1. Introduction

1.1 PURPOSE
Design, engineering, supply, installation, testing and commissioning of SCADA equipment and the
associated interface work for the Electrical System in PDO network shall be governed by this SP.
The SCADA system shall be governed by, but not be limited to, the provisions specified, and shall be
undertaken to the highest standards of engineering, material supply and workmanship to give the
most reliable system.
This Standard shall be utilised with one or more of the referenced SPs and international standards to
complete the PDO requirement.

1.2 APPLICABLE STANDARDS, SPECIFICATIONS AND CODES


The following Standards, specifications and codes should be consulted when applying the
requirement of this Standard. All listed documents shall be latest issue except those documents
prescribed by date.

1.3 COMPLIANCE WITH STANDARDS


All requirements of this Specification shall apply except where equipment manufacturer's standards
are more stringent, then the latter shall apply.
The user shall obtain the written approval from the technical authority within PDO for any
deviations from this Specification. In all cases, the Company shall determine the adequacy of Works
executed by the Contractor in accordance with this Specification.

1.3.1 Language and Units of Measurement


The English language and the SI system of units shall be used through out for all the documentation
and drawings. Where necessary for a specific application, alternative units may be indicated in
brackets behind the SI units.

1.4 PRODUCT/ASSET WARRANTY


The equipment shall be guaranteed to meet specified technical particulars listed in this Specification
and all referred standards and codes. It shall have an expected technical lifetime of at least 20 years.
Clarification to how this requirement will be met shall be provided in the quotation, in particular
giving attention to the redundancy and availability of spare parts.
If the guaranteed performance of the equipment is not met and/or if any component fails to comply
with the specification requirement in any respect whatsoever at any stage of manufacture, test or
erection, the Company 's Representative may reject the equipment, or defective component thereof,
whichever he considers necessary, and after adjustment or modification as directed by the
Company's Representative, the Vendor shall submit the item for further inspection and/or test.
All repair procedures shall not be performed without the prior approval of the Company's
Representative. In the event of a defect on any item being of such a nature that the specification
requirements cannot be fulfilled by adjustment or modification, such item shall be replaced by the
Vendor, at his own expense to the entire satisfaction of the Company's Representative. Equipment
repaired to an approved procedure shall not be accepted as a permanent solution or replacement
unless the Vendor guarantees in writing that the repaired plant or component shall have the same
service life and efficiency as the component originally manufactured.
The Vendor shall also warrant all equipment and component parts against defective material, design
and /or workmanship. Merely extending a Sub-Vendor’s warranty is not acceptable.
The approval of the Company's Representative of inspection and/or test results will not prejudice the
right of the Company's Representative to reject an item of equipment if it does not comply with the
contract document when erected or prove completely satisfactory in service.
Product/asset warranty shall further refer to the requirement as specified in the commercial package
of the contract document.

1.4.1 Description of SCADA system


The SCADA system in PDO is installed by ABB. ABB’s S.P.I.D.E.R. Compact SCADA system with
Master Control Stations at Yibal and Marmul to control the PDO electrical network. Monitoring
facilities are available at the office of Infrastructure Power Systems Department at Mina Al Fahal.
The block diagram of PDO’s SCADA system is attached as Appendix-4 to this SP. The data
engineering tool server is only installed in Yibal master control station.
The new SCADA RTU’s and other related items to be added for any project shall be fully compatible
with the existing ABB system in all aspects. The details of the existing SCADA system are described
in brief, in section 1.4.1.1

1.4.1.1 Existing SCADA System Information


PDO’s SCADA system has Master control stations at Yibal for the control and monitoring of the
PDO’s North and at Marmul for the control and monitoring of PDO’s south Oman network. Overall
control of PDO’s SCADA is possible from Yibal as well as Marmul master control station/server.
Control and monitoring of south Oman network can be done from Yibal master station through
server located in Marmul master station and also control and monitoring of north Oman network
can be done from Marmul master station through server located in Yibal master station. The salient
features of the SCADA system are furnished below:

1.4.1.1.1 Basic Features


ABB’s S.P.I.D.E.R. Compact SCADA system with distributed design has the following features:
 Distributed Architecture for both hardware and software to have future expansion possibilities.
 Open System Architecture with extensive use of open standards
 Graphic User Interface which supports zooming, panning, decluttering, drop and drag etc.,
through an OSF/Motif and X- Window interface.

1.4.1.1.2 Open System Architecture and Standards


The following standards are used in ABB’s S.P.I.D.E.R. Compact SCADA system.

 IEEE POSIX Operating System Interface for the portability across hardware platforms
 OSF- Open Software Foundation / Motif for the user interface
 X- Windows for user interface communication
 SQL – Structured Query Language , interfaces to real time and maintenance data bases
 Communication Standards as per ISO/OSI model together with ITu-T recommendations for 4
wire and PLC systems
 Ethernet ISO 8802.3 (IEEE 802.3) for LAN – Communication
 TCP/IP for LAN and WAN communication
 X.25 / 3 for WAN communication
 ELCOM(IEC 870-6) for Inter-Center communication
 RP 570/571 protocol based on IEC 870-5 using format class FT 1.2 for communication
between RTU Communication Server (RCS) and the RTU.

1.4.2 Design and Construction


The design of the SCADA system expansion and the equipment to be supplied for a specific project
shall be compatible with the existing system described above. The new RTU’s shall have full
compatibility with the ABB supervisory S.P.I.D.E.R. Compact system, so that all the facilities
required for the whole range of operational features are available.

1.4.3 Service Conditions


Equipment specified in this SP shall be designed to comply with the environmental conditions (for
indoor and outdoor equipment) as stated in SP-1103; section 1.1 and Appendix 1.

1.4.4 SCADA System Philosophy

1.4.4.1 Remote SCADA System


The SCADA system for electrical power network is different from the SCADA system available for
instrumentation / process control for oil and gas systems and telecommunication. The following
sections outlines the basic principles of SCADA monitoring and control for Electrical System.
In general, all circuit breakers which are part of 132kV transmission system under Utility section
control, at voltage levels of 6.6kV and above, shall be operated and monitored from SCADA. All tap
positions of transformers which are part of 132kV transmission system under Utility section control,
with secondary voltage of 6.6kV and above and Gas Turbine Generators shall be operated and
monitored from SCADA.

1.4.4.2 Alarms and Indications


All plant electrical alarms and indications as per Appendix-1 of this SP shall be wired to the
SCADA system. The alarm and indication contacts shall be voltage and earth free. Each alarm or
indication shall consist of a two wire circuit from the initiating device to the SCADA marshalling
cubicle. Any common connections shall be completed at the marshalling cubicle.
Plant contacts may be either normally open or normally closed type. An open contact shall have an
impedance of greater than 10k ohm and a closed contact of less than 200 ohm, including cabling,
when measured at the marshalling cubicle.
Separate alarm contacts shall be used for the SCADA and station alarm systems and all breaker
indications for open / closed status shall be provided by using the main auxiliary contact and not the
multiplied contact.
The SCADA indication for ‘Supervisory’ selection shall be with the ‘Supervisory’ contact of the
Remote/Supervisory switch (at the control panel) in series with the ‘Remote’ position of the
Local/Remote switch (at the equipment).

1.4.4.3 Analogue Measurement


The SCADA system shall be designed to receive a current output signal from the transducers in the
range of 0-10, 0-20 or 4-20 mA for both unidirectional and bi-directional quantities except for the
transformer tap position indication. An alarm shall be raised by the SCADA system should the RTU
detect transducer outputs of less than 4 mA. The transformer tap position indicator shall have 0–10
mA output with 0.4 mA corresponding to each step.
Unidirectional analogue quantities shall be represented by current signals in the range of 4-20mA,
where 4mA corresponds to the lowest value of the analogue range and 20mA corresponds to the full
scale value.
Bi-directional quantities shall be represented by current signals in the range of 4-12-20 mA, where
4mA represents the full scale negative, 20mA represents the full scale positive and 12mA represents
the zero value.
The analogue quantities that are to be measured in SCADA are current, voltage, MW, MVAR, tap
position indication, temperature and pressure. The list of such analogue measurements that are
required for SCADA are furnished in Appendix-1 of this SP.

1.4.4.4 Energy Measurement


The Energy measurement shall be made from the KWH meters. The KWH meters shall have a pulse
output through a potential free contact and the energy measurement at SCADA shall be a derived
from these pulse outputs. The outputs should be calibrated for 1 pulse = 10kWh. The list of such
energy measurements that are required for SCADA are furnished in Appendix-1 of this SP.

1.4.4.5 Control Outputs


Control signals from the RTU shall be short duration 48V DC “fleeting” signals. Interposing relays
shall be provided in the marshalling cubicles to completely isolate these signals from plant voltages.
48V control signal from SCADA shall not extend beyond the marshalling cubicle.
The list of control outputs to be wired to the SCADA system are furnished in Appendix-1.

2. Scope
The SCADA system equipment shall fully comply with the international standards listed in section
1.2.3 and the requirements of this SP.

2.1 SCADA SYSTEM EQUIPMENT

2.1.1 SCADA Remote Terminal Unit (RTU) and Isolation Panel

2.1.1.1 RTU Design


The Remote Terminal Unit (RTU) shall be of the state of the art design capable of communicating
with the ABB S.P.I.D.E.R. master station. The RTU shall be designed for accepting the alarm,
indication and analogue inputs from the field and also provide the control outputs as specified
above. The RTUs shall have extended memory for plus counters accumulations for 30 hours duration
of memory, while communication is disconnected.

2.1.1.1.1 Analogue inputs


All analogue inputs are linear and shall be processed using a linear scaling algorithm. A separate set
of scaling factors shall be provided for each point and be editable through the user interface.
Optional analogue limit checking shall be provided against both high and low limit values, which
shall be individually settable for each analogue input via the user interface.

2.1.1.1.2 Digital Inputs


Digital inputs may be either single or multiple bit, the latter usually treated in pairs. Capability shall
be provided to generate alarms, events or records, depending on the defined normal and abnormal
states for each input or group of inputs.

2.1.1.1.3 Pulse Inputs


The RTUs shall buffer thirty hours in half hour accumulations of pulse inputs. The SCADA Master
Station shall gather and store these values for upto a year and provide a means for displaying and
reporting.

2.1.1.1.4 Control Outputs


Control outputs may be a single control or a sequence of controls and will be used to control
breakers, transformer taps etc. Both latched and momentary controls shall be accommodated, the
latter having provision for specifying the duration of the control either under software control or by
the operator for ad-hoc controls. Controls shall be carried out in three stages:
A select output shall be made to the RTU to specify which point is to be controlled.
The RTU shall check that the selection is acceptable and shall reply with the result of this check.
An “activated” output shall be sent to execute the previously selected control. Provision shall be
made for confirming status input and a device failed advisory if the input does not confirm execution
of the control within a specified time period.
An error at any stage of the control shall generate an error message.

2.1.1.1.5 Calculations
The RTU shall be capable of performing a host of calculations and generate alarms on calculated
values. The parameters to be calculated shall be but not limited to the list furnished below:
 Current every 20 seconds
 Total generated Output (TGO) every 20 seconds for both MW and MVAR
 Digital state change totalisation to be accumulated for the periods 0000 to 1200 and 1200 to
2400 hours.
 Half hourly pulse change accumulations
 kWH input from each feeder, generator, interconnector with export & import.
 MWH and MVARH inputs from each generator, transformer, motor feeder and interconnectors
with export & import .
 Apparent Power MVA every 20 seconds

2.1.1.1.6 RTU Parameter Change / Downloading


Capability shall be provided to allow the operator at the Master Station to change the operational
parameters in the RTUs, including scaling factors, alarm limits and the RTU configuration from his
terminal. It shall not be necessary for a technician to visit the RTU site to change the point
configuration unless hardware installation is required.

2.1.1.1.7 Alarm Time Tagging


Digital input changes shall be time tagged in the RTU with a resolution of 1ms. This is critical to
allow determination of the sequence of events when problems occur. Time tag information shall be
returned to the Master Station with the alarm to which it is related.

2.1.1.1.8 Frequency Synchronisation


The control commands for open / close of circuit breakers issued by the operator will contain logic to
allow execution only if the frequencies on either side of the breaker match. Capability shall be
provided to allow over-ride of the frequency synchrocheck. Capability shall be provided to report the
success or failure of the control execution back to the Master Station.

2.1.1.1.9 Additional Serial Interface On RTU and with fibre optic patch panels.
For future applications, the RTU shall have the capability of being fitted with a Special
Communication card 23LK 22 Or Equivalent to enable communication with “intelligent protection
devices” like Micom relays from Alstom (Areva) and similar relays from ABB / Reyrolle/Siemens
etc.

2.1.1.2 RTU Start-up


The RTU shall start
a) On command from the Master Station
b) Automatically when the RTU has detected an internal failure
c) Automatically upon recovery from a local power supply failure
The start procedure shall put the RTU in the initialisation mode and the RTU shall get initialised
from the messages from the Master Station which shall establish the connection between the two
and for downloading data required for the correct RTU operation. This start-up procedure shall be
fully automatic.

2.1.1.3 RTU Diagnostics


The internal status of the RTU shall be monitored by the RTU itself. Diagnostic information shall be
stored in the RTU and shall be retrievable from the Master Station on specific request to enable
problem analysis from the Master Station. For a total RTU failure, the Master Station shall set the
RTU supervision to “inoperable”.
All I/O boards of the RTU shall be monitored and failures shall be reported to the Master Station.
All data input on faulty boards shall be regarded as erroneous and the status of the related points
shall be made invalid.
The Remote Communication Server (RCS) of the ABB S.P.I.D.E.R. master station will continue to
poll an inoperable RTU periodically and the status of the RTU will be reset to operable, if a number
of sequential poll messages are successful. Communication with an inoperable RTU can be blocked
from the Master Station if required, until maintenance is performed.

2.1.1.4 Status / Data Check


A Status / Data check may be addressed from a Master Station to all RTUs in the system or any
single RTU. The request acquires all measured values and indications from the addressed RTU(s)
and the database will be updated with the acquired data. The internal status of the RTU reflecting its
condition and any known errors in the RTU’s data shall be returned to the Master Station. A control
system event and associated alarm will be generated in the Master Station if an RTU returns an
invalid data.

2.1.1.5 Time Synchronisation


a) The RTU clocks shall be synchronised with the Master Station system using the time
synchronisation messages to a resolution of 0.1 ms.
b) The RTU shall be fitted with real time clock which is synchronised by the GPS system. This will
realise synchronisation between master system and PRDA system being introduced in PDO network.

2.1.1.6 Construction of RTU and Isolation Panels


The RTU shall be housed in a panel made of sheet steel as per details in Section 2.1.5.
The RTU panel shall be together with the isolation panel. The isolation panel shall have
disconnecting type terminal blocks suitable for termination of multi-pair cables coming from the
SCADA Marshalling Cubicle and screw type terminals for the auxiliary supply cables.
The isolation panel shall have suitable cable trays for supporting / dressing neatly all the cables.
The wiring between the RTU panel and the Isolation panel shall be through factory wired inter-panel
wiring with 0.5sqmm wires.

2.1.2 RTU Communication with Master Station

2.1.2.1 General
The hardware servers should be provided with application data hard disk and an operating system
hard disk, two LAN routes to the PDO network.
The RTU shall communicate with the Master Station as a minimum for the operations defined
below:
i) Status Check
 As the first message after a system start up or restart.
 When the RTU is inoperable
 Request for all data from the RTU by the Master Station.
ii) Function Command
 RTU cold start
 Pulse counter freeze
iii) Function Table Loading
iv) Time Synchronisation

2.1.2.2 RTU Master and Station Link


The RTU for expansion of the SCADA system shall generally conform to the existing linking
between the RTUs and the RCS as described below:
The Remote Communication Server (RCS) of the Master Station is linked to the RTUs through the
Line Interface Modules(LIM) which serve as the communication boards for the RTU lines.
RTU specifics are handled by the LIM and the data processing functions are handled by an open
software platform in the RCS. The communication line is through a line split connected to two
LIMs. The two connections are for main and backup and the redundancy is treated by lines. When
communication fails with all RTUs on one line or when the LIM does not respond, the RCS initiates
a switchover between the lines.
Communication between the RCS and the RTUs is by serial communication. Each LIM contains
programs for administration and message exchange control of all RTUs. The message security

coding is generated and checked in both hardware and software by the LIMs and the transfer of
information to the application server is inhibited if errors are detected.
The LIM has two independent channels for asynchronous communication and can handle two lines.
The transmission rate will be at 1200bps and this is adjustable. LIMs are daisy chained with a
maximum of four LIMs in each chain. Upto 8 daisy-chains for a total of 64 RTU lines can be
handled by each RCS.
RTU shall be suitable for V24 connection to the communication equipment, to facilitate a digital
connection between RTU and communications equipment in future.

2.1.2.3 RTU Communication Protocol


RP570/571 the high-level communication protocol which is based on IEC 870-5-1 is used between
the RTU and the RCS using class format FT1.2.

2.1.3 Changes Required At Master Station For Expansion of SCADA


Whenever the SCADA system is expanded by addition of RTUs or addition of field equipment both
software modifications and hardware additions may be needed.

2.1.3.1 Software Changes


The database at the Master Station shall be extended to add any new equipment like RTU or
additional field inputs / control outputs to the existing RTUs. The existing pictures need to be
amended and new RTUs require new S/L pictures.

2.1.3.2 Hardware Additions


When field inputs/outputs are added to the SCADA without addition of RTUs, additional
input/output cards shall be added to the RTU, as required. This shall be carefully examined on a
Project basis.

2.1.4 SCADA Marshalling Cubicle

2.1.4.1 General
The SCADA marshalling cubicle (SMC) shall serve as an interface point between the SCADA
signals and the field signals / voltages. These cubicles shall have all the SCADA inputs from the
field and SCADA output signals cabled into them and the cubicles shall have adequate space for all
the circuits present and those which are indicated as future plus 30% spare capacity.

2.1.4.2 Construction
The SMC shall be made of sheet steel as per details in Section 2.1.5.
Cabling from CTs shall terminate at the SMC on isolating links of shorting type. Cabling from VTs
shall terminate at the SMC on fused isolating links. Terminals of CT and VT circuits shall be
suitably shrouded.
All control cabling from field shall terminate on isolation type links to allow all field control circuits
to be isolated for testing purposes.
The SMC shall have a set of disconnecting type terminal blocks for wiring the circuits from the
SMC to the SCADA Isolation panel by multi-pair cables. Shorting of terminals shall be done only in
the SMC and not in the Isolation panel. Shorting of interposing relay wiring shall be carried out on
the positive side. The terminal 17 shall be the common terminal.
Refer to Appendix 4 for the details of the wiring arrangement and presentation of the I/O schedules.
Separate terminal blocks shall be provided for digital indications/alarms, energy pulses, output
commands, analogue telemetry signals and control signals, and cable terminations shall be made to
the respective blocks.
The cabling between SCADA isolation panel and SMC shall be twisted pair telephone type cable.
Refer standard drawing for block schematic no STD-4-6511-001-0 for SCADA system under
Appendix-4.

2.1.4.3 Interposing Relays for Commands
Interposing relays shall be provided in the marshalling cubicle to completely isolate the SCADA
signals from the field voltages. Interposing relays shall be suitable for operation at 48V DC and shall
be arranged in rows in the cubicle, protected by transparent detachable covers. Manual operation of
these relays shall not be possible with the covers fitted. All relay coils shall be protected by a suitable
back EMF suppression diode.
The interposing relays shall have necessary Normally Open contacts. The rating of the contacts shall
be sufficient to operate the field devices.

2.1.4.4 Transducers

2.1.4.4.1 General
For measurement of Current, Voltage, MW and MVAR, transducers shall be provided in the SMC.
The transducers shall be driven from the field CTs and VTs and shall comply with the requirements
of IEC publications 688-1. Transducers shall be of static type, mounted on DIN rails within the
SMC.. The auxiliary supply required for the operation of the transducers shall be derived from same
DC supply used for the field equipment in the station namely, 110V or 24V DC UPS system.

2.1.4.4.2 MW and MVAR transducers


These transducers shall provide a 4-20 mA DC output proportional to the AC power (active or
reactive) input, suitable for the measurement of 3-phase unbalanced loads and shall be suitable for
bi-directional or unidirectional power flow as applicable for individual circuit.
The burden of the transducers on the VT shall not be more than 5 VA and that on the CT circuit
shall not be more than 2 VA. The peak-to-peak noise current delivered by the transducer shall not
exceed 2% of the maximum signal current. The response time shall be approximately 300
milliseconds to reach 90% of the rated output. The accuracy class shall be Class 0.5.
Transducers shall be tested for both leading and lagging power factors and shall be able to withstand
120% of the rated current continuously.

2.1.4.4.3 kV Transducers
The transducers shall provide a 4-20mA DC output proportional to the AC input voltage range
typically nominal kV + / - 10%. The burden of the transducers on the VT shall not be more than 2
VA. The response time shall be approximately 300 milliseconds to reach 90% of the rated output.
The accuracy class shall be Class 0.5.

2.1.4.4.4 Current Transducers


The transducers shall provide a 4-20mA DC output proportional to the AC input current range
typically 0 – 120% of the rated current of the circuit. The burden of the transducers on the CT shall
not be more than 2 VA. The response time shall be approximately 300 milliseconds to reach 90% of
the rated output. The accuracy class shall be Class 0.5.

2.1.5 Panel Construction For SCADA System

2.1.5.1 Construction
The SCADA system panels shall be made of sheet steel with a minimum thickness of 2mm and shall
have a degree of protection of IP 54. The RTU panels shall be constructed from standard 19’’ rack
mounting frames of sufficient strength to accommodate the hardware. Panels shall have a maximum
depth of 800mm to facilitate maintenance access to internal equipment. Isolation panel & SMC
cabinets shall either have front or front and rear access. Side access is not acceptable. Doors shall be
lift-off type, complete with 3 point locking mechanism, locks and identical keys. Doors and swing
frames shall be electrically bonded to the panel structure if conductive.
When needed at installation/Commissioning of the RTU, any special tools & tackles, including test
programmes in PC, shall be made available by the supplier.
Each panel shall be provided with a 100mm plinth constructed from steel channel, and removable,
fully gasketed, bottom entry gland plates. Gland plates shall be un-drilled suitable for drilling at site
and sized for 30% extra cables. The panel colour shall match with the other equipment in the
station.
All panels shall be designed for and fitted with accessories, power supplies, racks, wiring trunking
etc., to cater for 30% increase in the Inputs / Outputs.

2.1.5.2 Wiring
The cubicle shall be completely factory wired and ready for external connections. Wiring shall be
carried out with PVC insulated, 600/1000V grade, multi stranded copper conductor.
The following minimum copper areas are required:
 For external Power Supply : 2.5 Sqmm
 For signals between the RTU and the Isolation cabinet: 0.5 Sqmm
Both ends of all wires shall be fitted with identification ferrules which shall be shown in the wiring
diagrams.
Signal wiring shall be run in PVC trunking and shall be segregated from power wiring.
Colour coding of the wires shall be as follows:
 Power - V AC : Line Brown, Neutral Blue
- V DC : +ve Red, -VE Black
 Signal: -As per Manufacturer’s standard
 Earth: Dirty earth : Green/Yellow
2.1.5.3 Terminal blocks
Terminal blocks shall be arranged and suitably labelled to allow easy identification of individual
circuits. All terminal strips shall be identified and terminals numbered. All incoming and outgoing
cables except system cables shall be glanded at the gland plate. Incoming and outgoing signal
cables shall be wired from system cable sockets only between Isolation panel and RTU.
Each panel shall be provided with earth bars each made of minimum 25mm x 6 mm solid copper
and rigidly supported. The earth bars shall be connected to the common earth of the Station.
Sensitive electronic equipment shall be earthed as per Shell standard drawing number S68.030-0
and DEP 32.37.20.10.
While working, inside the Cabinets, measures shall be taken in order to prevent ESD damages on
the equipment.

2.1.6 Cables

2.1.6.1 General
The cables and other accessories shall be as specified in DEP-33-64-10-10-Gen and as amended by
SP-1103.
Screening and cable segregation shall be as per the requirements of DEP's 33.64.10.10-Gen, DEP-
32-37.00.31-Gen, & DEP.33.71.00-31-Gen and as amended by relevant SP's to prevent spurious
signals being induced into the cables.

2.1.6.2 Control Cabling for SCADA


Individual CT, VT cables shall be laid for the input of the transducers located in the SMC
Indication, control and alarm circuits shall not be mixed with analogue signals from the SMC to the
field. Therefore, separate cables shall be laid for analogue circuits.
The control cabling from the field to SMC shall be with multi-core control cables. The cabling
between the SMC and the / Isolation panel and between RTU and PLCC/FOPP/Microwave panel
shall be with twisted multi pair cable having overall screening in addition to individual screening
for each pair.
Remote RTUs shall have facility for using fibre optic cable for communication with external devices,
like protection relays.

2.1.7 DC UPS System


The SCADA system shall be suitable for operation at 48 V DC supply and shall be tapped from the
48V DC board of the telecom system.

2.2 SCADA ALARM


An alarm annunciation scheme shall be designed and provided such that the failure of the RTU is
indicated locally in the substation alarm system, as well as at the Master Station through a self
monitoring supervision system.

2.3 COMMUNICATION SYSTEM


The communication between the SCADA RTU and the remote SCADA control system is arranged in
loops, i.e. via two alternative routes (Main/ Stand-By). One through PLCC system and the other
through microwave OR the two routes could be a combination of PLCC, microwave and fibre optic
systems. Refer standard drawing number STD-4-6511-001-0 for block schematic of SCADA System
under Appendix-4.
For details of communication system, refer following PDO drawings with latest revisions.

PLCC system shall be as per SP-1115. All interfaces required for establishing proper communication
between the SCADA RTU and the Master Station through the PLCC, Microwave and fibre optic
systems shall be included as part of the SCADA system equipment. The alarms of the
communication link shall be available in SCADA as per the list given in Appendix-1.

2.4 FACTORY TESTING

2.4.1 Type Tests


All equipment shall have valid type test certificates for similar models. Fresh Type tests for the
equipment are not needed, provided the manufacturer can submit certificates that the equipment
complies with all type tests as prescribed by the respective IEC standards.

2.4.2 Routine Tests


All routine tests as per international standards shall be carried out on all the items of the SCADA
system.

2.5 FIELD WORKS

2.5.1 Site Testing and Commissioning ( By EPC Contractor/SCADA System Vendor)

2.5.1.1 General
This section defines the minimum requirements of pre-commissioning tests and commissioning tests
that are to be carried out for the SCADA system equipment. The tests shall be conducted from the
SCADA Master Station after complete installation.
 Functional checks for all alarm and indication points
 Functional checks for all the communication alarms by simulation/switching off the
equipment.
 Functional checks for control outputs by simulation

Tests to be conduced by manufacturer of SCADA systems:


 Functional checks of all transducers, if signals from them are available. Otherwise, a
test instrument for injection of mA signals shall be used.
 Functional checks for all alarm and indication points and energy pulses at the SCADA
master control station by field simulation.
 Functional checks for all control outputs from the SCADA master station by physically
operating the equipment or a test relay.
 Functional checks for SCADA alarm at local alarm system and at the SCADA master
control station.
 Any other tests recommended by manufacturer.

APPENDIX-3 CONTROL I/O FORMAT TO BE SUBMITTED BY CONTRACTOR


The I/O Schedules (List of Signals) shall specify the following;
1. Points of Connection in the Marshalling Cabinet
2. Points of Connection in the Isolation Cabinet
3. All the different signals and their characteristics, namely;
 The description of the signal (eg. 132 A110 CB CLOSE)
 The active status (e.g. ON, OFF, OPEN, CLOSED, ALARM, etc)
 The abbreviated name of the signal
 Range, alarm limits etc for analogue values
The following I/O schedules shall be filled in strict accordance to the following;
 All digital signals are grouped 1-16 and Common. The Common(+) shall always be connected at Terminal Block No. 17
 The order of breaker /isolator commands shall be CLOSE-OPEN. Accordingly, the indications of the same shall be connected CLOSED-OPEN.
 Also single commands, e.g 132 A310 Trip Reset, occupy two consecutive I/O channels. The second channel shall not be used for anything else.
 Double commands, like START/STOP also require double indications, STARTED/STOPPED. Double indication shall start on an odd channel.
NOTE: All looping of the Common shall be done in the Marshalling Cabinet only. A separate Common wire shall be used for each group of terminal blocks 1-17
 Analogue signals shall be connected in the following order ; (-), (+).
 Energy pulses shall be regarded as digital input signals, and be connected at a separate group of terminal blocks.

The following terms and abbreviations used in this document are defined below:
General Terminology
Shall - The word 'shall' is to be understood as mandatory.

Should - The word 'should' is to be understood as strongly recommended.

May - The word 'may' is to be understood as indicating a possible course of


action.

The Company - Petroleum Development Oman L.L.C. Muscat, Sultanate of Oman.

User - A specified engineer or Consultant who applies these Standards in the


execution of PDO project.

Company - A person appointed from time to time by The Representative Company,


Representative having the functions set forth in Article 2 of General Conditions for
Construction Works, and whose authority shall be notified in writing to
the Contractor by the Company.

The Consultant - The party to the contract with the Company who is responsible for
providing the design, engineering and other related consultancy services
under the contract.

The Contractor - The party to the Contract with the Company who is responsible for the
construction and other related works specified in the contract. On
occasion, for example in 'turnkey contracts' the contractor may be
responsible for design, engineering, manufacture, shipment, supply,
installation, testing, commissioning and performance guarantee up to
the defects liability period as defined in the individual contract.

Manufacturer - The party responsible for the manufacture of equipment and services to
perform the duties specified by the Consultant or Company.

Vendor/Supplier - A party responsible for the supply of equipment, materials or product-


related services in accordance with the Purchase Order issued by PDO or
its nominated Purchasing Office.

Works - All Works to be executed and all services to be rendered by a Contractor


under the terms of a Contract.

Worksite - A defined place designated by the Company where at all Works and
services shall be executed by a Contractor under a Contract.
