SAFETY WARNING
• Keep safe distance while outriggers are operating.
• Always ensure that outreach cylinders are fully extended
before unfolding the main outrigger cylinders.
• Always ensure that main outrigger cylinder is in folded
condition before retracting outreach cylinders.
• Ensure that elephant foot is assembled with main outrigger
cylinder before extending them.
• Ensure that shields are in open condition before operating
SAC lifting cylinders.
• Antenna should be at home position while bringing SAC from
service to transport position.
• The maintainer before going on the rotary plate should lock
the console operations with servicing interlock unit.
• The lever for manual operation of elevation gearbox brake
should be removed when not in use.

1. SWITCH OFF. If this is not possible, PROTECT YOURSELF with dry insulating
material and pull the victim clear of the conductor. DO NOT TOUCH THE VICTIM
WITH YOUR BARE HANDS until he is clear of the conductor, but DO NOT
WASTE TIME.
2. (a) Place the victim in the supine position.
(b) Keep the air passages clear by turning the head to one side, opening the
patient’s mouth and clearing it of water, saline, mucus or blood, a lot of which
might have accumulated in the back of the throat (fig.1).
3. If the jaw is rigid try to force the mouth open by pressure on the gum behind the
last molar tooth of the lower jaw. When the upper air passage are thus cleared,
tilt the head backward and force the jaw forwards from the angles of the jaw in
front of the ears. This would prevent mechanical obstructions to the upper air
passage (fig.2-3).

4. (a) Then hold the chin up and forward with one hand and pinch the nostrils of the
victim with the other (fig.4).
(b) Take a very deep breath and apply your mouth to that of the victim and blow
into his mouth, until the chest of the victim moves up indicating filling of lungs.
(NEVER ALLOW THE CHIN TO SAG.) (fig.4).
5. When the chest has moved up, withdraw your mouth and allow the chest to slink
back.
REPEAT this process every three to four seconds until the victim begins to
breathe again or until he is taken over by a medical attendant. This method can
be continued in an ambulance during transit of the patient from the site of
accident to the nearest medical center.

[1] INTRODUCTION
ROHINI is designed to play the role of medium range surveillance radar
mounted on a mobile platform. The antenna is rotated mechanically in
azimuth to provide for coverage of 360° this is achieved by rotating the
antenna at two different speeds of 7.5 rpm and 15 rpm. To have good all
terrain mobility, the radar is configured on a TATRA VVL8x8 vehicle. The
design incorporates necessary features to ensure the transportation by IL-
76 class aircraft. The power supply is from a Mobile Power Source of 2 x
125kVA generators.
The mobile Platform for 3D- Surveillance Radar (3DSR), ROHINI is
designed and manufactured to be fitted on a TATRA VVL vehicle. Figure
No. 1 below shows the block diagram of the Mobile Platform- 3DSR that
consists of the subsystems and the system tree. It is a mobile system
following sub- assemblies:
1) TATRA VVL 8X8
2) Sub-Container Frame.
3) Palette
4) Electronic Equipment Cabin (EEC).
5) Linkages
6) Sub-Aerial Cabin (SAC)
7) Rotary Plate
8) Shield
9) Hydraulic System
10) Electrical and Electronic systems
The mobile platform is interfaced to Antenna assembly (with antenna
cabin). A shield is provided to protect antenna against mechanical
damage. A ladder for entry into the EEC is also provided.
[2.1.3] Palette:
The palette is a frame structure that supports EEC cabin, pylon, shield and
outrigger systems. It includes a pair of corner block (according to ISO 1C)
in front and two pair of corner block in rear. Two additional blocks are
provided in the rear corners of the palette to enable fixing two castor
wheels when the unit has to be driven into the aircraft during loading for
air transport. The palette provided with a set of four moved-out and
moved-in platform supports, also known as outriggers.

[2.1.9.2] Actuators:
Four out rigger actuators are used to lift the palette of the truck and four
actuators are used to fold the outrigger to horizontal position. Four
actuators are used to push the outrigger assemblies along side the width
of the truck. Two actuators, synchronized by the linkage structure attached
to the SAC, deploy the antenna assembly to the specified position. Two
actuators are used to deploy the antenna shield. Actuator rod is hard
chrome plated. Hydraulically operated brakes hold 4 outrigger cylinder and
SAC cylinder.
[2.1.9.3] Power Pack assembly:
Power pack consists of motor pump assembly and hydraulic oil tank with
accessories.
[2.1.9.4] Motor-Pump assembly:
A pump is used to meet the system requirement of deployment time.
According electric motor suiting to the pump is chosen.
[2.1.9.5] Tank:
The tank of the hydraulic oil is equipped with filter (with an air escape
mounted on top of tank), Return line filter set, including and a relief valve,
Sensor of minimum oil level, Oil temperature sensor, Oil draining valve, Oil
level indicator, Connector pipe for connecting emergency stowage system,
Hydraulic oil meeting MIL-H-5606 standard like AEROSHELL fluid 41 or
equivalent are used in the unit.
[2.1.9.6] Valves and manifolds:
Each hydraulic cylinder is provided with appropriate valves to protect
hydraulically against self – shifting of piston rods when loaded. Hydro-
mechanical locks are provided for cylinders used in the systems for SAC
lifting and outriggers.
The lower part of the cabin is made of steel sheets as a rigid box structure
with appropriate shape. Top of the SAC will house the stationary part of
the slewing ring. An opening in the lower wall of the sub-aerial cabin is
made to facilitate convenient service and repair of move heavy sub-
assemblies located in the cabin. Sealed cover, screwed to the cabin
protects this opening. Door, located in sidewall of the cabin provides
suitable sealing against rain, dust and electromagnetic radiation.
Both the walls and covers are lined from inside of the cabin with layers of
thermal insulation.
The Inlet and outlet of the air is protected with a set of filters, which
guarantee splash proof, dust-proof and electromagnetic proof operation.

Supply for Rohini 3D Radar is taken through Power Supply panel (PSP-1),
which is located on left hand side of the door of (as shown in Figure No.
15 above). There are two input supply connectors through which 3Φ,
400V, 50 HZ system supply feed to PSP-1, named as DG Supply & UPS
Supply. From Socket supply is taken to incoming isolator Circuit Breaker
& from MCB to phase sequence monitor circuit. If the Ph sequence is ok
the supply is switched to further distributed to all the sub-systems through
their individual MCBs.
Distribution of power supply through MCBs is as follows:
♦ MCB1 & MCB2: - Air Conditioner units 1 & 2 respectively.
♦ MCB3: - Hydraulic Power Pack.
♦ MCB4: - Liquid Cooling Unit (LCU)
♦ MCB5: - Auxiliary Supplying 230V, 15A.
In the input supply line phase sequence monitor is connected which is
identifying the corrected phase sequence of the incoming supply & give
the indication accordingly. You can see the phase sequence indicator on
the inner panel of the PSP-1 mounted near voltmeter one for DG supply &
one for UPS supply. If Phase sequence of the incoming power supply is
not proper then it will not allow the main Contactor to turn ON. On the
panel there are two voltmeters mounted one for DG supply & one for UPS
supply which gives voltage reading of the incoming supply. These
voltmeters can display line to Line & line to Neutral voltages of all three
phases. Below voltmeter there are three indicators, which gives indication
when the incoming supply is ON.
[2.2.2] DC Power Supply:
The power supply for all electronic units is distributed from this power
supply unit. This DC Supply Unit requires 1ph, 230V AC supply as an
input, which is taken from Power Supply Panel 2 (PSP2). The 28V output
of this DC Power Supply is distributed to sub-systems through 5 MCBs as
stated below from left to right on the unit-
♦ MCB1 (10A) : Hydraulic Power Pack (HYD PP).

[2.2.3.1] Function of Control Switches On DCU
A brief description and function of all control and display elements used
during deployment operations are as follows- (Refer figure 17 for the
position of individual switches on the console )
This IPB is used to enable all control elements on DCU. To enable the
console lift the protection flap and press IPB. Console enabled indication
will glow. In case no switch on console is operated for five minutes,
automatically console will be disabled and the enable indication will go
OFF.
(c) Hydraulic ON (HYD ON):
This latch able IPB is used to switch ON / OFF the hydraulic pump. When
pressed and latch hydraulic pump will start, hydraulic system ON indicator
in this IPB will glow. To switch OFF hydraulic system delatches this
switch. Hydraulic system will go OFF after a delay of 5 sec. Pre-requisite
for this operation, Console Enabled.
This rocker switch controls shield opening & closing operations. When
operated in upward direction both the shields start opening & when
pressed downward both the shield starts closing. Pre-requisite for this
operation, Console Enabled & HYD Pump ON
(e) OUTREACH EXT / RET:
This switch controls the movement of all four outreach cylinders. When
operated in upward direction all outreach cylinders starts extending out &
when pressed downward all four outreach cylinders starts retracting. Pre-
requisite for this operation, Console Enabled & HYD Pump ON.
(f) OUTRIGGER FLD / UNFLD:
Function of this latch able IPB is to operate all four outriggers together
after all four pressure switches are activated using OTR 1-4 switch. This
switch is to be used to lift palette for detaching Tatra vehicle from palette
(m) SUB AERIAL CABIN (SAC) LIFT / LOWER:
This rocker switch is used to move Sub Aerial Cabin to Service position or
Deploy position and from any one of these positions to Transport position.
Pressing this switch in upward direction, SAC will start moving to deploy
position and pressing down of switch will result, lower movement
(transport position) of SAC. Pre-requisite for this operation, Console
Enabled & HYD Pump ON.
(n) ANTENNA DEPLOYMENT COURSE:
This switch is used to move Antenna in elevation i.e. e from Home position
(90º) to 12º w r t vertical plane. Press and hold the switch in deploy
position, Antenna will elevate to deploy position and if press and hold the
switch in Home position, Antenna will elevate to Home position. Pre-
requisite for this operation, Controller should be ON & healthy, 28V DV
Power Supply ON, 3 Ph supply to SAC/RP should be ON, SAC at Service
position or above Service position and Console Enabled.
(o) ANTENNA FINE:
This IPB will start blinking when any operational error / fault occurs in the
system. At the same time error messages are also will be displayed on the
LCD display in text format.
To acknowledge these errors press this IPB, the error message will
disappear and default parameters will be displayed on LCD.
If there is more than one error each the subsequent will be displayed at
every acknowledgement and the indicator will stop blinking when last error
is reset.
(s) Emergency Stop:
The LCD Display under normal condition displays well-come massage for
few seconds during power ON, Vehicle level in both axis ‘X’ & ‘Y’ in
Degree & Minutes format, Azimuth rotation speed of antenna in rpm when
antenna is put in rotation and antenna elevation angle in Degree &
Minutes format. A typical format is shown in the above picture during
some fault or operating error, fault/error messages are displayed on the
screen. To clear system operating errors / faults press ‘ERROR’ IPB. The
error/fault massages will be replaced by system default parameters.

Antenna will start elevating Up and will be positioned at 11° 30’, ±5’.
Elevation angle will be displayed on LCD display. Similarly to fine position
Dn, press Fine deployment switch to ‘DN’ position antenna will elevate Dn
by 0.5°.
[3.1.9] IFF Deployment
(a) Operate IFF Deploy switch to ‘DPL’ position –
IFF Antenna will start elevating Up and will be positioned at, designated
position. IFF Deployed indication will glow (Red).
Check vehicle level on LCD display or LED crossbar display. If there is
change in the level, correct it by moving OTRs Up or Dn depending upon
change in level.
System Ready Indication should glow.
This completes the deployment exercise and system ready
information will be communicated to Radar controller over Ethernet
communication channel.
In case of checking the AZM operation after the deployment is complete
and before handing over the control to Radar Controller, carry out
following steps by using Local Drive Console (LDC) Unit.
[3.1.10] Antenna Azimuth Operation
Ensure the following:
(a) Rotary Plate Lock is disengaged.
♦ SAC door closed and locked
(b) Azimuth brake is disengaged, if not press AZM HOME IPB and release
brake.
(c) Connect Local Drive console (LDC) to the connector provided along with
the deployment console cable. PS ON LED shall glow on LDC.
(d) Operate Drive Enable IPB on LDC (IPB should latch), Enable indication
shall glow.
(e) Operate Drive Run/Stop IPB (IPB should latch), Drive Run Indication shall
glow. Antenna will start rotating in azimuth at 7.5 rpm. Preset speed 7.5
will be displayed on LCD display.

(f) Operate Speed select IPB (IPB should latch), Speed select IPB shall glow.
Antenna speed will change to 15 rpm. Preset speed 15 will be displayed
on LCD display.
(g) Operate Drive Run/Stop to OFF position. Drive Run indication shall go
OFF. AZM Drive will decelerate and stop.
(h) Disable the drive by pressing (Delatch) ‘Drive ENB’ IPB and disconnect
the unit from DCU cable.
[3.1.11] Palette Lift for Vehicle disengagement:
To disengage the Tatra vehicle from the system follow the steps given
below-
(a) Carry out the steps from 2.1 to 2.5.1 Para 9
(b) Disengage all the four ISO corner Blocks from palette
(c) Operate palette Lift IPB ‘PELT LIFT’ (Latch)
Palette Lift indication should glow.
(d) Operate OTRs 1-4 Extend switch –
All four OTRs shall start moving down simultaneously. Stop this operation
at suitable palette height so that the vehicle can be removed easily.
(e) Operate Palette Lift IPB again,
Palette Lift indication shall go OFF.
[3.2] Resetting to Transport Position:
[3.2.1] IFF Antenna Home:
(a) Operate IFF Deploy / Home switch to ‘HOM’ position.
IFF Antenna will start Moving to Home position. IFF Home indication will
glow (Green).
[3.2.2] Antenna Elevation Home:
(a) Operate Antenna Course Deploy / Home switch to ‘HOM’ position.
Antenna will start moving down and will stop at Home position (90º).
Antenna Home Position indication will glow.
[3.2.3] Antenna AZM Home:
(a) Operate AZM Home IPB
Antenna will be positioned at AZM zero. Antenna AZM Home IPB will
glow.
[3.2.4] SAC Lower
(a) Operate SAC Lift / Lower switch to ’LWR’ position -
SAC Unlock indication shall glow (Green to Red) and SAC will start
moving to Home position. When it reaches to Home position SAC HOME
indication will glow. Stop SAC Lower operation. SAC Lock indication will
glow (Red to Green).
[3.2.5] Shield Open
(a) Operate shield Open / Close switch to ‘CL’ position -
Both the shield will start moving to open position. When both the shield
moves to fully close position, Shield Close indication will glow to Green.
[3.2.6] Leveling System
(a) Operate OTR 1-4 Retract switch to ‘RET’ -
All four OTRs shall retract to retract position. Stop this operation when all
the four OTRs reach at fully retracted position.
(b) Disengage Elephant foots of all the four OTRs and place them at their
designated stowage locations.
(c) Operate OTR Fold / Unfold switch to ‘FLD’ position -
All four OTRs shall start folding to fold position. Stop this operation when
all four OTRs reach at the fold position.
(d) Operate OTR Outreach Retract switch to ‘RET’ position -
All four OTRs shall start moving to Outreach retract position. Stop this
operation when all the four OTRs reach to fully Outreach retract position.
(e) Operate Hydraulic Start / Stop IPB (delatch) -
Hydraulic ON indication goes OFF. Hydraulic system shall stop with 2 to 3
sec of stop sequence delay.
(f) Disconnect the DCU cable and place it in the cable tray. Place the console
back to its stowage position in the Equipment cabinet in EEC.
