Research on the Thomasites. What qualities did they possess as teachers?

The Thomasites were American teachers who were sent to establish public school in the
Philippines. They possessed a sense od adventure and eagerness to teach. They taught subjects
in areas of language, mathematics, domestic works, specific trade work, freehand drawing and
athletics.

B. Explain the mandate that the state “establish, maintain and support a complete, adequate
and integrated system of education”.

The government should provide its citizens a free education. Education should be free
for all those who desire it. Complete means elementary, secondary and tertiary. Adequate
means school facilities like classroom, books, technology should be accessible to all students.
Integrated means educational programs should be felt on the lower levels of technology.

1. Explain the policy that “the school shall be the heart of formal educational system”.

It is where the children learn. It is where the children train and develop their skills, mind,
knowledge and character. Schools have a single aim of providing the best possible education for
all learners.

2. What significant relations do you see between the teacher’s education institutions and the
Department of Education as far as pre - service education is concerned?

Pre - service teacher training is one of the most important aspects of every teacher’s
education curriculum as it prepares student-teachers to become qualified teachers in the
future.

1. What could be the reason behind the renaming of the Bureau of Non - Formal Education to
Bureau of Alternative Learning System?

The reason of renaming is to view the Philippines as a nation where all the citizens,
especially the marginalized individual or group of learners who could not equitably gain access
to formal education because of unwanted conditions be given equal access to quality education
by taking an alternative learning system that will enable them to become productive workforce
and members of the land.

2. E. O. #356 states that the Alternative Learning System is a parallel learning system to provide
a viable alternative to the existing formal education instruction. What is meant by parallel
learning system?

It is a parallel learning system in the Philippines that provides option to the existing
formal instruction. When one does not have or cannot access formal education in schools, ALS
is an alternative or substitute. ALS includes both the non-formal and informal sources of
knowledge and skills.

**Rights of Parents

1. The right to organized by themselves and/or with teachers for the purpose of
providing a forum for the discussion of matters relating to the total school program and for
ensuring the full cooperation of parents and teachers in the formulation and efficient
implementation of such programs
2. The right to access to any official record directly relating to the children who are under
their parental responsibility.

**Rights of Student in School

1. The right to receive, preliminary through competent instruction, relevant quality


education in line with national goals and conducive to their full development as persons with
human dignity.

2. The right to freely choose their field of study subject to existing curricula and continue
their course therein up to graduation except in cases of academic deficiency or disciplinary
regulations.

3. The right of school guidance and counselling services for making decisions and
selecting the alternatives in fields or work suited to his potentialities.

4. The right to access to his own school records, the confidentiality of which the school
shall maintain and preserve.

5. The right of the issuance of official certificates diplomas, transcript of records, grades,
transfer credentials and other similar documents within thirty days from request.

6. The right to publish a student newspaper and similar publications, as well as the right
to invite resource persons during assemblies, symposia and other activities of similar nature.

7. The right to free expression of opinions and suggestions and to effective channels of
communication and with appropriate academic and administrative bodies of the school or
institution.

8. The right to form, establish, join and participate in organizations and societies
recognized by the school to foster their intellectual, cultural, spiritual and physical growth and
development, or to form, establish, join and maintain organizations and societies for purposes
not contrary to law.
9. The right to be free from involuntary contributions except those approved by their
own organizations or societies.

**Rights of all School Personnel

1. The right to free expression of opinion and suggestions, and to effective channels of
communication with appropriate academic and administrative bodies of the school or
institution.

2. The right to be provided with free legal service by the appropriate government office
in the case of public school personnel and through the school authorities corned in the case of
private school personnel, when charged in an administrative, civil and/or criminal proceedings
by parties other than the school regulatory authorities concerned for actions committed directly
in the lawful discharged or professional duties and/or in defense of school policies.

3. The right to establish, join and maintain labor organizations and/or professional and
self - regulating organizations of their choice to promote their welfare and defend their
interests.

4. The right to be free from involuntary contributions except those imposed by their own
organizations.

**Special Rights and/or Priviledges of Teaching or Academic Staff

1. The right to be free from compulsory assignments not related to their duties as
defined in their appointment or employment contracts, unless compensated therefore,
conformably existing law.

2. The right to intellectual property consistent with applicable laws.

3. The teachers shall be deemed persons in authority when in the discharge of lawful
duties and responsibilities, and shall, therefore, be accorded due respect and protection.

4. Teachers shall be accorded the opportunity to choose alterative career lines either in
school administration in classroom teaching, or others, for purpose of career advancement.
**Special Rights of School Administrators

1. Schools administrators shall, in accordance with existing laws, regulations and policies
of the Ministry of Education, Culture and Sports, be accorded sufficient administrative discretion
necessary for the efficient, performance of their functions.

2. School administrators shall be deemed persons in authority while in the discharge of


lawful duties and responsibilities, and shall therefore be accorded due respect and protection.

**Rights of School

1. The right of their governing boards or lawful authorities to provide for the proper
governance of the school and to adopt and enforce administrative or management systems.

2. The right for institutions of higher learning to determine on academic grounds who
shall be admitted to study, who may teach and what shall be the subjects of the study and
research.

1. Explain the Four Pillars of Education.

“Learning to Know” by combining a sufficiently broad general knowledge with the


opportunity to work in depth on a small number of subjects, this also means learning to learn.

“Learning to Do” in order to acquire not only an occupational skill but also, more
broadly, the competence to deal with many situations and work in teams.

“Learning to Live Together” by developing an understanding of other people and an


appreciation of interdependence - carrying out joint projects and learning to manage conflicts -
in a spirit of pluralism, mutual understanding and peace.

“Learning to Be” so as to better develop one’s personality and be able to act with greater
autonomy judgment and personal responsibility.

1. Describe a child - friendly school.

A Child -Friendly School is:

- gender sensitive and not - discriminating. Treats all children equally regardless of
gender, social status, cultural origin or religious belief

- child - centered, imparts quality learning and encourages children to participate in


school and community activities

- promotes good health practices and behaviors and guarantees that school premises are
safe and clean

- has the best interest of children in mind and seeks to provide an environment that is
safe, secure and a home away from home
- works closely with children’s families and engages the support and interaction of
community institutions and other individual.

2. Describe what is meant by an integrated system of education.

It means that both public and private schools are guided by one normative standard.
That is to say, the government supervises these schools and provides set of rules and
regulations. For instance, the rules for the private school are the same with the public school.
One cannot quarrel that the government has the authority over these schools.

3. Explain the Functions of the Bureau of Alternative Learning System.

The Alternative Learning System (ALS) is a ladderized, modular non - formal education
program in the Philippines for drop outs in elementary and secondary schools, out-of-school
youths, non-readers, working Filipinos and even senior citizens. It is part of the education
system of the Philippines but an alternative to the regular classroom studies where Filipino
students are required to attend daily. The alternative system only requires students to choose
schedules according their choice and availability.

1. What may be the causes of a teacher’s revocation of his certificate of registration?

The Board shall have the power, after due notice and hearing, to suspend or revoke the
certificate of registration of any registrant to reprimand or to cancel the temporary special
permit of the holder thereof who is exempt from registration, for any of the following causes:

a. Conviction for any criminal offense by a court of competent jurisdiction;

b. Immoral, unprofessional or dishonourable conduct;

c. Declaration by a court of competent jurisdiction for being mentally unsound or insane;

d. Malpractice, gross incompetence, gross negligence or serious ignorance of the


practice of the teaching profession;

e. The use of or perpetration of any fraud or deceit in obtaining a certificate of

2. Does the professionalization of teaching have an impact on you as a future teacher? Why?

Yes, definitely! This professionalization of Teachers is actually my motivation to study


well in order for me to be a good and effective teacher someday. My goal is to pass the License
Examination for Teachers and be able to adapt wholeheartedly the practices and regulations in
becoming a professional teacher.

ESSAY

1. Actual classroom teaching a day should not exceed six hours. What can be some reasons
behind their limit on teaching hours?

I have to say that it is for the reason that both teachers and students can’t constantly
maintain their interest and energy on their studies if classroom teaching shall exceed for 6hours.
It would be the most effective way to teach and learn without making both of them get bored in
their lessons.

2. What are your realizations about the teaching profession after a study of the Magna Carta?
Do these realizations help you decide to pursue the teaching career?

I came up with realizations that teaching isn’t an easy job, it requires full dedication and
compassion on the profession itself same with the learners. Teaching also requires an ability to
communicate fluently with patience. Teachers are paragon of virtues and foundation of
knowledge. These realizations will definitely be the key points why I would like to teach in the
future.

1. Explain the meaning of “exigencies of the service” referred to in the section 6 of the Magna
Carta for Teachers.

Exigencies of the service means its urgent, there are times wherein teachers are
required to transfer from one station to another, such as transfer may be effected by the School
Superintendent who shall previously notify the teacher concerned of the transfer and the
reason or reasons thereof.

2. Why it is imperative to consider teachers as professionals and teaching a profession?

Teaching is a paid occupation therefore I believe should be defined as a profession. To be


a professional in teaching, it is important to ensure you are a good example for young children
to follow. It is also important to consider the way you conduct yourself to your peers and to
wider society, not just to your colleagues, because teachers being known as professionals can
depend highly on the way they are viewed by society, which relies on the way the individual is
portrayed to others.
