future actions, (this is what makes the main
difference between proposal and report).
Style: formal + impersonal (passive form).
Clear headings.
Personal opinions expressed in the last part/section.
It is possible to use bullet points.

Strategy

Pay attention to all of the questions expressed in the task. For

each of them, keep in mind that the test is not related to the
contents but to the usage of language, so don't waste time in
evaluating different possible ideas: just take the first that
comes up to your mind and start to put it down in words, than
make all the suitable adjustments according to the tips above.

This proposal is intended to highlight the current problems

with (eg. public transport) and give ideas for improving (eg.
the service for local residents).
 Current situations

As the council may be aware, there are issues with buses not
sticking to the published timetables and this causes problems
with the users.

Following a survey among bus users carried out in the town,

pensioners describe the situation as...

A number of cncerns with regard to the frequency of buses

were expressed by pensioners/young mothers.

Suggestions

It is suggested/recommended that...

A phone app shoud be created and made available to all public

transport users to help them understand when their bus will
arrive.

It would be an advantage to implement/ have a new/give the

customers the option to...

There should be:

 better bus shelter
 training for bus drivers to be more friendly
 increased access for wheelchair users

Final reccomendations
If these reccomendations are implemented, the correct
undesirable situations with public transport will definitely
improve / is bound to improve.
