RE-ORGANIZING THE HUMAN RIGHTS ACTION CENTER (HRAC) AND

CREATION OF HUMAN RIGHTS ACTION TEAM (HRAcT) OF THE MUNICIPALITY
OF BAMBAN, PROVINCE OF TARLAC

WHEREAS, Article II, Section 11 of the 1987 Constitution of the Republic of the Philippines,
provides that the state values the dignity of every human person and guarantees full respect for
human rights;

WHEREAS, the Department of Interior and Local Government (DILG) and Commission on
Human Rights Joint Memorandum Circular No. 1 Series of 2014 with subject “Mainstreaming
Human Rights through Rule of Law and Access to Justice at the level of Provinces, Cities,
Municipalities and Barangays” mandates the establishment of Human Rights Action Center
(HRACs) in every province, city, and municipal LGU;

WHEREAS, the Municipality of Bamban , Tarlac recognizes the need for a Human Rights Action
Center that will ensure the performance of its duties to respect, protect and fulfill human rights
within jurisdiction;

NOW, THEREFORE, I, JOSE ANTONIO T. FELICIANO, Municipal Mayor of Bamban,

Tarlac, by virtue of the powers vested in me by law, do hereby order the reorganization of Human
Rights Action Center (HRAC) and the creation of Human Rights Action Team (HRAcT) in the
Municipality of Bamban, with the following composition and functions:

Section 1. ESTABILISHMENT OF HUMAN RIGHTS ACTION CENTER (HRAC) – The

Human Rights Action Center is hereby reorganized to act on human rights matters, including
human rights promotion and complaints of human rights violations.

Section 2. CREATION OF HUMAN RIGHTS ACTION TEAM (HRAcT) – the Human

Rights Action Team is hereby reorganized to ensure that the Municipal Government of Bamban,
Tarlac operates in a human rights-based manner.

Section 3. COMPOSITION OF HRAcT- The Human Rights Action Team (HRAcT) of the
Municipality of Bamban, Tarlac shall be composed of the following:

Section 4. DUTIES AND RESPONSIBILITIES OF MUNICIPAL HUMAN RIGHTS

ACTION TEAM (MHRAcT)

a. Provides technical inputs on human rights to the Municipal Human Rights Committee;
b. Consolidates Semestral Human Rights Situationer Reports and have it published in the
Municipal website, newsletter and bulletin board.
c. Assist the BHRAcTs in referral of complaints of human rights violations to CHR
Regional Offices and other appropriate agencies and monitors their status thereof; and
d. Conducts of human rights advocacy, information and education activities.

Section 5. The Secretariat shall be composed of representative from the office of the Mayor,
Municipal Planning and Development Office and Municipal Social Welfare and Development
Office.

Section 6. DUTIES AND RESPONSIBILITIES OF SECRETARIAT.

a. Receives, consolidates and prepares Annual Human Rights Situationer/Report

submitted by the BHRAcTs;
b. Prepares minutes of the meeting;
c. Assist in coordinating Human Rights matters with concerned agencies;
d. Establish and maintain database of Human Rights Reports;
e. Maintain and update a directory of HRAcTs within its jurisdiction;
f. Facilitates the Administrative concerns of the HRAcTs; and
g. Prepare updates of the complaints, received and referred by BHRAcTs.

Section 7. EFFECTIVITY, this order shall be effective immediately.
