Dear John:

Thank you for presenting STAR TREK IV and our needs to


the 5
United States Navy, and for your detailed report on their
concerns.
I find these concerns most understandable and stand ready
to
acconnndate them all. The only problem I have as both
the writer
and producer, is a lack of time to do specific rewrite
pages during
the inmediate weeks ahead. I am accumulating script
notes from
seven or eight principal sources and cannot begin the final
draft
until I have heard from all concerned parties. Therefore.
I am in
hopes that the following promised script changes,
pledged by me and
this studio, will suffice to prove to the Navy our
responsiveness to
their notes:

- l. Regarding the line on page 6l. “You're not


one of those
creeps from the military trying to teach whales
to plant mines ..."
the line will be changed to “You're not one of those
military types
are you. trying to teach whales to retrieve torpedoes?"

. Entry to the target building will not constitute


of Naval security. No fences will be cut. no a breach
guards overpowered.
Uhura and Chekov will instead by "beamed in“ to
within the center
of the room they wish to enter. utilizing the international

trademark of STAR TREK. Clearly. this use of STAR TREK
"magic" is
something both funny and unique. and obviously no
one else but our
show can do it.

confusion allows Uhura to hide and eventually slip away with


the
stored energy while Chekov, leading pursuit away from
her. is
apprehended.

. He keep the Chekov interrogation scene but design it so


that he makes a break to rejoin his ship. He is pursued
but not
fired upon. He see the pursuit ending in some spectacular
atteopt
by Chekov to dive from a height (the bow of a ship
or a dockside
crane) into the water. After such a dive Chekov will
be seen floating
injured in the water. A sailor or officer will leap
into the water
to rescue him and the injured man will be taken (as
written] to a
civilian hospital.

6. In the hospital rescue scene Shore Patrolmen are


indicated
on duty in the civilian hospital. This does not
matter to us as
a story point and we will change them to civilian police
or keep
them as is. depending upon the Navy's desire.

It will be several weeks before pages reflecting


these changes
will be forthcoming. so it is terribly important to
us to be able
to move forward in our planning as soon as possible.
I am sure that
you have reminded the Navy that I am a filnnaker who has kept his
promises to them in the past, and I hope these promises will
be
sufficient to allow us to plan our production schedule
ih the next
severe} weeks. Specifically. our needs have boiled down

Dear Bob,

with regard to our recent discussions about the


Paramount feature " STAR TREK Iv", I have had extended
conversations with Harve Bennett who is both the producer
and screenwriter for the film. As I had mentioned to you
and Chuck, Herve was amenable to making changes in the
script which could address the Navy objections to the
script as submitted. As a consequence he has made the
changes which will be incorporated in the final script.
His letter to me relatingthe changes contemplated is
enclosed as it is self explanatory.

If the changes proposed meet the objections and I


believe they will, we would like to proceed with the
location requirements at Long Beach and Alameda for
specifics . This would allow the Navy office of Inform-
ation west to judge the feasibility with respect to
actual locations , shooting schedule, etc. We realize
that final approval will be forthcoming only on receipt of
the page changes but by allowing the planning to proceed
valuable time will be utilized.

I will call you the week of January 7 to discuss


this project with you and chuck. At the same time I'll
givc Don a copy of Harve Bennett's letter .{Baruch is
on leave this week.)

Subj: REQUEST FOR PRODUCTION ASSISTANCE IN MOTION PICTURE


I"STAR TREK IV'l - ACTION MEMORANDUM

Per TAB A, Mr. John Horton has requested Navy production


assistance for the subject film. The script, TAB B, has been
reviewed and assistance is recommended contingent on changes
discussed with Paramount producer Harve Bennett.

The changes will require a different scenario for the


character LT Uhura to make her escape from the ship. We have
recommended a scenario which would not allow her to walk off the
ship during a nuclear reactor incursion alert. As written, her
escape would leave the audience with the impression that naval
security of nuclear reactors is lax.

Additionally, we would require that the interrogation of the


character LCDR Chekov he conducted by an FBI agent vice a naval
intelligence officer. As the character Chekov would be in
also
civilian custody in a situation like that protrayed, we have
scenes be
asked that the shore Patrol portrayed in the hospital
replaced by civilian policemen.

Dear Mr. Baruch,

I write to you with fond memories of a similar letter


I wrote you in the early 70's at which time your Department
approved filming aboard U.s.s. Ranger resulting in the
successful Movie of the Week, "FAMILY FLIGHT" which is still
being shown on television today. Many years have passed
and I have graduated to the big screen. But I feel like
I am coming home when I make the following formal request:

On behalf of Paramount Pictures and the makers of


STAR TREK we are requesting Department of Navy and Department
of Defense cooperation on the motion picture STAR TREK IV.
Specifically we are requesting permission to film aboard
U.S.S. Ranger in port San Diego for three days, February
25-28.

We are requesting assistance from the Ship to film


both interior and exterior sequences aboard Ranger and dock-
side. The specifics of the exact locations to be determined
at a later time.

We are also requesting Navy supplied Extras and the


assistance of the United States Marine Corps in providing
shipboard personnel for various sequences.

Under separate cover a final shooting script has been


directed to YOur office. From this script specific details
will he worked out with the appropriated designated commands.
