RIGHT TO EDUCATION
1. The Act sets minimum norms and standards with regard to location
and quality of schools and in Section 19 - lays down that no school
shall be established, or recognized unless it fulfils the norms and
standards specified in the schedule.
2. One of the key standards is in relation to access to “all weather
buildings”; in “areas with difficult terrain, risk of landslides,
floods, lack of roads and in general, danger for young children
in the approach…the State Government / Local Authority shall
locate the school in such a manner as to avoid such dangers”.
3. The Act lays down the formation of the School Management
Committee for planning of infrastructure and other requirements with
respect to operational functioning of schools .
4. The School Development Plan, as laid out by the Act, spells out
the physical requirements of additional infrastructure and
equipments to meet the norms spelt out in the schedule (in
relation to all weather buildings. The Model (RTE) Rules provide
detailed guidance on the implementation of the Act.
SARVA SHIKSHA ABHIYAN (SSA)

1. Under SSA, School Management Committees


(SMCs) can avail training on all aspects of safety and
security of children in schools.
2. Under the scheme ,school buildings to incorporate
safety features for resistance against hazards
3. The Dept. has issued guidelines for safety and
security of children in the schools in 2014
4. The guidelines issued on Food Safety and Hygiene
for School Level Kitchen under the Mid Day Meal
scheme stress on the safety aspects of procurement,
storage and preparation of food items.

SCHOOL SAFETY
1. The State Governments and affiliating boards for schools
responsible to ensure that schools provide a safe and child
friendly environment.
2. The Ministry has reinforced ( 2004) to all States and Union
Territories (UTs) directing the following:
1. School buildings should be free from inflammable and toxic
materials
2. Provision for adequate emergency exits
3. Provision for adequate supply of water and sand for fire
fighting purposes.
3. Ministry’s guidelines issued on 9th October, 2014 - school buildings
should be resistant to earthquakes, fire, safe from floods and
other calamities.

Central Board of Secondary Education (CBSE) – Circulation of
detailed guidelines to its affiliated schools for safety of students in
schools and prevention of accidents relating to school children:

 Rule 8.5 of the Affiliation Bye laws prescribes that “the School
should scrupulously observe prescription from the Municipal
Authority/District Collectorate/Transport Department regarding
drinking water, fire safety and transport precautions in the
school.
 A certificate from the Municipal/Fire/Transport Authority
regarding sanitary conditions, water/fire/transport safety should
be submitted along with the application.
 A fresh certificate regarding fulfilment of these requirements
should be obtained and submitted to the Board every five years.
MAINSTREAMING DRR IN
SCHOOL EDUCATION
• National Council of Educational Research and Training
(NCERT) – content incorporated related to DM in the
Social Science and Science textbooks for classes VI to
XII
• Disaster Management - introduced as a subject in
classes VIII-X as a part of Social Sciences syllabus of
the Central Board of Secondary Education (CBSE) and
as a part of Geography and Sociology in class XI.
• CBSE has also brought out textbooks on the topics of
disaster management for each of the classes VIII, IX, X
and XI.
• The CBSE syllabi is being extended to all Schools
through their Secondary Education Boards.
IMPLEMENTATION OF
THE SCHOOL SAFETY GUIDELINES

• The Dept. has issued instructions to all


States/UTs as well as to KVS , NVS and CBSE
affiliated schools with respect to the necessary
actions to be taken for ensuring compliance
towards timely implementation of the guidelines
• Joint Monitoring Committee has been
constituted to monitor implementation of the
guidelines
• A three tier monitoring mechanism laid down
with regular feed back from the State every
quarter.
