Minutes of 8thConsent Appraisal Committee Meeting of 2018-2019 (2nd sitting) held on 11.12.2018 at 11.00 a.m. in the chamber of Hon’ble Chairman, 3rd Floor,
Maharashtra Pollution Control Board, Kalpataru Point, Sion, Mumbai, Maharashtra.

Chairperson of the committee welcomed the members of the committee and allowed proceeding of the meeting to start.
The Minutes of 8th Consent Appraisal Committee Meeting of 2018-2019 (1st sitting) held on 10.12.2018 (Booklet No. 14 (Part-I)) circulated vide letter
no. BO/CAC-CAELL/TB/B-190109-FTS-0083 Dated 09.01.2018 were confirmed.
The meeting thereafter deliberated on the fresh agenda items [Booklet No. 14 (Part-II)] placed before the committee and following decisions were taken:

In view of above it was decided to defer this case and call to PP for the
presentation along with all relevant documents and pollution control
system provided.

project “VICINIA” on plot area 27,263.5 sq.mtrs. for total construction

2. The treated effluent shall be 60% recycled for secondary purposes
such as toilet flushing, air conditioning, cooling tower make up,
firefighting etc. and remaining shall be utilized on land for gardening.
3. PP shall install online monitoring system for BOD, TSS and flow at the
outlet of STP with connectivity to MPCB Server.
4. PP shall install organic waste digester along with composting facility/
bio-digester (biogas) with composting facility for the treatment of
wet garbage.
5. PP shall obtain NOC from MCGM for disposal of construction debris
at specific site inspected and approved by Municipal Corporation.
6. PP shall extend/submit BG of Rs. 25 Lakhs towards compliance of EC
and consent to establish condition.
7. Consent shall be issued subject to any further order that may be
passed by the Hon’ble Supreme Court of India in special leave
petition Civil No. D23708/2017.
8. Industry shall not take effective steps towards construction prior to
obtaining NOC from MCGM for disposal of construction debris.

Further, noted that STP of 780 KLD capacity has been provided. JVS
results are within consented limit. Biodegradable waste 1.4 Tones/Day is
sent for treatment at bio-digester plant provided by M/s Hiranadani
Developers.

In view of above, it was decided to grant Consent to 1st Operate for IT &
ITES activity by imposing the following conditions;
1. PP shall operate STP so as to achieve the treated domestic effluent
standard for the parameter BOD- 10 mg/lit.
2. The treated effluent shall be 60% recycled for secondary purposes
such as toilet flushing, air conditioning, cooling tower make up, fire-
fighting etc. and remaining shall be connected to the sewerage system
provided by local body.
3. PP shall operate organic waste digester along with composting facility
and compost obtained shall be used as manure in their own garden/
plantation.
4. PP shall furnish BG of Rs. 5 Lakh towards O&M of pollution control
systems and towards compliance of the Consent conditions.
5. Both the Occupier i.e. M/s TATA Consultancy Services Ltd. and
developer i.e. M/s Roma Builders Pvt. Ltd., (Hiranandani Estate) are
jointly and severally responsible for Operation & Maintenance of
Pollution control system, so as to achieve standard prescribed by the
Board or under EP Act, 1986. In case of failure of Pollution control
system, both parties will be held responsible and liable for necessary
legal action.
Consent shall be issued after obtaining additional Consent fees, if any.

2. Industry shall comply the conditional direction issued by the Board


vide dated 08.08.2017.

Consent shall be issued after receipt of direction compliance from SRO


and submission of additional requisite consent fee, if any.

8 MPCB- Netmagic IT Services NOT APPROVED ---- It was decided to issue final refusal due to following non compliances.

by imposing following conditions;
1. Industry shall ensure full compliance with the directions dated
08.08.2017.

2. Industry shall submit bank Guarantee of Rs. 5.0 Lakhs in the Board
towards operation and maintenance of pollution control system to
achieve consented standards.
3. Industry shall shift location of online monitoring system at appropriate
place within a week time.

Consent shall be issued after submission of additional requisite consent


fee, if any.

11 MPCB- Bharati Vidyapeeth Approved Up to Committee noted that PP has submitted information regarding increase

2. Forfeited the BG of Rs. 5 lakh obtained toward not to use ground water
for industrial purpose till they obtain NOC from CGWA. However,
industry fail to obtain the NOC from CGWA and obtain the temporary
permission from Irrigation department on 11.10.2018.

It was also decided to extend the validity of consent up to five years, if


industry obtain NOC from CGWA/ Irrigation department for further period
before expiry of the consent.

13 MPCB- R R Mega City Builders APPROVED Up to Committee noted the reply submitted by PP, provision of STP of 200 CMD

7. PP will be responsible for proper operation & maintenance of
pollution control systems for initial period of five years after Society
formation and afterwards handover the facility to the Society for its
further operation in good and working conditions.

Consent shall be issued after verification of arrangements for disposal of


treated sewage and after obtaining additional Consent fees, if any.

1. Industry shall reuse treated effluent for utility purpose and remaining
on 92 Acers of own land for irrigation purpose scientifically so that no
discharge shall be there in nearby nalla /river.

2. To submit undertaking that they will not consume/ use ground water
and submit the NOC from irrigation department for use of raw water
at the time of operation.

3. Industry shall submit bank Guarantee of Rs. 5.0 Lakhs in the Board
towards compliances of the consent conditions.

fee, if any.

16 MPCB- Angre Port Private Not Approved --- Committee noted that PP has applied for renewal of consent to operate

has approached to the MOEF for change in name and inclusion of
material and qty to be handled at this jetty. The application was
discussed in the 35th meeting of MOEF of EAC dated 29,31/10/2018. In
this meeting change in name was approved and MOEF committee was
of view that at this point defining the material to be handled will not

possible because MOEF have already allowed in Environmental
Clearance and has directed to SPCB to mention it in consent to operate.
4. PP has requested to incorporate material and qty to be handled at this
jetty.

In view of above, it was decided to call PP for presentation on dust


suppression system, product and qty to be handled, initiative to be taken
for developing green port, parking facility, rain water harvesting,
plantation along approach road etc.

17 MPCB- Godrej & Boyce Mfg. APPROVED Up to Committee noted the reply submitted by the industry stating that ETP and
