Theme: From Human Rights to Human Security:


Rethinking Nation from the Civil Society Perspective

A. Rationale
The post-conflict discourses remain a contemporary topic among public and the
government. The government paid extra attention to the post confict development rather than
the specific need to improve the human resources in Aceh. This is why the issue to maintain the
peace process and to complete the implementation of the Helsinky MoU seems to be a priority
and has neglected the rights of people on their civil and political rights, as well as economic
and social rights. The human rights promotion should become a basis for human development
and to ensure that we adoptes a human-oriented development, rather thatn state-oriented
development.
This conference aims to bring all elements of civil society, including intellectual and
academic, at local, national, and global level, to contribute and discuss social and political
development especially from the human rights and human resiliency point of view. This will be
the initiation to secure a comprehensive human rights enforcement in Aceh mainly on the
angle of huma security that lately seems to be disoriented.
Human security itself focuses on protecting individual rights, promotes a positive peace
positive and ensures the sustainable development at its place. The concept emphasizes on
people-centered orientation to complete the gaps resulting the insecurity to exist. It is a
comprehensive and a preventive-oriented approach to resemble a concept of security in
general. Human security comprises of several elements to include environmental, economic,
food, health, personal, community and political security.

The conference proposes 4 sub themes of:
• Good Governance/Kota Madani
• Democratization and Sustainability of Peace
• Islamic Cosmopolitant
• The Role of Islamic Community in MEA

Forum Dekan FISIP Seluruh Indonesia is a forum for Deans of Social and Political School (FISIP)
at any State and Private Universities in Indonesia. The Deans meet regularly every year and apply the
academic conference to it for public to share knowledge and make social and professional benefits from
the forum.

D. Participants
The Deans of FISIP (School of Social and Political Studies) Indonesian-wide, around 64
universities were in the circles, will be the main participant on this conference. However, the
organizer invited participants and delegation from other institution such as:
Universities/Academic Aceh-wide, The Association of the Public Administration Scientist, the
Association of Political Scientists, Member of Parliaments both provincial and District level,
Related Government Institution, Businessmen, Prominent, Islamic Scholars, and Activist.
