COMELEC REMINDS ALL CANDIDATES AND PARTIES IN THE NLE 2019 TO FILE
THEIR SOCE
The Commission on Elections reminds all candidates and electoral parties who
participated in the 2019 National and Local Elections to file their Statements of
Contributions and Expenditures (SOCE) on or before June 13, 2019.
Pursuant to Republic Act No. 7166, all persons who filed a certificate of candidacy
(COC) and all electoral parties shall file a true and correct SOCE within thirty days from
Election Day. However, in view of the initial June 12, 2019 deadline for the 2019 NLE
falling on a holiday, the deadline has been extended to June 13, 2019.
Filing of SOCE is required even for candidates who (1) were not elected; (2) are self-
funded; (3) did not incur any expenses; (4) did not pursue or continue the campaign;
and (4) withdrew their candidacies unless the withdrawal was done prior to the start of
the Campaign Period.
Failure to submit SOCE may result to the imposition of administrative sanctions against
candidates and electoral parties.
Winning candidates may file their SOCE within six (6) months from the date of
proclamation. Prior to the submission of SOCE, they are prohibited from assuming
office as provided for in RA 7166. Late filing of SOCE may still be subject to
administrative penalty for late filing.
Three (3) hard copies and one (1) electronic copy, in Excel and in PDF format, of the
SOCE shall be filed in person before the COMELEC Campaign Finance Office in
Intramuros, Manila.
