HSD TANKS CHECK LIST

Dear Sir/Madam
As per our discussion, following rules and regulations must be considered in planning face of your project
regarding HSD license from Department of Explosives.

1. HEAVY PETROLIEM/HSD
a. Status:- Above Ground Tanks
2. DISTANCES OF THE TANKS
a. 50’.0” away from any group of building and boundary wall
b. Each Tank to tanks distance 20’.0”
c. Fill point distance 12’.0” from each fill point
d. Fill point distance from boundary wall 12’.0”
3. EARTHING POINT
a. Each tank must have 2 earthing point
b. Dyke wall capacity must be 10% more than the largest tank
4. Fire fighting equipment
a. Sand buckets No.6
b. Fire extinguisher No.6 (min. 5 kg each)
c. Trolley mounted No.3
d. Fire hydrants No.3
5. SAFE GUARD
a. EACH FILL POPINT MUST HAVE SAFE GUARD
b. SHOW POWER GENERATION FROM TANKS.

As per the new understanding of petroleum rules, there is a license requirement for category B petroleum as well.
Diesel comes under the category B, thus requiring licensing for storage.

Please see the following excerpt taken from the rules

(b) “Classification” :- There are 3 classes of petroleum as under -


i) Petroleum Class ‘A’ - means petroleum having a flash point below 23 C . (e.g.Petrol, Hexane, Toluene, Naphtha)
ii) Petroleum Class ‘B’ - means petroleum having a flash point of 23 C. and above but below 65 C.( e.g. Diesel,
SKO, MTO etc.)
iii) Petroleum Class ‘C’ - means petroleum having a flash point of 65 C and above but below 93 C.

"Section 7 :- No licence needed for transport or storage of :


i) Petroleum Class ‘B’ (Non Bulk) in quantity not exceeding 2500 ltrs. and in receptacle not exceeding 1000 ltrs.
ii) Petroleum Class ‘C’ (In Bulk) in quantity not exceeding 45,000 ltr Note :- a) ‘Non-bulk storage’ means storage of
petroleum in receptacle /container/tank of water capacity not exceeding 1,000 ltrs. b) ‘Bulk storage’ means storage of
petroleum in container/tank of capacity exceeding 1,000 ltr."

According to the EPA section 12 and Section 14 ,

A prior approval is required to maintain inventory of any hazardous material (fire hazard).
