    You say, 
       $ is muḍāf.

    No it is not muḍāf.

    
    
     $ is a naʿt of   $, so it is manʿūt.

    And   $ is muḍāf ilayhi.

    The verb 
      does not mean to whisper.

    It means to withdraw, to slink.

    When Allāh's name is mentioned he withdraws.
