Greetings of peace from the Cotabato Foundation College of Science and Technology!
The Cotabato Foundation College of Science and Technology (CFCST) formerly known as
the Children’s Education Village (CEFV) is located at Doroluman, Arakan, North Cotabato
and was established under Republic Act No. 3801 on June 22, 1963. It was amended
through Batas Pambansa Bilang 408 on June 10, 1983 with the Custodial Care Program
(CCP) as its core program that caters the educational needs of disadvantaged children and
youths of adversity of Arakan Valley Complex and other neighboring municipalities and
provinces of Mindanao as envisioned by the late Founder Bai Hadja Fatima Matabay Plang.
The CCP started its operation with less than 50 indigent students from elementary to College
with very laudable increase to more than 500 up to School Year, 2019-2020 despite its
limited budget and that the program is located in the hinterland of Arakan Valley Complex.
The program is being sustained through endowment like foods, clothing, school supplies,
materials and some equipment from other agency both private and public entities of the
country. Being the new President of the Foundation College, I wish to level up our services
specifically to provide care, custody, correction, education and vocational training as well
as physical, moral and spiritual uplift of orphans, homeless, neglected and indigent children
from broken homes, children of poverty-stricken families due to sickness, natural or man-
made calamities and other misfortunes. We are doing this so that we could serve as a
laboratory and training center for child welfare development studies and offer opportunities
for basic to higher education for the above – mentioned disadvantaged children in
Mindanao. However, with the current limited budget allotted for us by the Government, it is
very difficult on our part to provide utmost services to our Government Wards.
In this connection, we would like to link with you for possible assistance, in any form, for us
to improve our services for the Government Wards. Rest assured that your positive action on
this matter will surely give hope and eventually help in the realization of the dreams and
aspirations of the disadvantaged youths of Mindanao. Attached herewith are the pictures
of the Government Wards (Children) and facilities (already need renovation) of the CFCST
Custodial Care Program.
The Government Wards attended the Testimonial Program for the Graduating College Students from the Custodial
Care Program on April 8, 2019 at 3PM which was held at the CCP Amphitheater, CFCST, Doroluman, Arakan, North
Cotabato. Jollibee and Hetty was first met and greeted by the children during this event.
The Government Wards during the CCP Tawag ng Tanghalan which was held on January 21, 2019 at
the CCP Bunkhouse.
The Gulayan Project of the Custodial Care Program. The purpose of putting up this project is augment the budget
of the CCP in terms of the consumption of the Government Wards. It also serves as a training ground for them to
develop knowledge and skills in which they can apply in their lives.
The CCP Bunkhouse which already needs renovation. If the same will be renovated, it would be converted into a
Museum so that the Memorabilias of the Hajda Bai Fatima Matabay N. Plang will be kept properly and maybe used
for some educational purposes. This building is so memorable to all members of the CCP.

The housing project of the NHA which is being occupied by Male Government Wards from High
School to College. The CCP Personnel plans to put up a “Gulayan Project” in an area near this
perimeter.
