ENGR. MARIA CATALINA E. CABRAL, Ph.D., CESO I is presently Undersecretary
for Planning and Public-Private Partnership of the Department of Public Works
and Highways (DPWH). If there is a model for “woman power” in an organization
dominated by male officials and employees, it is Dr. Cabral – the first female rank
and file employee who has reached the level of Undersecretary in the hierarchy
of officials in the engineering and construction arm of the government. A licensed
Civil Engineer, Dr. Cabral also holds three (3) Master’s Degrees and two (2)
Doctorate courses in the fields of Business Management, Economics and Public
Administration. At present she is taking another Doctorate Degree for Urban and
Regional Planning at the University of the Philippines.

ENGR. CLEMENTE A. IBO is the current PICE National 1st Vice President , owner and
general manager of Clemente Builders and Development based in Legazpi City,
Albay responsible for the construction of several local and government-funded
projects, he is also past National Executive Vice President of Geodetic Engineers
of the Philippines, Inc.(GEP), past Secretary of Philippine Technological Coun-
cil(PTC), an ASEAN Engineering Register #6663, member of American Society of
Civil Engineers, Inc.(ASCE), he is the past Regional President of Bicol Occupa-
tional Safety and Health Network, accredited scaffold erector and occupational
safety and health practitioner, he is also the member of Board of Regent of Bicol
University and Vice President of Bicol University General Alumni Associations,
Inc., and Business Manager on Association of Bicol Contractors(ABC).

ENGR. ERDSAN RENE S. SUERO is the current PICE National 2nd Vice President
and works with the Commission on Audit as technical auditor. His past work ex-
periences include as a municipal engineer/building official and has spent years
as consultant here and abroad. A holder of Masters Degree in Economics, he’s
now pursuing his Doctorate Degree in Public Administration. Having the ability
to manage multiple concurrent priorities, he’s been an enthusiastic and highly
motivated individual who has clear understanding of the responsibilities of being
a civil engineer and a servant-leader. As someone who is comfortable with and
able to cope with change, “BONG” as he fondly called possesses a broad range
of technical, personal effectiveness and leadership skills to establish, maintain
and develop effective working relationships with partners and colleagues.

Engr. April Frances Agatha G. Flores is the current PICE National Director, ASEAN Engi-
neering Register Member, Material Engineer I, Civil Engineering Licensure Exam Passer
and works with GNPower Mariveles Coal Plant Ltd. Co. as maintenance development
engineer. She is also a materials engineer at Damico Builder & Supplies, project engi-
neer(flood control project – western river sto. tomas/bucao river) at Horam Abi Builders,
Inc. and project engineer/sustaining technical employee at AC Baluyot Construction
& General Services.

ENGR. RESTITUTO C. BAUTISTA is the President and General Manager of Prime Pave Con-
struction and Asphalt and B-12 Readymix Concrete Corporation, based in Pampanga. He
specializes in civil engineering designs, and construction management and supervision
works, particularly management of asphalt mix and ready mix operations which he ac-
quired through 22 years of exposure in different construction companies most notably in
the Concrete Aggregates Corporation – one of the top concrete supplier in the Philippines.
He has undergone trainings for such specialization in Manila, Las Vegas, and Sendai City in
Japan.

ENGR. DIMAS S. SOGUILON is presently the DPWH Assistant Secretary for Regional
Operations in Mindanao. He is one of the few men in the DPWH who practically
rose from the ranks and ascended the ladder towards achieving the level of As-
sistant Secretary in a short span of time. Having reached the third highest ranking
position at the Department, his career objective is to further expand his horizon,
and broaden his managerial knowledge and skills in the field of engineering and
management systems and procedures in Southeast Asian countries.

ENGR. ROMEO C. ROSARIO is the Head of the City Planning and Development
Office of the City Government of Dagupan. He also held the positions of Urban
Planner and Development Project Analyst in previous years. He also served as
Associate Civil Engineer and Civil Engineer in the 2nd Provincial Engineering Dis-
trict of then Ministry of Public Works and Highways (now DPWH). He has attended
several trainings and short courses on urban planning and development.

ENGR. ANGEL T. TORREJON is the current PICE National Auditor and works as Managing
Officer of MD Jeram Construction, Incorporated based in Davao City.

ENGR. MARIANO R. ALQUIZA is presently Assistant Secretary for General Services


at the Department of Labor and Employment (DOLE). Popularly called “Marnie”
by his friends, Engr. Alquiza is a multi-awarded government civil engineer who
brings to DOLE leadership and vast experience and knowledge from DPWH and
local leaders having been assigned to various provinces, cities and regions as Dis-
trict Engineer, Assistant Regional Director, Regional Director and Project Director.
He completed his Bachelor’s Degree in Civil Engineering at the University of San
Carlos in Cebu City where he first worked as a university janitor. Multi awarded
public servant among others, Outstanding Mindanaoan Award, Ten Outstanding
Public Servant (Region XI) by CSC, Outstanding District Engineer, and Outstanding
Regional Director. Recently he was awarded: the plaque of Distinguished Service
by Career Executive Service Board, 2016; Most Outstanding Alumni-Virtus at the
University of San Carlos, Cebu City.

ENGR. ROSEIN A. ANCHETA, JR., Ph.D. is the University President of Cebu
Technological University (CTU), an ASEAN Chartered Professional Engineer of PRC
and ASEAN Engineer of PTC. He is also a Regional Chairman of the Phil-
ippine Association of State Universities and Colleges (PASUC), Doctor Fellow of
Royal Institute of Educators, Singapore and a Career Service Executive Eligible.
He finished the following degrees; Doctor of Philosophy in Public Adminis-
tration and Governance, Doctor of Philosophy in Technology Management
(Best Dissertation), Doctor of Management (Best in Comprehensive Examinations),
Master of Science in Management Engineering (Meritissimus), Master of Education
major in Mathematics, Diploma in Professional Education, Bachelor of Science in
Civil Engineering (Cum Laude) and a management course at the Asian Institute of

Senior Geodetic Engineer at C. H. Beatisula Inc. He was also a professor of Civil Engineer-
ing at the Ateneo de Davao University from June 1994 to March 2016.

ENGR. IXOPERIO R. BONZON is presently a building regulations coordinator clark

ENGR. ADOR G. CANLAS is presently the Regional Director of DPWH – Region VII.
Prior to his position, he served as Assistant District Engineer, and subsequently District
Engineer in several provincial assignments that include Tarlac, Capiz, and Quirino.
He worked his way further up and was promoted to Assistant Regional Director
for Region II (Cagayan Valley) and Region III (Central Luzon). After topping the list of
qualifiers for third level position during the 1st CSC-DPWH Promotional Examination in
2011, he was promoted OIC-Regional Director for Region VII (Central Visayas).

ENGR. EVELYN B. CAYAT a Environmental Planner with vast experience, having


been in government service for 27 years, currently the City Planning and Devel-
opment Officer of the City Government of Baguio. The extensive know- ledge,
theories, principles, practices and techniques gained have equipped her to
plan, direct and integrate broad, comprehensive land use and socio-economic
plans and community development programs and services of the City. Skilled in
development planning, investment planning and programming, zoning and land
use planning, subdivision development planning, project development, and
monitoring and evaluation.Stays involved in the PICE having been the Chapter
President in 2016 and vice president/secretary for PICE-Baguio Chapter within
the period 2006 to 2015, and currently the National Director of PICE, Inc. for the
2017.

ENGR. ANGEL N. JAURIGUE a practicing Civil/Structural Engineer finished his Sec-
ondary Education and Bachelor of Science in Civil Engineering both from the
Mapúa Institute of Technology. He became the Project Engineer of the company
Amigo Construction and on the latter part 1988 he resigned from the company. In
1990, bringing the experience from his previous employer he was able to put up
and established his own company A.N.J STEEL FABRICATOR for which he is the Sole
Proprietor/Gen. Manager and later in 2000 his own structural design and consul-
tancy firm JAURIGUE ENGINEERING CONSULTANCY SERVICES

ENGR. ERNESTO S. DE CASTRO, Ph.D. is President / Chief Executive Officer of


ESCA Incorporated, Dr. Ernesto S. De Castro is a well-known and well respected
authority in the field of civil and structural engineering. His expertise and reputa-
tion has helped ESCA reach its present status as a globally competitive engineer-
ing firm. His creative vision and pursuit for innovation has continously placed the
organization at the forefront of the industry.

ENGR. DAVID G. SANCHEZ holds a degree in Geodetic Engineering in 1986 and Civil
Engineering in 1987 from St. Louis University in Baguio City and was the topnotcher
among the board passers in both the Geodetic Engineering and Civil Engineering Board
examinations in 1986 and 1987, respectively. In 2011, he earned the degree of Master
of Science in Sustainable Building Design by the University of Nottingham in England. He
was also recipient of certificates in several specializations from Singapore and the United
States. He was President of the PICE in 2014.

ENGR. ROBERT S. LICUP, Ph.D. holds a Doctorate in Development Administration and spe-
cializes in Project/Construction Management and Engineering, and Water and Wastewater
Operations. He is at present the Operations Director of VA Tech Wabag (Philippines). His
professional experience is mainly in the field of water supply and wastewater management
to include projects conceptualization, implementation, design, commissioning, operations
and maintenance. He has worked and held management positions in the Manila Water
Co. Inc. and Laguna Water Co. Inc., a subsidiary of Manila Water.

JICA to assist Civil Engineers in Post-Earthquake Response
In response to her request to provide training and capacity en-
hancement for civil engineers in the Philippines, representatives
of Japan International Cooperation Agency (JICA) called on
PICE National President and DPWH Undersecretary Maria Catali-
na E. Cabral at her office at the DPWH Head Office in Manila last
March 29, 2017 to discuss capacity development programs for
post-earthquake inspection mechanisms.

Present during the meeting were Mr. Tatsuo Narufu, Ms. Erika
Inoue, Ms. Ayumu Ohshima, Mrs. Kessy Reyes of JICA, and Engr.
Pelita Galvez of DPWH.

Undersecretary Cabral noted that in the past, engineers from big cities
like Manila cannot be immediately deployed in the areas affected by
earthquake due to closed airports and other affected critical lifelines.

Since no other country is better prepared for quakes and tsu-


namis other than Japan, JICA can impart amongst Filipino Civil
Engineers pointers in assessing the extent of damage to infra-
structure of such disasters particularly those from DPWH Regional
and District Offices as well as Local Government Units.

PICE-EQRP Volunteers Conduct


Assessment of Damage
by Surigao Quake
Volunteers from the Philippine Institute of Civil Engineers - Earth-
quake Quick Response Team (PICE EQRP) conducted initial
assessment of buildings, infrastructures, and facilities damaged
by strong earthquake that hit Surigao del Norte on February 10,
2017.

PICE EQRP volunteers were joined by members of the Association


of Structural Engineers of the Philippines (ASEP) and the National
Disaster Risk Reduction and Management Council (NDRRMC) in
the assessment of earthquake damage.

EQRP Volunteers plays a crucial role in the relief, recovery, and


rehabilitation efforts in the wake of the disasters like typhoon and
earthquake.

The Philippine Institute of Volcanology and Seismology or PHI-


VOLCS recorded the Magnitude 6.7 tectonic earthquake that
hit Surigao del Norte at 10:03:42 PM on February 10, 2017 with its
epicenter located 16 kilometers northwest of Surigao City.

According to PHIVOLCS Earthquake Intensity Scale (PEIS), Surigao


City is the most affected area which experienced a destructive
Intensity VII earthquake.

Department of Social Welfare and Development (DSWD) report-


ed that the earthquake caused damage in at least 300 houses in
Surigao Del Norte with seven (7) bridges collapsed isolating the
municipality of San Francisco.

It is reported that eleven (11) towns were affected and have


experienced power outages.

The Provincial Disaster Risk Reduction and Management Council PICE 2017 National Business Manager Asec. Dimas S. Soguilon
of Surigao del Norte estimated the damage to property and and PICE 2017 National Director Engr. Angel N. Jaurigue
infrastructure at P665 Million.

PICE holds CPES
Evaluators’ accreditation
seminar-workshop in Davao
The Philippine Institute of Civil Engineers (PICE) conducted a seminar-work-
shop on Constructors’ Performance Evaluation System (CPES) Evaluators’
Accreditation on May 13-15, 2017 at the PICE Davao City Training Center.

A total of fifty-eight (58) participants joined the three (3)-day course with
Engr. Igmidio J. Aquino Jr., Engr. Niki C. Najarro, and Ms. Arianne Monique
D. Derit as resource persons from the Construction Industry Authority of the
Philippines – Philippine Domestic Construction Board (CIAP-PDCB).

The signing of the Memorandum of Agreement between the PICE and the
CIAP-PDCB on August 2, 2016 forged the organization’s firm commitment
towards ensuring quality in construction projects.

Under the agreement, PICE will organize CPES Evaluator’s Accreditation


Seminars and, upon the accreditation of the PDCB, shall form parts of PICE’s
pool of CPES Evaluators who can be tapped by government agencies to
implement public infrastructure projects as “third-party evaluators.”

Moreover, the CPES evaluators accreditation training is a manifestation


of PICE’s active involvement in nation building through its commitment to
“transparency and quality” in the implementation of infrastructure projects
both in the government and in the private sector.

As one of the participants commented, “with the PICE’s partnership with


the CIAP-PDCP, we would be in the forefront of development as we
engage ourselves through PICE in the evaluation of contractors’ perfor-
mance implementing government infrastructure projects”.

ASSESSMENT OF TRAFFIC IMPACTS
ALONG MAJOR STREETS IN ILIGAN CITY
Like most local government units in the Philippines, Iligan City today has yet to put in-place policies, ordinances or measures to mitigate
the impact of road traffic caused by new establishments in the vicinity.

A study conducted by PICE members Engr. Metodia M. Trinidad and Reyden G. Cabargada evaluates the proximate effects to road
traffic of the proposed establishment of a shopping center in Iligan City.

Preliminary survey, road inventory and traffic volume counts were conducted on roads and intersections to be affected by the proposed project
as well as evaluation of the Levels of Service (LOS), with and without the project were conducted by the researchers for the study.

The study was presented during the poster paper presentation at the Conference of ASEAN Federation of Engineering Organizations (CAFEO 34),
on November, 2016 in Puerto Princesa, Palawan.

The result shows that without development, for merging traffic at Badelles Sr. St, the LOS is F and for diverging traffic the LOS is D, in
both morning and afternoon peaks. With development, in a five-year time, the LOS is F for all movements or the traffic congestion
is in forced flow condition. Along Roxas Avenue, without development, the LOS is E for diverging traffic and LOS B, C and D in other
movements. With development, in a five-year time, the LOS is F for both merging and diverging traffic.

DPWH HOLDS REFRESHER COURSE FOR MATERIALS


ENGINEERS ACCREDITATION EXAM
A refresher course on the Department of Public Works and Highways (DPWH) Contractors’ and Consultants’ Materials’ Engineers
Accreditation Examination was conducted at the DPWH Cordillera Administrative Region (CAR) Conference Hall last March 4-5,
2017.

The two-day review was organized by the Quality Assurance and Hydrology Division (QAHD) of the DPWH-CAR in collaboration
with the Philippine Institute of Civil Engineers (PICE) Baguio City Chapter

Resource speaker from DPWH CAR – QAHD together with support staff guided the prospective examinees with PPT lectures, open
discussions, and mock exams.

EAST METRO MANILA CHAPTER CONDUCTS STRATEGIC
PLANNING SESSION
A Strategic Planning Session among PICE East Metro Manila Chapter officials was held on February
12, 2017.

The planning activity was hosted by former DPWH Undersecretary Jose F. Mabanta at his Farmhouse
in Pililla, Rizal. Engr. Mabanta was also the previous President of the PICE East Metro Manila Chapter.

The following were agreed upon during the planning session: PICE EMMC uniform and conduct of
seminar for students on March; CPD seminar on April and September; finalization of scholars on April;
Mid-year convention on June; 3Q Fund Raising on August; National Convention on November; and
Chapter Christmas Party and Year-end Review on December.

PICE-INLACC Conducts 1st Regular Board Meeting


Officers and Board of Directors of the Philippine Institute of Civil Engineers, Ilocos Norte – Laoag City
Chapter (PICE-INLACC) held its first regular Board Meeting on March 18, 2017 at the PICE Office, Laoag
City.

Primary agenda of the meeting was the proposed expansion of the PICE Building which is set to ground
break on April 22, 2017.

Other matters discussed are the planned activities for 2017 that includes gift-giving, tree planting,
PICE-Caravan, Technical Conference and the Student Chapter Summit.

PICE-INLACC President Gil B. Lorenzo also announced the schedule of 2017 Region 1 Technical Con-
ference and the National Mid-year Convention.

He advised all the officers and members to attend forthcoming conferences and other similar training
activities which will be considered as an earned unit for the Continuing Professional Development
which are prerequisites for the renewal of license with the Professional Regulations Commission.

Meanwhile, the organization had a thanksgiving dinner for its immediate past officers and to celebrate
the success of the newly-elected installed officials.

Lorenzo envisions a better years ahead for the chapter as he claimed the readiness to build more
roads to success.

PICE BAGUIO HOLDS 1ST QUARTER 2017 MEETING


The Philippine Institute of Civil Engineers (PICE) Baguio Chapter called for the First Quarter Membership
Meeting on March 17, 2017 at the Margarita Hall, Hotel Supreme, Baguio City.

Engr. Grace Hufana was invited by the chapter to present the latest products and technology of
Holcim.

Philippine Institute of Certified Public Accountants Baguio-Benguet Chapter was also invited to present
a short talk on “Taxation for Civil Engineers” that focuses on ITR Preparation with quick guide and tips
for Civil Engineers with mixed income sources, Civil Engineer private practitioners, CE consultants,
and CE managing owners / contractors in anticipation of April Income Tax Filing month, which was
presented by Ms. Dianne Acosta-Corpuz, CPA, MBA.

The Induction, Oath Taking, and Members’ Meeting are successful events chaired by the Chapter VP
Operations, Engr. Aloysius C. Mapalo.

Other upcoming activities of the chapter were also announced during the meeting.

their oath of profession last January 27, 2017 at Luxe Hotel in Limketkai Center, Cagayan De Oro City.

In her speech, President Cabral discussed her plans and programs for the organization as she provides an eye-view of the chal-
lenge ahead for civil engineers who will be very in demand in the coming years especially that the administration of President
Rodrigo R. Duterte plans to take an aggressive stance in infrastructure development manifested in the “Ambisyon 2040” plans
of the National Economic and Development Authority and with the “Build, Build, Build” program for infrastructure development.

On the other hand, incoming Chapter President Morris Agoncillo presented his programs for the chapter which includes:

• Sponsoring financial assistance to the less privileged civil engineering students


• Conducting CPD seminar at least twice a year
• Increasing EMMC membership and initiating all members of the board to be lifetime members
• Targets to have EMMC Office
• Actively participating and supporting PICE National programs and activities

Chapter President Agoncillo is the present Vice President of Datem Construction Inc., a Quadruple “A” Contractor involved in
many large projects.

spearheaded the Project Green Engineering Philippines as the
organization is all business for the holistic development of mem-

The project was intended to adopt the concept of “Green Engi-


neering” which is an innovative engineering approach for water
conservation.

As part of its community assistance and advocacy for Green


Engineering, this ongoing project of PICE under the PGEP Com-
mittee aims to provide rainwater collectors and drinking stations
for a minimum of two (2) existing schools per PICE Chapter.

PICE NATIONAL 1st VICE PRESIDENT INDUCTS OFFICERS
OF NORTHERN SAMAR CHAPTER
Philippine Institute of Civil Engineers (PICE) 1st National Vice President Engr. Clemente A. Ibo officiated
the oath taking ceremony of the newly elected Officers and Board of Directors of the Northern Samar
Chapter on March 18, 2017 at the Function Hall of the JS Building in Catarman, Northern Samar.

He was invited by Chapter President Alvin A. Ignacio to serve as the Inducting Officer and guest speaker.

In his inspirational message, Engr. Ibo emphasized the importance of each officer’s role in strengthening
camaraderie within the organization and uplifting the civil engineering profession.

“To be an officer is not a privilege but is to be ready to sacrifice for the good of the members of the
organization and of the society,” he added.

He also challenged the chapter to increase the number of its ASEAN engineers this year and encour-
aged the members to get involved in the programs and projects of the chapter.

After announcing the schedule of the National Midyear Convention, he turned to the student chapter
members present to inspire them to dream of becoming officers of the organization someday.

The new set of chapter officers is composed of engineers from various sectors; five of them are past
chapter presidents; seven (7) are from the national government agencies, three (3) from the Local
Government Units (LGUs), four (4) from the construction industry, and three (3) from the academe.

The election of the Board of Directors was held during the chapter’s Christmas Party celebration last
December 15, 2016 while the election of officers was conducted on February 3, 2017.

Philippine Institute of Civil Engineers (PICE) Qatar held the Annual Induction of Officers, Board of Directors, and New Members on February 10,
2017 at the Westin Doha Hotel and Spa with the theme, “PICE Qatar’s Decade of Global and Sustainable Excellence”.

The event was graced by Philippine Embassy in Qatar Consul General Roussel Reyes and POLO-OWWA – Qatar Labor Attache David Des
Dicang who both delivered inspirational messages and updates regarding the proceeding of their offices accordingly.

Several Technical Topics were presented with the purpose of helping to advance the technical know-how of participants and be updated on
the new developments in the field of engineering.
