I. INTRODUCTION
Pollution is the addition of any substance or energy to the environment at a rate faster than
it can be dispersed, diluted, decomposed, recycled, or stored in some harmless, a definition derived
from the online dictionary Britannica. The three major pollutions are air pollution, water pollution
and land pollution. For a long time now, it has been creating a massive worldwide effect. Some
countries are fighting against it, implementing proper ways to prevent further damage. In the
Philippines, there are some cities who have implemented proper waste disposal and other projects
to lessen rampant increase of pollution. According to the World Health Organization, Philippines
has a pollution index of 74.37%. From that percentage, 63.28% falls under the land (waste)
pollution and 80.65% of it is in the city of Manila.
The BYE-SURA Communication Plan aims to eradicate waste pollution through garbage
segregation and citizen immersion. It focuses on the main strategies in disseminating information,
enhancing proper waste disposal and forming lives through a clean environment. Barangay 628 is
one of the largest Barangays in the city of Manila, and also the chosen place where the plan would
take place. Their main problem is waste pollution. There are over 14,000 people living in the
vicinity and half of them are informal settlers. These informal settlers are the ones who cannot
follow the proper waste disposal and that’s where the plan would start.
This communication plan will start with a seminar that will talk about pollution,
specifically in waste pollution – the causes, effects and dangers. It aims to persuade people to do
the proper waste disposal in order for them to benefit from it. The BYE-SURA plan will provide
a clean environment for them. Igniting their passion in living in a safer community away from the
dangers of an untidy place. It will strengthen the unity of the people because of the mobilization
in the barangay. Lastly, by doing so, it can spark the change to influence others.

In relation to this, half of the geographic areas of the community covers by the squatter areas. On
the other hand, the affluent citizens coming from the subdivisions are well – oriented about the
waste management by properly segregating their wastes.
Apparently, there are myriad of regulations and ordinances mandated by the barangay
officials beforehand, concerning to the environmental area. It includes the door-to-door collection
of the wastes, whereas biodegradables are collected on Mondays, Wednesdays, and Fridays; while
non – biodegradables are collected on Tuesdays, Thursdays, and Saturdays. However, the citizens
are not able to separate the biodegradables from the non – biodegradables, as well as the wastes
that could still be utilized and recycled, which shows that the problem is but not limited to, is the
thinking of the residents in the barangay and their discipline regarding waste disposal and
segregation. The officials have also installed CCTVs around the post – streets to monitor the
citizens, who are improperly placing their wastes in the prohibited areas. This implementations
also involves serious penalties, whereas the first and second offenses underline that the citizens
who got caught will be immediately reported in the barangay office and will have community
service. And lastly, the third offense will send the violator to jail. Furthermore, announcements
regarding the regulations and ordinances about the environmental area are being disseminated
through the speakers attached on the post – streets.
Consequently, the main problem concerning to this issue is the compliance of the citizens
regarding the regulations and ordinances implemented in the community. Citizens from the
specified areas lack when it comes to the knowledge about waste management and even about the
effects that could be brought by the improper segregation of wastes. Moreover, based on the
observation and on the statements attained from the officials, inadequacy of resources is also one
of the main problem in this issue. The mere fact that there are no trash bins on the streets, whereas
biodegradables, non – biodegradables, and recyclable wastes can be separated and disposed.
III. PARTICIPANTS
Coordinators of BYE-SURA Communication Plan
- The coordinators of BYE-SURA Communication Plan are freshmen students of
Polytechnic University of the Philippines – College of Communication, taking up
Bachelor of Arts in Journalism. This communication plan is in partial fulfillment of the
requirements of the subject, Communication, Culture, and Society, under the
supervision of Professor Cherry Pebre.

Additionally, based from the statements obtained from one of the officials, Mr. Alfredo
Garcia, as of now, halves of the areas of Barangay 628 are now accommodated by

V. OBJECTIVES
The general objective of this communication plan is to properly and fully implement the
segregation of wastes in Barangay 628, Sta. Mesa, Manila for healthier and safer environment.
On smaller scopes, in order to address the issues in waste segregation, this communication
plan aims to:
Educate the residents of Barangay 628 regarding the proper waste management and its
negative implication to the environment.

Encourage the residents and the parties involved in this community to coordinate in the
programs and seminars related to waste management.
Strengthen the rules and policies regarding the implementations of waste management
ordinances in Barangay 628.
Provide essential resources that could be used in segregating and recycling waste materials.

Monitoring
To monitor the advocacy’s effectiveness, local officers and assigned personnel from
Barangay 628 will collect and gather data in the community. This monitoring aims to know the
effectiveness of the implementation and how it benefits the community. They will ask if there were
developments in the implemented advocacy. The different ways to monitor the program are the
following:
Survey
A. It can be conducted to collect information if the members of the community have already
obtained knowledge on proper segregation and recycling.
B. It can be conducted to collect information about the development and positive changes in the
community, when it comes to environmental area.
C. It can be used to collect information from the beneficiaries if the plan is relevant, beneficial and
needed by the community.
D. It can be used to collect information about the effectiveness of the program.
Interview
It can be conducted to collect information from the beneficiaries if the advocacy is
effective, implemented, its advantage and disadvantages on the environment and the community
itself. It can also be conducted to collect information from the local officers and personnel of
Barangay 628 and ask if their observation to the advocacy is effective and implemented.
Evaluation
The evaluation questions mainly used to determine if the plan is reaching its objectives and
desired goals.
Q1. Why does the plan exist?
Barangay 628 is one of the largest community in the city of Manila, it is composed of different
people with different culture. One of the problem that the barangay is currently facing is improper
segregation, which leads to variety of problems such as unpleasant smell in the environment,
flooding, and things alike. The plan seeks to improve the barangay's segregating, utilizing and
recycling not only to help clean the area, but also to open another way to earn by conducting
seminars to inform and mobilize the residents.
