BARANGAY MAINIT DISASTER RISK REDUCTION MANAGEMENT PLAN EXECUTIVE SUMMARY

A disaster risk management is the systematic process of using administrative directives, organisations and operational skills and capacities to implement strategies, policies
and improved coping capacities in order to lessen the adverse impacts of hazards and the possibility of disaster. (www.unisdr.org/eng/library/lib-terminology-eng.htm).

Barangay Disaster Risk Reduction and Management Plan of Barangay Mainit was carefully crafted to ensure that it remains true to the essence of the National Disaster Risk
Reduction and Management Framework and the National Disaster Risk Reduction and Management Plan and is consistent with the salient provisions of Republic Act
10121 otherwise known as the Philippine Disaster Risk Reduction and Management Act of 2010.

The BDRRMP details how it shall carryout its mission of providing support to the national government to achieve the overall goal of “Safer, adaptive and disaster resilient
Filipino communities towards sustainable development.”

The goals set in the four distinct yet mutually reinforcing thematic areas (Disaster Prevention and Mitigation, Disaster Preparedness, Disaster Response, and Disaster
Rehabilitation and Recovery) are exepected to be achieved by the year 2016 through fifteen (15) objectives, twenty-three (23) outcomes, fifty-seven (57) outputs and
one hundred three (103) activities.

The Barangay plan carefully considers issues which cuts across the four disaster risk reduction and management aspects. These issues include gender sensitivity, rights-based
approach, multi-sectoral engagement and mental healthand psychosocial services. Likewise, the document attempts to address issues which are unique to the Barangay
like transport related disasters and communication deficiencies.

Honorable Rene L. Montaron, Punong Barangay and the BDRRM Committee are identified in the Barangay plan to ensure the effective implementation of the BDRRMP. As
detailed in the National DRRMP, the Punong Barangay leads at the barangay level shall likewise have the following duties and responsibilities: 1) Takes the lead in
initiating the implementation of the activities; 2) Coordinates and collaborates with the different implementing partners to ensure that the activities are operationalized ;
3) Monitors the progress of the activities; 4) Evaluates the implementation development and program efficiency and 5) Consolidates reports from the implementing
partners and submits to the respective vice-chairperson of the DRRM priority area.

On the other hand, the implementing partners are expected to perform the following functions: 1) Perform the activities to achieve the specific outcomes; 2) Work with other
implementing partners within the context of coordination, collaboration and partnership; and 3) Submit reports to agency leads.

The MDRRMO is tasked to conduct periodic assessment and performance monitoring of BDRRMC member agencies. Likewise, the MDRRMO is required to ensure that the
physical framework, social, economic and environmental plans of Barangay are consistent with the Municipal DRRM plan which is reflective of the NDRRMP.

Monitoring and evaluation will be led by the MDRRMO & MLGOO, in coordination with council members. The process will focus on relevance, effectiveness, efficiency,
impact and sustainability.

RISK PROFILE

A. Natural and Geographic Conditions

Barangay Mainit was one of the barangays in the Municipality of Boac composed of agricultural area that was a primary source of living of most of the residents. Most of the
people engage in farming which support their children in studying and become professionals. Otherwise some of the residents have their own jobs and business and some are
professionals.

Most of the areas was use for agricultural purposes.

Barangay Mainit has aggregate land area of 459 hectares or 4.59 square kilometers. It consists of 7 Puroks with total the population of 980.

Topography

Barangay Mainit is characterized by varied landforms consisting of lowland areas and upland areas of moderate rolling and undulating plains and hills and
mountains. It is one of the rural areas in the province.

A. Climate Characteristics

Barangay Mainit as part of Marinduque is categorized on the Type III climate having rainfall more or less evenly distributed throughout the year with no clear
boundary between dry and wet seasons. The annual mean, maximum, and minimum temperatures were calculated at 27.0 °C (80.6 °F), 32.9 °C (91.2 °F) and 22.3 °C
(72.1 °F) respectively. Humidity average is 78% year-round with an average annual rainfall totaling 2,034.6 millimeters (80.10 in).

Floods overflow in most of the areas of the barangay during rainy seasons and typhoons. And during that time agricultural products in the area defaced.

B. Social and Economic Condition

Barangay Mainit is an agricultural area that’s why people relies mostly in farming. The people mostly plant rice, banana, rootcrops and vegetables as the major sources of
income for their families. Coconut are also one of the products in the barangay. It has no existing Flea Market or Talipapa. People transport their agricultural products to
the town proper and sell them for their needs.

Barangay Mainit just like the other barangay in the province has its own tourist destination. It has a natural “Hot spring” that can be found in Purok V and Purok I. This
spring was very useful for the people specially when there is typhoon and the pipelines of the water source are broken. The residents use this for drinking and also its a
great help in farming as source of irrigation in most of the ricefields in the community.

C. Inter-Town Connectivity

Barangay Mainit is approximately twelve (12) km. from the town proper. It can be done by the use of land transportation such as jeep, tricycle, motorcycle and other private
vehicle.

Hydro-meteorological Hazards

Flooding, strong winds and landslides brought by typhoons have been the main hazard that affects MIMAROPA. Changing wind patterns and Climate Change have
made the province of Marinduque more vulnerable to the effects of typhoon are the primary hazards in the barangay. Typhoon Glenda and the latest Typhoon Ruby affects the
barangay. Lots of houses and agricultural products and lands had been damaged.

Geological Hazards

In Marinduque, Barangay Mainit is one of the members of Central Marinduque Fault and the reason why it is prone to earthquake.

D. Challenges

The geographical spread of provinces comprising the region presents unique challenges in disaster risk reduction and management program implementation. Resource
prepositioning will always be required to ensure adequate response in the immediate aftermath of any emergency.

Communications facilities should also be improved for better coordination in time of calamities. Emergency situations in some instances, were not reported on time. Likewise,
local capacity in end-to-end early warning system are needed to ensure communities appreciation and understanding of the information contained in warning advisories.
Institutionalizing community based flood early warning systems would allow vulnerable communities to identify and implement specific courses of action for each level of
warning.

F. VISION AND MISSION OF THE BARANGAY ON DISASTER

VISION– Center of good Disaster Risk Reduction Management along the Municipality and the province

MISSION– To administer comprehensive disaster risk plan for the sake of the community by providing leadership in the continuous development and strategic and
systematic approaches as well as measures to reduce the vulnerabilities and risks to hazards and manage the consequences of disaster.

ROLE AND FUNCTION OF BDRRMC–To help and support one another and every family in the vulnerable areas in the barangay in times of disaster and different
calamities.

EVACUATION TEAM- Help to transport the evacuees in safer areas and help provide the basic needs of the people in the evacuation center.

RELIEF TEAM- To provide the basic necessity of the people specially the evacuees who are in badly needs.

SECURITY TEAM, BRGY BPATS- To coordinate with the barangay officials for the safety of the people in vulnerable areas in time of calamity/ies.

FIRE TEAM- to ensure safety in the evacuation center against fire and other emergencies

MEDICAL TEAM/BHW- to provide medical assistance in every family in the evacuation area

Part II: Barangay Disaster Risk Reduction and Management Plan

Consistent with the essence of the National Disaster Risk Reduction and Management Plan, National DRRM Framework, and the Municipal Disaster Risk Reduction and
Management Plan revolves around four distinct yet mutually reinforcing thematic areas, namely:

(a) Disaster Prevention and Mitigation

Disaster Prevention – the outright avoidance of adverse impacts of hazards and related disasters. It expresses the concept and intention to completely avoid potential adverse
impacts through action taken in advance such as construction of dams or embankments that eliminate flood risks, land-use regulations that do not permit any settlement in
high-risk zones and seismic engineering designs that ensure the survival and function of a critical building in any likely earthquake.

Disaster Mitigation – the way to lessen or limit the adverse impacts of hazards and related disasters. Mitigation measures encompass engineering techniques and hazard-
resilient construction as well as improved environmental policies and public awareness.

(b) Disaster Preparedness - the knowledge and capacities developed by governments, professional response and recovery organizations, communities and individuals to
effectively anticipate, respond to, and recover from the impacts of likely, imminent or current hazard events or conditions. Preparedness action is carried out within the context
of DRRM and aims to build the capacities needed to efficiently manage all types of emergencies and achieve orderly transitions from response to sustained recovery.
Preparedness is based on a sound analysis of DRR and good linkages with early warning systems and includes such activities as contingency planning, stockpiling of
equipment and supplies, the development of arrangements for coordination, evacuation and public information and associated training and field exercises. These must be
supported by formal, institutional, legal and budgetary capacities.

(c) Disaster Response - the provision of emergency services and public assistance during or immediately after a disaster in order to save lives, reduce negative health impacts,
ensure public safety and meet the basic subsistence needs of the people affected. Disaster response is predominantly focused on immediate and short-term needs and is
sometimes called “disaster relief.”

(d) Disaster Rehabilitation and Recovery

Rehabilitation – measures that ensure the ability of affected communities and/or areas to restore their normal level of functioning by rebuilding livelihood and damaged
infrastructure and increasing the communities’ organizational capacity
Post Disaster Recovery – the restoration and improvement where appropriate, of facilities, livelihood and living conditions of disaster-affected communities, including efforts
to reduce disaster risk factors, in accordance with the principle of “build back better”.

With the end view of supporting the country’s overall goal of “Safer, adaptive and disaster resilient Filipino communities towards sustainable development”, each thematic
area has its own goal.
