NARRATIVE REPORT ON THE CONDUCT OF


2019 NATIONAL and LOCAL ELECTIONS
May 13, 2019

The voting started early in Cagbacong Elementary school made possible by the early
arrival (4:30 a.m) of the members of the Electoral Board. Voting took off at exactly 6: 02 a.m
and is expected to end at 3:00 pm.
Only one (1) classroom was utilized as polling place designated by the COMELEC. The
poster indicating the clustered precint nos. 0094A, 0095A, and 0095B and the list, and
numbers of voters were posted at the door of the polling place to facilitate the flow of voting.
The voters had to fall in line as typical way of observing orderliness. There was never a
letdown insofar as the start of the voting is concerned. There were three (3) assigned poll
watchers and one (1) support personnel other than the members of Electoral Board, and voters
(who are casting their votes/waiting for their turn to cast their vote) inside the polling place.
Poll watchers were advised to stay in the space reserved for them.
There were two (2) PNP personnels – (PO3 Cerdena and PO3 Charlie Llona Jr.) outside
the voting center to help maintain peace and order in the whole duration of voting stint.
Only few of the registered voters who were not able to vote because they are employed
in a distant places. Besides, some names of voters were missing in the list of voters so they were
not allowed to cast their vote.
Procedures for voting, counting of votes and transmission of precinct results was strictly
observed/followed and was closely monitored in accordance with the election guidelines and
procedures provided in the General Instructions Handbook.
The conduct of the 2019 National and Local Elections went on smoothly, no hitches,
no hassles in the use of pecos machine, no power disruption, and no arguments ever obtained.
