A3 Scope of Railway
Group Standards
The overall scope of Railway Group Standards is set out in Appendix A of
GA/RT6001. The specific scope of this document is set out in Part B2.

A4 Responsibilities
Railway Group Standards are mandatory on all members of the Railway Group*
and apply to all relevant activities that fall into the scope of each individual’s
Railway Safety Case. If any of those activities are performed by a contractor, the
contractor’s obligation in respect of Railway Group Standards is determined by
the terms of the contract between the respective parties. Where a contractor is a
duty holder of a Railway Safety Case then Railway Group Standards apply
directly to the activities described in the Safety Case.

* The Railway Group comprises Railtrack PLC, Railway Safety, and the train and
station operators who hold railway safety cases for operation on or related to
infrastructure controlled by Railtrack PLC.

Railtrack PLC is known as Railtrack.

In issuing this document, Railway Safety makes no warranties, express or
implied, that compliance with all or any documents published by Railway Safety
is sufficient on its own to ensure safe systems of work or operation. Each user is
reminded of its own responsibilities to ensure health and safety at work and its
individual duties under health and safety legislation.

B1 Purpose
This document sets out the requirements necessary to ensure that a process is
in place to issue employees with the correct modules of GE/RT8000 Rule Book
(Rule Book).

B2 Application of this
document
B2.1 To whom the requirements apply
This document contains requirements that are applicable to Railway Safety and
duty holders of the following categories of Railway Safety Case:
a) infrastructure controller

b) station operator

c) train operator.

Under the Railways (Safety Case) Regulations 2000, the duty holder at a station
(as defined in those Regulations) is responsible for ensuring that the
requirements of Railway Group Standards are complied with. At a station,
contractual arrangements (including a lease) do not of themselves relieve the
duty holder of his obligations under those Regulations.

B2.2 Compliance requirements


B2.2.1 Infrastructure
The requirements of B3.1 and B3.2 shall be complied with by 30 June 2003.
Full compliance shall be achieved by 6 December 2003.

B2.2.2 Stations
The requirements of B3.1 and B3.2 shall be complied with by 30 June 2003.
Full compliance shall be achieved by 6 December 2003.

B2.2.3 Trains
The requirements of B3.1 and B3.2 shall be complied with by 30 June 2003.
Full compliance shall be achieved by 6 December 2003.

B2.2.4 Railway Safety


The requirements of B3.1 and B3.2 shall be complied with by 30 June 2003.
Full compliance shall be achieved by 6 December 2003.

B2.2.5 General compliance requirements


The interim compliance date by which the requirements of B3.1 and B3.2 shall
be achieved is to allow for the subsequent ordering, supply, distribution and
briefing to individuals of required new Rule Book modules prior to its
implementation on 6 December 2003.

After the compliance date, or after the date by which full compliance is achieved
(if earlier), Railway Group members shall not deviate from the requirements set
out in this document.

Where it is considered not practicable, or not reasonably practicable, to comply


with the requirements set out in this document, authorisation not to comply shall
be sought in accordance with GA/RT6001, GA/RT6004 or GA/RT6006.

B3 Requirements of this
document
B3.1 Identification of activities
Railway Group members shall have processes in place to identify and document
all activities, which fall within the scope of their Railway Safety Case that may be
carried out by each employee in the course of their employment. Consideration

shall be given to all aspects of an employee’s job, including emergency response


and on-call activities.

B3.2 Module identification


Railway Group members shall have processes in place to identify and document
the Rule Book modules required for the duties of each employee.

Module identification shall be based on the activities identified in accordance


with clause B3.1 above using Appendices A and B of this document:

B3.3 Initial issue of modules
Railway Group members shall ensure that all employees are briefed and issued
with the correct Rule Book modules in compliance with clause B2.2.
Railway Group members shall have processes in place to ensure that as of 6
December 2003 employees do not use GO/RT3000 The Master Rule Book and
the associated Personalised Rule Book series. These documents will be
superseded by GE/RT8000 Rule Book on that date.
B3.4 Update and review
Railway Group Members shall review the needs of each individual in respect of
Rule Book modules at intervals not greater than 12 months, and re-issue
modules as necessary with consideration given to:

a) changes in technology

b) changes to the tasks carried out by individuals

c) the latest issue of modules.

Railway Group members shall review the needs of each individual in respect of
Rule Book modules whenever it is identified that a post holder has not previously
been supplied with the correct modules.

When an updated Rule Book module is issued Railway Group members shall
ensure that all staff who received the old version are issued with the new
replacement module.

B3.5 Document control


Railway Group members shall issue Rule Book modules to their staff on a
controlled basis, ensuring that their employees hold complete and up to date
versions of modules.

B3.6 Retention of records


Railway Group Members shall maintain records of the Rule Book modules
(including issue number and date) issued to each of their staff. Additionally
Railway Group members shall retain evidence of controlled distribution of the
modules to each member of staff.

B3.7 Contractors of Railway Group members


Railway Group members shall have processes in place to ensure that their
contractors comply with this document.
