Francisco Bangoy International Airport serves as one of the Major International Gateway in the
Philippines and it is considered as busiest airport in the Mindanao and 3rd busiest airport in the
Philippines and based on the 2017 data Civil Aviation Authority of the Philippines, the a. According to the
Davao Regional Plan 2017-2022, the Francisco Bangoy Airport exceeded its capacity of 3.2 million
passengers per annum in 2015. Thus, a proposal for the expansion of the Francisco Bangoy International
Airport is being implemented by the Government. The said project will expand the terminal, runway
improvements, and airport communication equipment. According to the Davao Region Physical
Framework Plan (DRPFP) 2015-2045, The expansion and rehabilitation project of the airport is only a part
of medium-term plan implementation strategy (Phase 1: 2015-2025).

However, the said expansion will still have drawbacks due to the limited area of expansion for the future.
Based on the DRPFP, the medium to long-term plan implementation strategy (Phase 2: 2015-2035) states
that a new location of the new airport for the future is firmly needed. The Davao del Norte Governor
Rodolfo P. Del Rosario pushed the preliminary proposal of the 1000-hectare airport. The Governor also
said that he doesn’t want to make the same mistake on what to Manila International Airport wherein
they set up four (4) terminals in the airport and they share only 1 pair of 2 intersecting runways thus
continuously creating air traffic and it will be in the almost the same scenario to the expansion of Davao
International Airport as the annual passenger movement is constantly increasing because the projected
million passenger count per annum in year 2045 is 17.9 MPPA and the proposal for the new runway
system in the existing airport will have many significant impacts especially on residential communities.

Furthermore, since the expansion and rehabilitation of the existing terminal will be implemented, further
expansions including additional runway and aprons will be limited due to the limited area of the existing
Davao International Airport.

In Addition, other factors that the existing airport will affect on the Urban living is that there is too much
noise for the community and it will also limit the urban development of the city itself due to the height
restrictions of standard take-offs and landings of an airplane. According to Bussinessworld, A list of five
(5) candidate sites for a second airport in Davao has been endorsed by the Regional Development Council
(RDC) to the department of Transportation (DOTr) as the national government prepares to bankroll the
expansion of the Davao International Airport (DIA). The said proposed locations for the next airport will
be on Tagum City (Davao Del Norte), Callawa in Davao City; the border area of Davao City and Panabo
City; Samal Island; and Sta. Maria, Davao Del Sur.

Since the existing Davao International Airport encounters many problems in terms of expansion, one of
the key goals of the researcher is to ensure that the international airport will sustain for a long period of
time. Further motives are considered and specified such as:

-The proposed new Davao Regional Airport will lessen the air traffic and passenger movement on the
existing international airport.
-The proposal itself will be a catalyst of modern, smart and responsive facility that will benefit to the
users.
-The new Davao Regional Airport will promote more green public spaces and interactive social spaces that
will also benefit to the user itself.
-The proposed new Davao Regional Airport will have an iconic feature that will be recognize nationally
and internationally.

The DRPFP discusses all of the future strategic plans on the Davao Region. It consists of
Physical Resources, population count, Economy, transportation, and the Regional Physical Framework
Plan.

This document provided by NEDA will help the proponent on studying the future regional development
strategies of Davao Region and for the development of the new airport alternative site.
