• There is no clear policy on promoting water
conservation practices,

• Lack of single body focused on water supply and


sanitation resulting into a fragmented sector,

• There is a lack of an apex body that oversees the


whole cycle of the country’s water resources,

• LGU and WSPs insufficient capacity and capability
to ensure adequate WSS services,

• Data and information on WSS are not properly


organized, monitored, and managed,

• Insufficient investment in WSS sector,

• Some WSPs are not operational and sustainable


An efficient, viable and sustainable water
supply & sanitation system requires:
• A thorough, well-thought planning process
• Reliable,engineering and construction stages
• Adequate investment and financing program
• Political autonomy and interference-free from social and political
pressures
• Water system to be viewed and managed as an “economic good”
• Sound O & M practices and procedures
• Welcomed private sector participation (BOT, JV, concession,
lease-contract, management service contracts)

Some Practices in Water Supply
Development
• River basin approach – a single big source serving cluster of
municipalities along the way; island provinces usually have very
limited catchment area
• Bulk water supply – from a private company, joint venture,
• Management contract – with a reputable water company to run
the system,
• Performance contracting – for NRW reduction
• Water demand management – focusing on water-saving
devices and behavioral change
• Rainwater harvesting – capturing and storing rainwater
• Twinning – learning from successful water utilities
• Ring-fencing – separating the accounts of the LGU from the
water system

Rainwater – a Major Water Source?
• Philippines’ total land area - approximately
300,000 sq.km,
• Average annual rainfall of 1,000 mm,
• Total volume of available rainwater = 300,000
MCM annually ,
• 100 million Filipinos, 3,000 CM per capita year
or about 8 CM per capita per day
What is Sanitation:

It is the hygienic means of promoting health


through prevention of human contact with the
hazards of wastes.

Improved facilities which are not shared with other
households and where excreta are safely disposed in
situ or transported and treated off-site
BASIC SANITATION
Facilities which are not shared with other households
and is not safely managed
LIMITED
Facilities shared between two or more households and
is safely managed
UNIMPROVED
Use of pit latrines without a slab or platform, hanging
latrines or bucket latrines
UNIMPROVED
Disposal of human feces in fields, forests, bushes, open
bodies of water, beaches and other open spaces or with
solid waste
Wastewater Management/Treatment:

It is a process used to
convert wastewater into
an effluent (outflowing of
water to a receiving body
of water) that can be
returned to the water
cycle with minimal impact
on the environment or
directly reused
Fecal Sludge Management
The collection, transport, and treatment of fecal
sludge from pit latrines, septic tanks or other on-site
sanitation systems
Septage Management
refers to the comprehensive programs
for managing septic tanks and the procedure for
desludging, transporting, treating and disposing of
septic tank contents
Sewerage System
is a network of
pipes, pumps and
force mains for
the collection of
wastewater, or
sewage, from a
community
