3. Invitation to Bid & Aanwijzing at Site Visit
(Explanation scope of works to candidate of
contractor)

4. Proposal Submission
(Submission must provide hard & soft copy)

5. Technical Clarification & Re-submission


(Clarify both technical, commercial matters)

6. Committee Consolidation Meeting
(User, Procurement) & (Prep. Tender Report & Slides)

7. Presentation to BOD for Pre-Approval


(User, Procurement) & (Best three to propose)

8. Final Clarification to Candidate


(User, Procurement) & Final Commercial Negotiation

9. Final Approval
(Re-submit proposal as per negotiation will hand-in to BOD for
approval)

10. Issuing LOA (Letter of Award)

STAGE 2 • CONSTRUCTION METHOD (contractor) / PROJECT FLOW (consultant)

• LEVEL OF UNDERSTANDING FOR SCOPE OF WORKS

• ASSESS FINANCIAL CAPABILITY (audited report plus > 50% of project estimation cost)
STAGE 3 • COST PROPOSAL EVALUATION (compare to OE for verify the fairness level)
COMMERCIAL

• VERIFY STAGE 1 IS ACCEPTABLE
