I. INTRODUCTION

Pollution is the addition of any substance or energy to the environment at a rate faster than
it can be dispersed, diluted, decomposed, recycled, or stored in some harmless, a definition derived
from the online dictionary Britannica. The three major pollutions are air pollution, water pollution
and land pollution. For a long time now, it has been creating a massive worldwide effect. Some
countries are fighting against it, implementing proper ways to prevent further damage. In the
Philippines, there are some cities who have implemented proper waste disposal and other projects
to lessen rampant increase of pollution. According to the World Health Organization, Philippines
has a pollution index of 74.37%. From that percentage, 63.28% falls under the land (waste)
pollution and 80.65% of it is in the city of Manila.
The BYE-SURA Communication Plan aims to eradicate waste pollution through garbage
segregation and citizen immersion. It focuses on the main strategies in disseminating information,
enhancing proper waste disposal and forming lives through a clean environment. Barangay 628 is
one of the largest Barangays in the city of Manila, and also the chosen place where the plan would
take place. Their main problem is waste pollution. There are over 14,000 people living in the
vicinity and half of them are informal settlers. These informal settlers are the ones who cannot
follow the proper waste disposal and that’s where the plan would start.
This communication plan will start with a seminar that will talk about pollution,
specifically in waste pollution – the causes, effects and dangers. It aims to persuade people to do
the proper waste disposal in order for them to benefit from it. The BYE-SURA plan will provide
a clean environment for them. Igniting their passion in living in a safer community away from the
dangers of an untidy place. It will strengthen the unity of the people because of the mobilization
in the barangay. Lastly, by doing so, it can spark the change to influence others.

II. SITUATION ANALYSIS


Barangay 628 was established on 1994. According to the most recent barangay profile
gathered last 2017, it has a land area which is approximately 95 square kilometers – a residential
and both a semi-residential and semi-commercial land. As the coordinators would start the plan
with the seminar, Barangay 628 had built four multi-purpose halls and six covered courts that
could be use as the venue for doing so. There are also educational establishments such as day care
centers, pre-school, secondary school and a university. One of the institutions established in this
locale is the Polytechnic University of the Philippines – College of Communication. The
coordinators of this communication plan, have noticed through observation that there are visible
inadequacies pertaining to the environmental core area of the community. The coordinators also
conducted an interview with one of the officials of Barangay 628, Mr. Alfredo M. Garcia. He
verified that the environmental problem, particularly the improper segregation of wastes of the
citizens, is one of the main concerns in their community. Based on the statements and information
obtained by the coordinators from the officials, this problem of waste management enormously

occurs in the squatter areas in the Barangay 628 such as Road 12, Road 13, and Panganiban Street.
In relation to this, half of the geographic areas of the community covers by the squatter areas. On
the other hand, the affluent citizens coming from the subdivisions are well – oriented about the
waste management by properly segregating their wastes.

Apparently, there are myriad of regulations and ordinances mandated by the barangay
officials beforehand, concerning to the environmental area. It includes the door-to-door collection
of the wastes, whereas biodegradables are collected on Mondays, Wednesdays, and Fridays; while
non – biodegradables are collected on Tuesdays, Thursdays, and Saturdays. However, the citizens
are not able to separate the biodegradables from the non – biodegradables, as well as the wastes
that could still be utilized and recycled, which shows that the problem is but not limited to, is the
thinking of the residents in the barangay and their discipline regarding waste disposal and
segregation. The officials have also installed CCTVs around the post – streets to monitor the
citizens, who are improperly placing their wastes in the prohibited areas. This implementations
also involves serious penalties, whereas the first and second offenses underline that the citizens
who got caught will be immediately reported in the barangay office and will have community
service. And lastly, the third offense will send the violator to jail. Furthermore, announcements
regarding the regulations and ordinances about the environmental area are being disseminated
through the speakers attached on the post – streets.

Consequently, the main problem concerning to this issue is the compliance of the citizens
regarding the regulations and ordinances implemented in the community. Citizens from the
specified areas lack when it comes to the knowledge about waste management and even about the
effects that could be brought by the improper segregation of wastes. Moreover, based on the
observation and on the statements attained from the officials, inadequacy of resources is also one
of the main problem in this issue. The mere fact that there are no trash bins on the streets, whereas
biodegradables, non – biodegradables, and recyclable wastes can be separated and disposed.

III. PARTICIPANTS
 Coordinators of BYE-SURA Communication Plan
- The coordinators of BYE-SURA Communication Plan are freshmen students of
Polytechnic University of the Philippines – College of Communication, taking up
Bachelor of Arts in Journalism. This communication plan is in partial fulfillment of the
requirements of the subject, Communication, Culture, and Society, under the
supervision of Professor Cherry Pebre.

 Residents of Barangay 628


- Residents of Barangay 628 are the main beneficiaries of this communication plan as
they will benefit from it, through attaining knowledge about proper waste management.
This communication plan also promotes development in the environmental aspect of
their community.
As of the most updated census gathered from the office of Barangay 628, this table
presents the demographic profile of the residents of the community:

- Female: 8,460 (60 percent)
- Male: 5,640 (40 percent)
Employment Rate
- Employed 9,870 (70 percent)
- Unemployed 4,230 (30 percent)
Number of Households 3,100 (in which it's ratio to the people
living in one household is 1:5)

Additionally, based from the statements obtained from one of the officials, Mr. Alfredo
Garcia, as of now, halves of the areas of Barangay 628 are now accommodated by
informal settlers.

- Polytechnic University of the Philippines is one of the institutions established in
Barangay 628, thus it can be involved in this communication plan by establishing
programs that could help in the developmental process of this communication plan.

 Organizations or Agencies that could be involved in sustaining this communication plan


- Plastic Bank Organization: Plastic Bank creates social and environmental impact in
areas with high levels of poverty and plastic pollution by turning plastic waste into a
currency. Furthermore, Plastic Bank also provides the ability for local entrepreneurs to
set up and operate a convenience store for the poor, in which plastic waste is the
currency.
- The National Solid Waste Management Commission: the major agency in the
Philippines that tasked to implement Republic Act 9003, the Ecological Waste
Management Act of 2000 and the organization that introduced and promotes "Trash-
Free Philippines" whereas servicing all communities through various sectors in
attaining a 'zero basura'. In year 2018 the agency approved 10 years Solid management
plan for the City/Municipality and provinces regarding the proper waste disposal.
Moreover, the agency provide programs that also aims to reinforce the LGUs down to
Barangays in concerns of segregation and collection of solid waste.

 Future coordinators of this communication plan


- The ideas presented may be used as reference data in conducting communication plans
related to the proper waste management or in testing the validity of other related
findings related to this topic. This communication plan will also serve as their cross-
reference that will give them a background or an overview with regards to the current
waste management implementations in Barangay 628.

IV. KEY MESSAGE


“Eradicating waste pollution through garbage segregation and citizen immersion.”

V. OBJECTIVES
The general objective of this communication plan is to properly and fully implement the
segregation of wastes in Barangay 628, Sta. Mesa, Manila for healthier and safer environment.
On smaller scopes, in order to address the issues in waste segregation, this communication
plan aims to:
 Educate the residents of Barangay 628 regarding the proper waste management and its
negative implication to the environment.

 Encourage the residents and the parties involved in this community to coordinate in the
programs and seminars related to waste management.
 Strengthen the rules and policies regarding the implementations of waste management
ordinances in Barangay 628.
 Provide essential resources that could be used in segregating and recycling waste materials.

VI. DISSEMINATION CHANNELS


 Speakers
- Since there are speakers located at different post – streets in Barangay 628, daily
scheduled announcements could be announced regarding the utilization of segregation
and recycling.
 Barangay Ronda announcers
- For the officials to strictly monitor the utilization of effective segregation and recycling,
they could conduct frequent rounds in Barangay 628; most importantly to the squatter
areas of the community, for they are the major parties involved in the improper waste
management. Jingle songs can also be executed as the Barangay Ronda rounds, for it
to be entertaining to the locals.
 Infographic posters
- It includes basic information on how the policies and regulations are being
implemented based in the ordinance executed by the officials of Barangay 628. It will
be disseminated most frequently to the squatter areas of the community for them to see,
read, and understand the importance of the advocacy.
 Seminars
- Seminars can be implemented regarding the advocacy to make the locals in the
community understand its advantages and also to show the disadvantages of the
improper segregation practices in the community.
 Promotional Health Events
- Promotional Health Events can be implemented to further discuss different health
hazards and health risks that improper segregation can be carried in the community.

Plan Implementation
This communication plan aims to eradicate the waste pollution by giving the residents of
Barangay 628 adequate knowledge about the proper waste segregation, and also about the negative
implications of improper waste management in the environment.
First thing to be considered is the inadequacy of knowledge of some of the residents of
Barangay 628 with regards to the proper waste management through the utilization of segregation
and recycling. With this particular concern, Barangay 628 should establish seminars towards the
locals of the community, for them to be cultivated about the methods of segregation and also about
the recycling methods. This target audience of this seminar are the major contributors of waste
pollution in Barangay 628, who are the informal settlers. Furthermore, negative implications of
improper waste management can also be tackled in the seminar. It includes the health hazards and
health risks that could be attained by imposing wastes in improper areas. This seminar could also
serves as an awareness for the locals to realize how their improper practices of waste management
contributes to the 80.65% waste pollution index in the city of Manila. The target key speakers that
will talk to the seminar are members of the environmental organizations such as Plastic Bank
Philippines and also from the National Solid Waste Management Commission, whereas the
facilitators of this communication plan will be the coordinators and contact persons. On the other
hand, there can also be a representative from the local health center, designated by Department of
Health, to talk about the health hazards and risks carried by the improper waste management.
Moreover, the involvement of the residents of Barangay 628 is also an important factor in
the implementation of this communication plan. Clean – up drives can be one of the key factors to
elucidate waste pollution in the area. As stated by one of the officials of Barangay 628, Mr. Alfredo
M. Garcia, Polytechnic University of the Philippines, as part of the community of Barangay 628,
can collaborate with them to impart clean – up drives in the NSTP program. This activity would
also engage the students to have the initiative to do some deeds relating to the environmental
concerns, particularly to the waste pollution. Apparently, college students from Eulogio “Amang”
Rodriguez Institute of Science and Technology (EARIST) have already made clean – up drives in
Barangay 628 as part of their NSTP program.
Lastly, as stated in the situation analysis, based on the observation and on the statements
attained from the officials, inadequacy of resources is also one of the main problem in this issue.
The mere fact that there are no trash bins on the streets, whereas biodegradables, non –
biodegradables, and recyclable wastes can be separated. This communication plan also aims to
utilize the resources for the residents to practice proper management of their wastes. These trash
bins could help the residents to manage their wastes, especially in the cases whereas garbage trucks
haven’t collected the wastes yet in some of the areas. With these trash bins, it could also be easier
for the locals to separate the recyclable materials and be able to utilize it.

Monitoring
To monitor the advocacy’s effectiveness, local officers and assigned personnel from
Barangay 628 will collect and gather data in the community. This monitoring aims to know the
effectiveness of the implementation and how it benefits the community. They will ask if there were
developments in the implemented advocacy. The different ways to monitor the program are the
following:
 Survey
A. It can be conducted to collect information if the members of the community have already
obtained knowledge on proper segregation and recycling.
B. It can be conducted to collect information about the development and positive changes in the
community, when it comes to environmental area.
C. It can be used to collect information from the beneficiaries if the plan is relevant, beneficial and
needed by the community.
D. It can be used to collect information about the effectiveness of the program.
 Interview
It can be conducted to collect information from the beneficiaries if the advocacy is
effective, implemented, its advantage and disadvantages on the environment and the community
itself. It can also be conducted to collect information from the local officers and personnel of
Barangay 628 and ask if their observation to the advocacy is effective and implemented.

Evaluation
The evaluation questions mainly used to determine if the plan is reaching its objectives and
desired goals.
Q1. Why does the plan exist?
Barangay 628 is one of the largest community in the city of Manila, it is composed of different
people with different culture. One of the problem that the barangay is currently facing is improper
segregation, which leads to variety of problems such as unpleasant smell in the environment,
flooding, and things alike. The plan seeks to improve the barangay's segregating, utilizing and
recycling not only to help clean the area, but also to open another way to earn by conducting
seminars to inform and mobilize the residents.

The program focuses on segregation, utilization, and recycling of wastes through educating the
residents of Barangay 628 about the proper waste management. Furthermore, to utilize the
resources of the barangay office in maintaining the cleanliness of the community.

With the help of the barangay officials, residents and volunteers it can be made possible through
coordination and collaborative participation of the involved parties.

a. Brainstormed all the possible communities that could serve as the subject for this communication plan.
b. Brainstormed the particular area of development that could be established on the suggested
communities.
Based on the discussion, these are the suggestions of the members concerning to the communities
that could serves as the subject for the communication plan and the particular area of
development that could be established:

The main concern of it is the inappropriateness of the walls built in the surroundings of PUP-
COC, which is made of galvanized iron sheets.
Core area: Environment

The main concern is the situation of some of the street children in the area, whereas some of these
children cannot afford to sustain foods three times a day. So one of our member suggested that we
can establish feeding program in the community

Street, which is part of Barangay 628.
