Dear USCIS Colleagues,

At the request of the President, I submitted my resignation today effective June 1, 2019.

During the past 20 months, every day, I have passionately worked to carry out USCIS’
mission to faithfully administer the nation’s lawful immigration system. We are the
agency charged with safeguarding its integrity and promise. We are the government
servants charged with lawfully, efficiently and fairly adjudicating requests for
immigration benefits, while protecting Americans, securing the homeland, and honoring
our nation’s values. I have always been and will remain keenly aware of these charges
and your diligence in fulfilling our mission.

It gives me great pride to reflect upon the many strides we have made in a relatively
short period of time to carry out our statutory mission and ensure that you’re
appropriately trained and empowered to carry out your individual duties and
responsibilities under the law. I also know we have carefully and purposefully laid the
groundwork for many more, much-needed, lawful reforms to come in the near future.
These improvements will further ensure that you are able to effectively perform your
duties in service to the American people.

As an immigration law and policy professional dedicated to the rule of law like so many
of you, I appreciate that this opportunity to serve was a unique experience. It has been
my greatest professional honor to work alongside and lead you in these endeavors as
your Director during this challenging time.

Thank you for all of your support, your service, and, most importantly, your dedication
to the rule of law.

Sincerely,

L. Francis Cissna
Director
