section and reporting to the 4 manager. Still we are, expected to follow up all NE element under all Section without any clear direction by saying simply follow up. Following Section activity is supervisor and Managerial Position. Why performance staff expected to follow up all section NE? How? Still no clear Direction. In Any Company Including Ethiotelecom, the company have obligation to give Training for staff and clear direction to the Section. If Section doesn’t needed or idle, should distribute staffs to other Section and close 5 that section. Performance Sections are under O&M, but haven't get any Training respect to NE for maintenance. Why Performance Section still doesn't have clear direction? We have the right to get feedback!
