PROJECT PROPOSAL

The municipality of San Ricardo is strategically situated at the tip of Panaon Island,
and is the southernmost town of Region 8 (Eastern Visayas). It is bounded on the North and
Northwest by the municipalities of Liloan and San Francisco and on the west and southwest
by the municipality of Pintuyan; on the south and southeast by Mindanao Sea and Surigao
Strait and further across the sea by some 142 nautical miles at its nearest point is Surigao
del Norte Province is Mindanao. The total land area of the municipality is about 36.350775
sq. km.; or 3,635.0775 hectares.located in Southern Leyte Province and composed of fifteen
(15)barangays. Based on 2015 PSA, it has 10,494 inhabitants. San Ricardo is purely an
agricultural crop and coconut is the major crop. This product is delivered in local market
except those owner that wants their product to be sold outside the municipality. The major
source of livelihood is farming and about 85% of population are farmers.

San Ricardo is a fifth class municipality in the province of Southern Leyte. It’s
development is basically based on its insufficient agri-fishery resources. Our municipality is
considered as one of the growing town of Panaon Island. Through its RORO-Ferry
Terminal, San Ricardo is both a passage and starting point to the South (Mindanao) and the
north (Luzon).

The Municipality of San Ricardo is a peninsula being nearly surrounded by water.


The 15 barangays of the municipality is not all accessible by land transportation from San
Ricardo, the last three barangays can be reached via Municipality of Lilo-an. Two major
barangays of the municipality namely Poblacion and Inolinan situated as major part are
considered urban. These two urban centers are contiguous.

The Municipality has no existing public market and through the growing demand of
the population within the localities, the LGU proposed to have it's own Municipal Public
Market. The realization of the building will still depend on the availability of funds from
government agencies or maybe from local resources if there is fund available.

RATIONALE:
PROJECT DESCRIPTION:

A. BRIEF SUMMARY

The proposed project is to be constructed in a 1.0 hectare of a proposed negotiated


government land area. Composed of 10.00 M width x 20.00 M length for wet Market
Building and 15.00 M x 25.00 M for dry Market Building.

The proposed project has a total length of forty five (45) meters and total width of
twenty five (25.00) meters. All columns and trusses are made of steel particularly angle
bars, and the purlins are made of Gee-channel. Steel trusses shall be connected and/ or
hold by Cee-purlins and lack by tension rod and sag rod to hold the movement of trusses
horizontally. All trusses shall be rest on top of the concrete pedestal and footing. Flooring
are made of 0.102m. thick concrete with steel matting to avoid any displacement/crack in
the future. The number of spans would depend on the availability of funds and on other
engineering design and estimates.

8. PROJECT GOALS AND OBJECTIVES:

1. To construct the Municipal Public market as planned by the municipality;

2. To give better and good accommodation to all vendors.

3. To have proper arrangement and sectioning of goods.

4. To have good accessibility and convenience among market goers.

5. Increase business licenses and ground rental collections.

D. TARGET BENEFICIARIES AND PARTNERS

The proposed Municipal Public Market project will be occupied by thirty five (35) stall
occupants for the dry market building and 10 occupants for the wet market building,
however, with the project implementation and with proper arrangement and sectioning of
goods it will be accommodated of a total of (45) vendors. The size, dimension and design of
stalls would depend on the supervision of the economic enterprise office.

Project will be implemented by LGU administration through the office of municipal


engineer as the lead office, the implementation and monitoring would also be in the LGU.
Maintaining the cleanliness & sanitation will be on the Market Vendors, since they are the
direct beneficiaries of the project. Partnership and coordination in project implementation is
a good scheme in order to adhere the value and spirit of the operation.

E. PROJECT COMPONENTS AND IMPLEMENTATION SCHEDULE

Before project implementation there also some components to be

observed:

1. Briefing of the concerned offices including the local Chief Executive the name
and kind of project and source of funding.

2. Roles and responsibilities of concerned offices in documentation.

3. BAC procedures in compliance with IRR of R.A. 9184 in project implementation.

4. Conduct Pre-construction conference with stakeholders particularly those who


were affected during project execution.

G. PROJECT MANAGEMENT

The implementation of project should be done by administration with the direct


supervision of the engineering office until its completion. Any problems/defects during
implementation should be brought to the attention of the Local Chief Executive and meet
with other concerned office to resolve and give solutions.

After the project is completed it will be turned-over to Economic Enterprise Office for
proper distribution to qualified vendors/applicants and manage the operation of the project
completed, besides, also to monitor and evaluate the status with partnership of the Market
Vendor.

H. PROJECT SUSTAINABILITY:

Since the project is an income generating, it is must that the MLGU should allocate
funds annually for the maintenance and operation in order to sustain its operation. The
project should be directly supervised and managed by Economic Enterprise Office. Any
problems / damaged related to structure this should be reported to engineering particularly
in technical aspects.

The sustainability of project would also depend on the close coordination with
concerned offices of the municipality and with the partnership of the other stakeholders.
Periodic monitoring and evaluation of project is very important to have a safe and sound
operation. Economic Enterprise Office should also conduct bi-monthly and/or quarterly
meeting with stakeholders to assess the situation of the business in the area of project,
such as the vendor's business licenses and rentals whether they paid it regularly.
I. PROJECT OUTCOME:

1. Increase the local revenues of the municipality

2. Improve and widen the delivery of basic services due to more resources coming
1n.

3. More vendors in temporary stalls were accommodated in new project.

4. Improve the socio-economic life of the vendors

5. Market occupants updates their obligations to municipality (e.g. business


licenses, rentals)

6. More convenience on the part of the market goers.

J. RISK MANAGEMENT:

The success of implementing the project can be attributed to good


management and collaboration with partner stakeholders. Risk management of
project will occur if the government would not hear and give priority on the clamor of
market vendors and the public in general, and take action and/or solutions. Good
governance and transparency is deemed important for the benefits of the public and
conduct evaluation of project will also be taken into consideration to avoid
mismanagement in implementation of project.
