According  to WHO,  to­
bacco  smoking  and  second­
hand smoke can cause lung can­
cer, chronic obstructive pulmo­
nary  disease,  asthma  and  tu­
berculosis and tobacco smoke
in itself  is  a  very dangerous
form of air pollution.
On the  eve of this year’s
World  No  Tobacco  Day,  the
World Health Organization
(WHO) has asked the people
to  protect  their lungs  by not
only quitting tobacco smoking
but also saying no to second­
hand smoke.
It said that tobacco smok­
ing is the primary cause for lung
cancer,  responsible  for  over
two th irds o f  lu ng can cer
deaths globally.
It said that around 38% of
men  and 4%  of  women  are
smokers and in some countries,
as many  as 57%  of men  and
29% of women smoke.
It said  that  there is  huge
burden of tobacco use in Paki­

benefits and advantages of that sense of depriva-
tion has been taken by enemy India. Today, our
subject is Justice Qazi Faez Isa, Honourable Judge
of Supreme Court of Pakistan, who attained his
position purely on his ability and merit. He be-
longed to Pishin, a rural area of Baluchistan, his
father Qazi Muhammad Isa was a Pakistani poli-
tician and one of the prominent leaders of the
Pakistan Movement and a known activist along
with Qaid-e-Azam. He participated in the forma-
tion of the first Muslim political party in Paki-
stan, (Muslim league) Baluchistan before 1947.
He was from a sunni Hazara tribe of Sheikh Ali,
who migrated from Afghanistan Kandahar to dis-
trict Pishin, Baluchistan, Pakistan. His father
Qazi Jalal-ud-Din was Qazi of Kandahar. After
British interference they moved to Pishin. Qazi
Isa had studied at Sandyman High School and
Government High School in Quetta, and then
went on to England for higher education. “After
having been called to Bar in January 1939, he
re turn ed h ome a n d met Qua id e- e-Az a m
Mohammad Ali Jinnah in Bombay. He was so
impressed with his ideas and personality that
on his return to Baluchistan, he founded the All-
India Muslim League in his province.” He played
a key role in the Pakistan Movement and was
one of the trusted lieutenants of Muhammad Ali
Jinnah. He was the youngest member of the
Working Committee of the All- In dia Muslim
League and as President of the Baluchistan Pro-
vincial Muslim League, he quickly organized the
party throughout the province and played a key
role in the ‘Vote for Pakistan movement’ and in
the historical referendum of the then North-West
Frontier Province. Qazi Isa travelled more than
300,000 miles to campaign for the Pakistan Move-
ment between 1940 and 1947. He represented
Baluchistan in the 1940 Lahore Resolution com-
monly known as the Pakistan. His nephew, Ashraf
Jehangir Qazi, has been a Pakistani High Com-
missioner in India, Pakistan’s Permanent repre-
sentative in UNO and UN Secretary General Spe-
cial Representative in Iraq. Qazi Muhammad Isa
died on 19 June 1976. “Qazi Isa devotedly served
the Muslim League for 37 years.” Among his sur-
vivors are some notable Pakistani personalities.
One of them is his son Justice Qazi Faez Isa
who is a judge at the Supreme Court of Pakistan
and a nephew Ashraf Jehangir Qazi who has held
many prominent diplomatic positions in the ser-
vice of Pakistan. Qazi Muhammad Isa himself
also had served as Pakistan’s Ambassador to
Brazil from 1951 to 1953.
Justice Isa was called to the Bar of England
and Wales (Middle Temple, 1982) and enrolled
as an advocate of the Baluchistan High Court and
a s an ad vocate of the Supreme Court from
Baluchistan. He practiced law for over 27 years
before all the High Courts of Pakistan, the Fed-
eral Shariat Court and the Supreme Court of Pa-
kistan. He became a member of the Baluchistan
High Court Bar Association, Sindh High Court
Bar Association and Life Member of the Supreme
Court Bar Association of Pakistan. Before Jus-
tice Isa’s elevation to the High Court he was a
senior partner and head of litigation in one of
Pakistan’s leading law firms. He rendered his
services as amicus curiae when called upon by
the High Courts and Supreme Court of Pakistan
and had also conducted international arbitra-
tions. He also served on board of the largest bank
of Pakistan, of the Security and Exchange Com-
mission of Pakistan and of the Quaid-e-Azam
Mazaar Management Board. Prior to his eleva-
tion Justice Isa regularly wrote on the Constitu-
tion, Law, Islam and Environment and his articles
were published in Pakistan premier English news-
paper. He also co-authored the book: “Mass Me-
dia La ws an d Reg ulation s in Pa kista n” and
authored the Report: “Baluchistan: Case and De-
mand”. After the proclamation of emergency of
November 3, 2007, he elected not to appear be-
fore judges who had violated their oath. Subse-
quently, after the Supreme Court declared the
action of November 3, 2007 unconstitutional, all
the then judges of the High Court of Baluchistan
tendered their resignation, and on August 5, 2009
Justice Isa was directly elevated to the position
of Chief Justice of the High Court of Baluchistan.
At the time of his elevation Justice Isa was the
solitary judge in the High Court, he nominated
judges all of whom were confirmed and thus rees-
tablished the High Court of Baluchistan. He re-
opened the High Court at Sibi which had remained
closed for a number of years, and acquired land
for the construction of the High Court at Turbat
and approved the design of its building. He then
went on to upgrade all the courts in Baluchistan
focusing on facilitating access and providing fa-
cilities to the public. Justice Isa introduced a sys-
tem of transparent induction of officials and offic-
ers in the High Court after advertising such posts.  Fund returned.
During his tenure a large number of vacant judi-
cial posts in the subordinate judiciary were filled
after advertising them and each applicant had to
sit for a series of exams and acquire a minimum
pass mark before being invited for an interview.
Justice Qazi Faez Isa took oath as a Judge of the
Supreme Court of Pakistan on September 5, 2014.
He now lives at Islamabad with his family.
We feel regret to mention that unknown ele-
ments had always tried to malign the integrity of
Qazi Faez Isa. From time to time, various contro-
versial things brought to limelight like his appoint-
ment as Chief Justice, Baluchistan High Court
on August 5, 2009, was challenged by a suspicious
planner. Later, some members of the Punjab Bar
Council passed a resolution against Justice Qazi
Fiaz Isa demanding Supreme Judicial Council to
take action against him. When some reaction

cious elements withdraw their demands and reso-
lutions. Now a reference has been filed against
him for alleged foreign assets on the name of his
wife. We oppose the current move of the Govern-
ment against Justice Qazi Faez Isa and believe
that if any such action is taken against the Qazi
Faez Isa, the government may face severe resis-
tance in Baluchistan.

ISLAMABAD  (APP):  The
construction of  delayed­for­
decade Mohmand dam will be
completed  before  flood  sea­
son of 2024. Official sources
told APP  here  that  the  esti­
mated  cost  of  the  project  is
Rs291 billion  and Water and
Power Development Author­
ity would provide 67 per cent
financing while remaining 37
per cent would provide by the
government. The local people
had  already  transferred  land
for  the  project  and it  would
help  mitigate  flooding  in  the
area for ever but also generate
800 MW cheap hydel electric­
