Legal Basis for Monitoring
General Standards
Updates on Implementation
1. The TC-ChE proposed and got approval from the TPET to
pilot the CMO-37 Monitoring Implementation and
Evaluation in ChE schools this 2017. To date, only 4 HEIs
out of 32 with ChE programs remain to be monitored.
2. Those HEIs who have not applied or been identified as
COE/CODs in ChE were all targeted for School Visits
3. Training of HEI evaluators and CHED personnel have been
conducted in the Luzon and Visayas regions, and the
trainees served as evaluators in the school visits
4. The visits resulted in the identification of areas for
program improvement for inclusion in development plans
to be submitted by the HEIs, within 3 months after the
visit.

Updated Monitoring Plan
1. A Monitoring Workbook (CMO-37-MW) and a Self-Assessment
Rubric (CMO-37-SAR) in electronic form shall be made available to
all non- COE/COD applicants of 2015 through the TPET website or
CHEDROs.
2. The CMO-37-MW and CMO-37-SAR are similar to the Application
and Self-Assessment Workbooks used previously by COD/COD
applicants, with some recalibration of points and enhancement of
the rubric descriptors.
3. All concerned HEIs must complete the electronic forms and
upload these in appropriate links found in the TPET website or
submit them in digital media to their concerned CHEDROs within
30 days after release of the 2018 PSGs for Engineering programs.
4. All TCs shall review and evaluate all submitted forms to decide on
HEIs that will need formal visits prior to any decision on their
applications and those HEIs cleared for submission of Application
Workbooks for AY 2018-2019.
Evaluation System
5. The HEI scores in the Instructional Quality (IQ) and
Institutional Aspects (IA) Components in the CMO-
37-MAR after the visit shall be used to determine the
extent of compliance by the HEI with CMO-37.
6. The HEI scores in the Research & Publications (RP)
and Extension and Linkages (EL) in the CMO-37-MAR
after the visit shall be used to determine the potential
of the HEI to become COD and COE.
7. The visited HEIs shall be informed of their strengths
and weaknesses in the 4 components, and shall be
asked to submit a developmental plan on the
identified weaknesses within three months after the
date of the visit. No immediate sanctions shall first be
imposed on the HEIs with identified weaknesses.
