1. About JDS Scholarship

2. System of JDS Mongolia.


The framework of the JDS Project under the “New System” was made applicable to Mongolia in 2008 and was revised in 2012 and
2016. The new approach gives its importance on "selection and concentration" on the target priority issues to enhance effectiveness
and efficiency of the program. A single program (One phase) is designed to accept four batches of Fellows (Fellows in each fiscal year
constitute one batch). This year’s application is for the second batch in phase 3.

3. Applicant Eligibility
Nationality Citizens of Mongolia.

Age Between 25 and 39 as of April 1st, 2018


(Born on/after April 2nd, 1978 and born on/before April 1st, 1993)

・ Possess a bachelor degree from universities authorized by the Government of Mongolia or other
Academic countries.
Background ・ CP1-2-2 Graduate School of Law, Kyushu University:
Those who obtained bachelor degree in the field of law is preferable.

Work ・ Currently employed by Government of Mongolia with permanent status.
Experience ・ Have at least 2 (two) years of work experience as Gevernment Employee, particularly in work
relevant to the selected component, at the time of application.

TOEFL iBT 6 (ITP 500) / IELTS 5.5 or higher is preferable (not required).

Health Condition In good mental and physical health

A person who falls under the following category is NOT eligible to apply

Ineligibility ・ Has been awarded or scheduled to receive other scholarship.


・ Has obtained a master’s degree in a foreign country under any kind of scholarship.
・ Military personnel registered on the active list or person on alternative military service.

・ Successful Candidates are required to submit a pledge on the conditions deemed necessary as
scholarship participants under the JDS Project.
・ Candidates who attend the final selection are required to submit a letter of Check Form from belonging
organization that assures of reinstatement of the candidates to the former position upon returning to
Mongolia.
Others
・ Candidates who can not take all the chackup items at the health check-up of JDS selection will be
disqualified.
・ JDS Fellows are obliged to return and work within Mongolia at least two years in order to make a
contribution to the development of Mongolia through their work in their belonging organizations,
complying with the Pledge.

4. JDS Operating Committee (OC)


JDS Operating Committee (OC) is the decision-making committee of JDS Project. It consists of both members of Mongolian and Japanese
governments. The OC not only sets the framework and selection policies but also evaluates candidates in final selection phase.

Sports (MECSS). Under a contract with MECSS, JICE also supports JDS Fellows studying in Japan.

The health checkup will be arranged at a designated hospital in Ulaanbaatar

Late Feb, 2018 2nd Selection Technical Interview: Faculty members of the Japanese Universities will visit to
Ulaanbaatar to conduct their interview exams.

Early Mar, 2018 3rd Selection Comprehensive Interview: The Operating Committee members will conduct their
interview exams. “Check Form” will be required2

Mar, 2018 Approval by the OC Successful candidates will be approved and notified.

Mar - Apr, 2018 Application Procedure JICE will support candidates' application for each university

 A result of each selection will be announced only to successful candidates by JICE JDS Project Office.
 In principle, reasons of the selection-results will not be disclosed.

1 Applicants for Kyushu University are exempted from the Math test.
2 Candidates will be required to submit a “Check Form” before undergoing the final interview. The letter form will be provided to the
candidates who have passed the 2nd selection. At this selection stage, those candidates are close to reaching an acceptable level once
they pass the final selection. Therefore, “Check Form” is a kind of preliminary confirmation-letter to confirm if their workplace can release
the candidates from their work duties keeping their positions in the workplaces while they study in japan for two years.

II. How to Succeed in Application


1. Application Documents
All applicants are required to submit necessary documents upon application. Please follow instructions below.

1) Application Documents
Application Form (AF) and other designated forms can be downloaded at JDS website: http://jds-scholarship.org/.

Download password will be required. First, fill out a password request form in the JDS website.
Then, JICE JDS Project Office will send the password to you by E-mail.
2) Precautions
 Three (3)sets of Application Documents are required. (One original and two copies.)
 All documents written in other language than English need official English translation. (Self-translation is not acceptable.)
 Use only A4 size paper for all copy sets..
 Do not staple the documents. Put a paperclip on them instead.
 Submit a “Letter of Explanation” in case where wrong information (e.g. wrong spelling of name, birthday, etc.) is contained in
official documents due to administrative errors.
 Make your own extra copy of the Application Documents before submission.

As mentioned above, 3 sets of Application Documents are required. Set 1 and Set 2 and Set 3
Arrange those sets, following a manner of arrangement below.

・ Application will be disqualified in case false statements and/or plagiarism is found.

2. Tips on Application and Selection (Reference)


The better you prepare for the Application Documents, the more chances to pass the selection you have. Here are some tips on the
preparation of Application Form (AF) and Research Plan (RP).

About the selection and criteria


As shown in the chart above, you are advised to collect detailed information about JDS, Japan
and the universities through literature survey and so on before challenging the JDS. Also, it For Mongolia Nation
is important to know in advance about its selection and evaluation criteria (P5) and prepare
your AF and RP with a view to winning the selection.

(1) Understanding JDS
Objectives and framework
The objectives of JDS” are written in P2. “Sub-Program ad Component (SP/CP)” and
“Priority Organizations (PO)” are shown in P14. Most importantly, you have to note the Development Policies
reasons why JDS is provided to the government sector, why SP/CP and TO are set in the
JDS framework. The answers to those questions will be an important basis in making
preparation for AF and RP.

the Government of Mongolia (National Strategy of Development Plan (NSDP), etc). First, read

of development issues are assumed and what kind of research are expected under JDS. Then,

As shown in “JDS framework (P14)”, the relevant Japanese universities (courses) are
designated under the each CP. Those universities are selected to offer you with sufficient

(5) Career plan


As you can see it in Application Form (AF), you will be required to fill in [Question 5] your
responsibility of your work, [Q6] Research plan and [Q7] future contribution. Those questions
are very coherent in the sense that each question asks [who you are / what you are doing now],
[what you want to do in Japan] and [what you can / want to do after your study]. So, those
questions ask how you relate your career and the study in the context of the development of
your country. This is a clear tip to answer to those questions in AF.
 Question 5, 6, and 7 in the AF are NOT separate questions. They are very coherent.

About "Responsibilities of Your Work" (Q5 in AF)


Due to lack of understanding of the connections among [Q5], [Q6] and [Q7], some people do nothing
but list up their daily work. As mentioned above, it is important to show your current (or previous)
work in the context of the development issues in order to bridge your answers to the next questions
(Research Plan and career plan after study). - Current work

 Q5 just asks your current and previous work. But, based on your answers in this Q5, the - After study
interviewers (The university and OC) try to guess if you can use acquired knowledge in your
work after you return from Japan. Therefore, Q6 and Q7 are two sides of the same coin.

About Research Plan (Q6 in AF)


The details about how to write a Research Plan (RP) is explained in P10. Based on the explanation above, keep in mind that the RP is
considered as an extension of your work [Q5], which will also lead to your career plan after your study in Japan [Q7].

About contribution after study in Japan (Q7 in AF)


Considering the objectives of JDS, this is a very important factor throughout the selection process. Every year, some applicants provide
answers such as “I will share my knowledge”, “I will teach at educational institutions” and so on. Those are, of course, important. But, if
you are a JDS interviewer, would you be attracted by such answers?

 It is important to layout your future career plan (after your study in Japan) in relation to the needs of your country and organization ,
which also will be a solid and good reasoning to study in Japan.

3. Guidelines for Writing a Research Plan


(1) Guidelines for writing a research plan

(2) Outline of the research plan (Example)


Title Describe the nature of your proposed research clearly. Avoid making it too short or redundant.
Background Position your research theme here to state a significance of your research in the research areas.
The literature review is not a part to merely describe preceding studies but to sort out what
researches have done, what have been found and what are unknown in your research field. Also
Literature Review consider relevance with development issues and your organization. List the preceding studies in
a reference section at the end of your research plan.

Introduction Shape and clarify what you want to achieve by your research. It is recommended to think about
research purposes at a higher level not in your daily duties. The research itself is not a purpose.
Purpose and Your research is supposed to contribute to the development of your country and institutional

 Expected learning/findings from your research.
Expected Results  Describe your future plan on how to utilize your research outcome to solve the issues
Conclusion Significance mentioned in the first part after return home.
 Describe how your research outcome will contribute to the development of the country and the
institutional development of your organization.
Bibliography Include all the resources which are used in the writing of the research plan.

(3) Warnings about “Plagiarism”

“Plagiarism” is a serious offense in the academic field. Plagiarism means using other person’s
ideas and words without explicitly acknowledging the source of that information.

University students including JDS applicants and Fellows are members of the academic. , and must not
commit plagiarism in making a research plan and thesis. Otherwise, you may be disqualified from the

selection, or even be discharged from the university, once the plagiarism is found in your research plan, or
academic work at the university.

Such cases are deemed as plagiarism:


 Copying from books or articles written by other authors without permission
 Copying from an internet source without referring to the attribution text or information
 Misrepresentation of someone’s work as one’s original
To avoid plagiarism, you must cite sources and give credit whenever you use:

No. Every JDS Fellow MUST return to their country by the

investors and diversifying the ways to collect capitals for enterprises are needed as close attentions are paid
on the stability in the finance system.

The targeted issues to effectively use the excess revenues from minerals for the sustainable development
of Mongolia are: maintenance of robust fiscal regulations; sustainable national development policies which
are hard to be influenced by political changes; reinforcement of healthy fiscal management and financial
functions; a lack of technocrat for reinforcement of legislation. JDS Project is expected to improve the
capability of working-level officials who can cooperate with ongoing JICA projects and generate synergy
effects.

While the economy of Mongolia is drastically developing, the profit generated by economic development
does not reach all the citizens in Mongolia and the poverty ratio and economic disparities still remain high.
Because the quality and access of basic social services, such as social security need improvements, the poor
cannot receive the adequate service. In order to reduce the poverty and disparities in the society by the use
of expected revenues of the mining sector, it is necessary to improve the said issues in the society.

Furthermore, the population and industry of Mongolia are overly concentrated into the city of Ulaanbaatar,
and the economic disparity has become large. Yet, analyzing factors to solve the disparity and identifying
issues to be developed have not been done sufficiently, and the human resources who are engaged in regional

and about 40% of the population in Mongolia lives in Ulaanbaatar. As the population drastically increases,

By taking into consideration of these situations, JICA has provided supports from both the improvement

2. JDS モンゴルの仕組み
JDS は、モンゴルの発展において重要とされる課題(重点分野)を設定し、さらに課題を細分化したコンポーネント、コンポーネ

ント毎の対象大学を設定しています。応募者は、自身の専門や関心に沿ったコンポーネントを 1 つ選択し、応募することができま

す。民間・日本語コースは 2016 年度選考から新設されたコースで、産業構造の多角化と雇用創出に向けて、民間部門の競争力を

強化し、中小企業を育成することで継続的なモンゴルの発展につながることを目的としています。

国籍 モンゴル国籍

2018 年 4 月 1 日時点で 25 歳以上 40 歳未満


年齢
(1978 年 4 月 2 日以降、1993 年 4 月 1 日以前に生まれた者)

学歴 モンゴル政府または他国政府によって認可を受けた大学で学士号を取得していること

以下のいずれかに該当する者
①モンゴル・日本人材開発センターのビジネスコースの修了者が在籍する企業に在籍する正社員

②JICA「中小企業育成・環境保全ツーステップローン事業(フェーズ 1 及びフェーズ 2)」の融資を受け


たことがある企業及び融資業務に携わる民間銀行に在籍する正社員

③モンゴル国営企業に在籍する正社員

④日系企業に在籍する正社員
⑤上記以外の企業に在籍する正社員。但し、その場合は日本の国費留学生として日本の大学(経済、経営

(1) JDS についての理解
目的とフレームワーク
モンゴルの開発
JDS の目的は、P2.、フレームワークについては P13 に記載されているので、参照してくだ
さい。それらが設定された背景を理解し、自分なりの回答を用意して応募用紙に反映させる
ことが重要となります。 開発方針

 JDS はモンゴルの人材育成をサポートするためのプログラムである。
 民間枠は、産業構造の多角化と雇用創出に向けて、民間部門の競争力を強化し、中小
優秀な人材
企業を育成することを目的として設置された。
 サブプログラム/コンポーネントは、モンゴル政府の開発計画及び日本政府の対モンゴ
ル開発協力方針に基づいて設置されている。

の対モンゴル開発協力方針に基づいて設置されています。まずは、サブプログラムとコン モンゴルの開発計画
ポーネントの設置背景を読んでよく理解し、自身がどのような開発課題をどのように改善 日本の対モンゴル開発協力方針
するために研究するのか考えてください。次に、開発課題に関して情報収集を行い、現在の
開発課題に対する取り組み・成果についての理解を深めましょう。これらの準備は、研究計
画に必要なだけでなく、後続選考の面接においても非常に重要となります。 JDS

(4) 研究計画

のキャリアプランについて記載する必要があります。これらの設問は、応募者の人柄、現在何
をしてどのような成果を上げているのか、日本で何がしたいのか、修士号取得後、どのように
国に貢献できるのかを問うためのものです。応募者のキャリアと研究がいかにモンゴルの開発
課題に関連しているか、関連付けて分かりやすく説明することが重要です。

 応募用紙の設問 5~7 は個別設問ではなく、それぞれが関連していることを念頭に記


載すること。

職務内容について (応募用紙設問 5)
設問 5,6,7 の関連性を理解せずに、設問 5 に日々の業務を羅列する応募者が散見されます。次の設
問につなげるため、開発課題との関連を踏まえたうえで職務内容を記載することが重要です。

 設問 5 は応募者の職務内容を問う質問だが、面接者はこの設問の回答を読んで、日本で修士 - 職務経歴

(3) 剽窃(ひょうせつ)に関する注意事項

剽窃は重大な違反です。剽窃とは、他者の考えや文章を正しく引用することなく使用することです。

(2)背景と必要性(当該国の開発政策における本事業の位置づけ)
モンゴルの経済成長の牽引役である鉱業部門は雇用吸収力が低く、伝統的基幹産業の農牧業以外には、カシ
ミア産業などの一部を除き、雇用を吸収する他の産業が成長していない。また、今後、労働市場に参入する若年
層の増加が見込まれており、若年層を中心とする失業問題が深刻化する恐れがあり、社会の安定の観点からも
雇用対策は重要な課題の一つである。そのため、産業構造の多角化を見据え、投資窓口の整備、中小・零細企業
や専門人材の育成を通じ、雇用創出を支援していく必要がある。
併せて、モンゴルにおける地方産業の多角化を考える上で、農牧関連産業(食肉、カシミア、サジー等の輸
出、野菜の輸入代替)は最も成長のポテンシャルのある産業の一つであり、農牧業経営支援の重要性も高い。
(3)我が国及び JICA の援助方針とその実績(これまでの JDS 留学生の成果含む)
我が国政府の「対モンゴル国 国別援助方針」 (2012 年)では、重点分野「全ての人々が恩恵を受ける成長の
実現に向けた支援」の開発課題の一つとして「産業構造の多角化を見据えた中小・零細企業を中心とする雇用
創出」を定め、投資窓口の整備、中小・零細企業や専門人材の育成を通じ、雇用創出を支援していくとしてい
る。若年層の雇用問題への対応としては、留学生支援のほか、教育・研究環境の整備等の協力についても検討
し、最大の雇用創出が期待出来る農牧業部門では、持続可能な農牧業経営の普及を通じ、農牧民の収入機会の
確保及び生計向上を支援するとしている。
同援助方針に基づき、JICA はこれらの課題を解決するため、これまで技術協力プロジェクト「モンゴル・日
本人材開発センタープロジェクト」 、円借款「中小企業育成・環境保全ツーステップローン」 、技術協力プロジェ
クト「外国直接投資促進のためのキャパシティ・ディベロップメントプロジェクト」、「モンゴル国投資並びに
ビジネス交流促進情報収集・確認調査」等を実施してきた。これら事業では短期間の研修やセミナーを通じて、
行政官や企業人材の育成に貢献してきたが、中長期的な研修ニーズに対する対応が十分とはいえず、真の知日
派ビジネス人材の育成に対して戦略的な施策が求められている。
モンゴルにおける JDS 事業は 2001 年に開始され、2016 年 3 月までに 1~14 期生の合計 262 名を派遣し、
1~12 期生の 223 名がすでに卒業し帰国している。そのうち経営分野では 49 名が派遣されている。

2.協力の枠組み

邦大学院において学位(修士)を取得することにより、帰国後に中核人材として同国の開発課題の解決に寄与
し、もって、人的ネットワーク構築を通して、将来的な両国のパートナーシップの強化に資する。
