A Multimodal Approach to Planning for a Resilient Transportation


System in Indonesia

Abstract

With the  rise  concequence  of climate change and  other typeshigher intensity  of


natural disasters, the need for a resilient city is increasing as well. Resilient city is
a newly developing concept of urban planning than can enable a city to survive,
adapt, and transform itself after the occurrence of common hazards. The paper
presents   a   concept   of   a   city’s   resilience   as   a   dynamic   process   involving   the
adaptive capability in which there can be no return to the circumstances before the
disaster takes  place.  The need for resilient  city in Indonesia is also emerging,
considering it is a country with high level of urban population growth with more
than half of the population living in urban area. It is necessary for a city with high
population   density   to   provide   a   well­designed   transportation   system   to
accommodate the high mobility it causes. The paper is focused on the usage of
multimodal transportation, an integrated hub­and­spoke system that incorporates
different  types  of transportation  on a single  trip.  It contains  a combination  of
various  mass  transportation  modes  to  supply  the  demand  for high  mobility  in
urban area, thus making it more effective and efficient. The paper concludes with
a framework for a multimodal approach that can be applied in managing mass
transportation   technology   to   support   the   development   of   resilient   cities   in
Indonesia.
